HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 03/21/2006 - c: Village Clerk MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON MARCH 21,2006 Chairman Shapiro called the meeting to order at 5:30 p.m. in the Charles J. Zettek Building, 901 Wellington Avenue, Elk Grove Village and rioted for the record that the following were present: Chairman Alan J. Shapiro, DDS, Secretary E. Butch Ehrke, and Commissioner Michael P. Kontek. It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the minutes of February 16, 2006 meeting be approved as submitted and that the Board dispense with the reading thereof. The motion was voted upon by acchnnation whereupon Chairman Shapiro declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES 1. Ottosen Britz Kelly Cooper&Gilbert, Ltd., Invoice 17264 dated 1/31/06 in the amount of$527.00 for professional services relating to McGreal complaint. 2. Ottosen Britz Kelly Cooper&Gilbert, Ltd.,Invoice 17490 dated 2/28/06 in the amount of$153.00 for professional services relating to the McGreal complaint. 3. Office Depot, Invoice 325921724-001 dated 2/14/06 in the amount of$19.55 for blank audio cassette tapes. 4. Police Consultants—Invoice 4506, dated 2/17/06 in the amount of$1,395.00 for multiple interview assessments for 69 police officer candidates. 5. Daily Herald—Invoice T3675054 dated 2/08106 in the amount of$30.00 for publication of meeting change notice. 6. Chicago Tribune—Invoice 35923:5002 dated 1/31/06 in the amount of$869.00 for publication of employment advertisement for police candidates. 7. Theodore Polygraph Service—Invoice 15323 dated 3/16/06 in the amount of$500.00 for polygraph examinations for four police candidates. It was moved by Commissioner Ehrke and seconded by Commissioner Kontek that the Board authorize the disbursement of funds for payment. The motion was voted upon by acclamation whereupon the Chairman declared the motion carried. CORRESPONDENCE 1) Notice of Suspension issued to police officer for violating Rules and Regulations, Section 26.I.1A, Rule 49 (Failure to appear in court when required or scheduled). 2) Written Reprimand to police officer for violating Rules and Regulations, Section 26.1.1A, Rule 27 (Failure to obey Department orders concerning other employment, occupation or profession). Minutes of the Regular Meeting March 21, 2006 Page 1 of 2 3) Pass/Fail letters were sent to 69 candidates that participated in the multiple group interviews; letters to candidates 1 through 12 on the eligibility list included background packet and polygraph instructions. 4) Memo from Chief Goostree recommending permanent employee status for three probationary firefighters. 5) Memo to Chief Schmidt requesting comments/criticisms on the one-year performance of two probationary police officers. 6) Memo from Police Chief to Command Staff requesting evaluations of two probationary police officers. 7) Memo from Police Chief to two probationary police officers advising them of their scheduled final probationary review before the Fire&Police Commission 8) Written Reprimand issued to Police Sergeant for violating Rules and Regulations, Section 26.1.IA,Rule 33 (Failure to be prompt for duty assignment, including roll call and court appearance). OLD BUSINESS 1) None NEW BUSINESS 1) Final probationary reviews for three firefighters hired on 3/21/2005. 2) Meeting with Chief Schmidt to discuss staffing needs. 3) Meeting with Chief Goostree to discuss probationary timeline for firefighters. 4) Discussed schedule for individual oral interviews. PENDING 1) Police Officer Hiring Process—seven vacancies;thirty-one names placed on the newly created eligibility list that will expire on March 1, 2008. 2) Firefighter Hiring Process—four vacancies;no authorization to replace at this time. Twenty-eight names remain on the current eligibility list scheduled to expire on February 2,2007. ADJOURNMENT It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the meeting be adjourned.
