The Commission was updated on the status of ICRC projects:
• LIVELY BOULEVARD—HOWARD STREET TO TOUHY AVENUE
Trees are being planted within the parkway and sod restoration will begin within
the next few weeks.
• DEVON AVENUE AND TONNE ROAD INTERSECTION
Storm sewer construction and fire hydrant relocations are nearly completed.
Excavation for the roadway widening is underway and the curb and gutter will be
constructed by the middle of May. Pavement and driveway construction will
begin once the curb construction has been completed.
• LIVELY BOULEVARD— TOUHYAVENUE TO DEVON AVENUE
The preliminary contract plans have been completed by the Village's consultant.
The approval of the agreement for right-of-way acquisition has been delayed by
the State. A construction letting in Spring 2007 will be dependent upon the right-
of-way acquisition.

• LIVELY BOULEVARD— TOUHY AVENUE TO DEVON AVENUE (cont.)
A meeting will be held with DOT Rail next week to discuss scheduling of the
reconstruction of the spur line crossings along this section of Lively Boulevard.
The work is tentatively scheduled to begin in Summer 2006. Each crossing
would be closed to all traffic during reconstruction and detour routes would be
signed. No crossing work would be scheduled during the bike race.
• DEVON AVENUE AND ARLINGTON HEIGHTS ROAD INTERSECTION
The preliminary geometric design has been completed for the intersection
improvement. The proposed plan provides for dual left turn lanes on Arlington
Heights Road, and the addition of right turn lanes on all legs of the intersection.
A public meeting for the project will be held in early Fall 2006 following the
State's approval of the project design report. Construction is targeted for Spring
2008.
• STREET SIGN PROGRAM
Bids for the installation of decorative traffic signs for the area north of Higgins
Road were opened on March 2, 2006. Three contractors obtained plans and one
contractor submitted a bid. The bid price was $395,945, 100.5 percent over the
engineers estimate. The bid was rejected and the project will be rebid for the
entire Business Park rather than in sections.
• WELL SITE ENHANCEMENT PROGRAM
Bids for the construction of chain link and ornamental fencing, brick columns,
pocket parks, and landscaping at five well site locations were opened on March
30, 2006. Five contractors obtained plans and one contractor submitted a bid.
The bid received was for the fence construction only, therefore, the bid was
rejected. The project will be rebid for the fence and column work. The pocket
parks and landscaping will be included in the Gateway Enhancement project.
• GATEWAY ENHANCEMENT PROGRAM
Pre(lnal plans have been completed for the construction of gateway signage on
Higgins Road east of Arlington Heights Road, Higgins Road at Oakton Street;
Busse Road south of Oakton Street Busse Road south of Mark Street, Oakton
Street west of Kent Avenue; Touhy Avenue east of Tonne Road. The plans have
been submitted to the State for final permit approval.
• MEACHAM ROAD AND NERGE ROAD ARTERIAL LIGHTING
A professional service contract has been received from TranSystems
Corporation for the design of intersection lighting at Meacham Road and Nerge
Road. The street lights will be similar to those installed at Arlington Heights
Road and Higgins Road. The project is targeted for a letting in FaIIM/inter 2006.

The Commission was updated on the Alexian Brothers International Cycling Classic
— Tour of Elk Grove. It is anticipated that the attendance for this preeminent event
will exceed 15,000. The Swiss and Danish international teams have committed to
the event as well as a New Zealand team. The corporate sponsors accompanying
the racers will be able to interact with the business community throughout the race
weekend. A barbeque will be held on Friday, August 11th for the racers, sponsors
and businesses. The Commission is invited to attend the event as representatives
of the Village. Additional information will be sent to the Commission regarding this
event.
The availability of high speed internet service was discussed. There are currently
several sources of internet access to businesses within the Village. The existing
services were outlined in an article which will appear in the Spring 2006 edition of
the Business Matters Newsletter. In addition, the Mayor has met with AT&T to
request expanded DSL service for the Business Park.
The Commission requested that additional studies be undertaken to the identify
actions needed to provide intemet access to all businesses. The use of ICRC funds
to facilitate the construction of internet infrastructure within the Business Park was
presented as a means to encourage the development of a comprehensive internet
system. Communities providing similar type service and/or consultants
knowledgeable in internet facility development should be contacted to obtain
information on programs available in other municipalities.
The unincorporated area adjacent to the Higgins Road and Elmhurst Road
intersection was discussed. The involuntary annexation of the property was
proposed at the last ICRC meeting. The Village has never involuntarily annexed
property and has no plans to do so in the future. The annexation has very specific
and complex legal requirements, and the property owner once annexed may
continue their existing business for a ten-year period. Therefore, pursuing an
involuntary annexation of this unincorporated area is not an effective solution for the
redevelopment of the area.
The Commission requested that additional studies be made of effective methods
which may be implemented to encourage the redevelopment of this high profile
location within the Business Park. It was suggested that the Village obtain
professional consultant expertise to evaluate redevelopment options.
The Commissioners requested that future ICRC meeting notices be sent via e-mail.

The next meeting of the ICRC is October 5, 2006. Information regarding the Alexian
Brothers International Cycling Classic — Tour of Elk Grove will be forwarded to the
Commissioners.
