6. CONSENT AGENDA
A) Consideration of a request (attached) from Elk Grove High School to waive fees in
the amount of$50 to hold their annual homecoming parade on Friday, September
29,2006.
(The parade will take place on Friday, September 29 at 1:45 p.m.
(The parade route begins at the Elk Grove High School back parking lot,then
leads right down Elk Grove Boulevard, right down Morrison Drive, left on
Cleannont Drive, left on Ridge Avenue, left on Elk Grove Boulevard, left of Lions
Drive, and returns to the Elk Grove High School parking lot.
(It has been past practice of the Village Board to grant fee waivers for
governmental and non-profit organizations.
(A report from the Assistant Director of Finance, recommending approval, is
attached.)
B) Consideration of a request (attached) from Elk Grove Youth Football to waive fees
in the amount of$50 to hold a youth homecoming parade on Saturday, October 7,
2006.
(The parade will take place on Saturday, October 7 at 11:00 am. and will last
approximately one hour. The route will start at Queen of the Rosary Church
parking lot and move west onto JFK Boulevard. It will proceed southwest on
Brantwood Avenue, then south on Carlisle, crossing Devon Avenue into the
Community Athletic Fields.
(There will be no floats and all participants will be walking.
(It has been past practice of the Village Board to grant fee waivers for
governmental and non-profit organizations.
(A report from the Assistant Director of Finance, recommending approval, is
attached.)

C) Consideration to award a service contract to Holiday Designs, Inc., of Plainfield, IL
for the annual holiday lighting service in a total contract amount not to exceed
$31,500.
(In 2005, the Village went out to bid for holiday decorating services. Upon
review of the submitted bids, Holiday Designs was determined to be the lowest
responsive and responsible bidder.
(This would be the second year of a five-year contract.
(Holiday Designs has provided excellent service for the past six years. The
Clock Tower and Veterans Memorial Park were added three years ago to the
contract, which also includes decoration of the Village Green area and the
Municipal Complex.
(Reports from the Director of Finance and Director of Public Works,
recommending approval, are attached.)
D) Consideration to award a contract to ALM Corporation of Streator, IL for a mobile
hoist system under the GSA contract pricing in an amount not to exceed
$36,758.81.
(Public Works solicited proposals and thoroughly evaluated three (3)
manufacturers' equipment on product cost and performance solutions that would
best meet the needs of mechanics for lifting the Village's heaviest Fire apparatus.
(Following extensive review and field demonstrations, it was determined that
ALM Corporation met and exceeded all specification requirements and provided
the lowest cost.
(Reports from the Director of Public Works and Director of Finance,
recommending approval, are attached.)
E) Consideration to award a construction contract to Di Meo Bros., Inc. of Elk Grove
Village, IL for the Bonnie Lane Culvert Replacement Project in an amount not to
exceed$139,499 from the Water/Sewer Fund.
(Bid documents were submitted by six bidders. Upon review of the
submitted bids, it was determined that Di Meo Bros. was the most responsive and
responsible bidder.
(Di Meo Bros. have performed work for the City of Highland Park and the
Village of Glenview. Both agencies were pleased with the work performed, as
they were both performed on time and under budget.
(A report from the Director of Engineering & Community Development,
recommending approval, is attached.)
F) Consideration to increase a professional service contract to Kamp/Synergy of
Milwaukee, WI to design, firnish, and install a replacement SCADA system for
the Village's sanitary sewer system by $9,457, for a total amount not to exceed
$105,457.00 to be paid for out of the Water/Sewer Fund.

(In December of 2004, Kamp conducted a radio survey to determine the
feasibility of using wireless radio in lieu of telephone lines as the computer data
communication method. The readings were outstanding and indicated no concerns
using the identified equipment for the Village's communications.
(On March 14, 2006, the Village Board awarded a contract to Kamp/Synergy
to design, furnish, and install a replacement SCADA system for the Village's
sanitary sewer system.
(After the installation took place, Kamp identified interference with the radio
communications that were not present in 2004.
(Additional testing of alternate wireless devices found that a different
manufacturer was able to filter out the noise and provide extremely solid and
reliable wireless communications.
(The devices from the alternate manufacturer are$391 more per radio modem
then what was originally proposed in 2004.
(The requested increase covers expenses associated with the difference in
cost between the old and new modems, two spare modems, and additional testing
and engineering.
(A report from the Director of Public Works, recommending approval, is
attached.)
G) Consideration to renew a professional services contract to Johnny Rockets
Fireworks Display Corporation of Chicago, IL to design and produce fireworks
displays in a contract amount not to exceed$35,200.
(This renewal extends Johnny Rockets contract with the Village for three
additional years, with a one-time increase of 10%. In addition, the contract
provides an additional two-year option with a one-time increase of 5% over the
existing period pricing.
(The Village administers three fireworks displays each year including a
display at RotaryFest (Saturday before Father's Day), the Fourth of July display,
and the display at the Tree Lighting Ceremony(Friday after Thanksgiving).
(The company's performance over the past five years has been satisfactory.
(The contract cost will be offset each year depending on the contribution of
funds by residents through utility billing for the July 4`s display.)
Consideration to adopt Resolution No. 37-06 (attached) authorizing the destruction
of audio or video recordings of closed meeting sessions.
('this item authorizes the destruction of executive session audio or video
recordings from July 20, 2004 through December 14,2004.)
I) Consideration to adopt Resolution No. 38-06 (attached) authorizing
release/retention of Executive Session minutes of the Village of Elk Grove Village.
(This item authorizes the release of executive session minutes from January
11,2005 through December 13,2005.)

J) Consideration to adopt Resolution No. 39-06 (attached) determining the
appropriateness for Class 6B status pursuant to the Cook County Real Property
Classification Ordinance as amended January 1, 2000 for certain real estate located
at 1401 Greenleaf.
(Magnetic Inspection Laboratory intends on constructing a 25,000 square
foot addition to the existing building.
(Magnetic Inspection Laboratory has indicated that they will invest
approximately$1,200,000 to $1,700,000 in this project, and anticipates creating 30
to 40 new jobs over the next five years as a result.
(Eligibility requirements for 6B status are new construction, substantial
renovation or purchase of buildings that have been vacant for a period of time.
This qualifies, as a substantial construction of an addition to an existing building.
(The 6B property tax incentive allows a property tax assessment reduction
from 36%to 16%of fair market value for a twelve-year period.
(A report from the Economic Development Coordinator and a letter from the
applicant are attached.)
K) Consideration of Ordinance No. 3097 (attached) amending Chapter 2, Vehicle
Licenses, of Title 6 of the Village Code establishing a $50 license fee for School
Buses.
(This amendment to the Village Code establishes a vehicle license for school
buses in the amount of$50 per bus.
(Jones Bus Company recently moved into the Village creating the need for
the bus license category.
(The license fee is determined by the weight and use of the vehicle.)
L) Consideration of Ordinance No. 3098 (attached) granting a Special Use Permit to
permit a banking institution with a drive-thru facility and to amend a previously
approved annexation agreement to permit a use which is not conducted within an
enclosed structure and to permit a multi-tenant retail or strip shopping center, and
the screening of roof-top mechanical equipment with a material other than that of
the principal structure, and to approve a revised site plan for Parcels 1, 2, and 3 on
property located on the east side of Meacham Road,south of Biesterfield Road.
(This item was discussed at the September 12, 2006 Village Board meeting
and currently appears as Unfinished Business under the Village�Attomey.)
M) Consideration to adopt Ordinance No. 3099 (attached) granting a Special Use
Permit to J&Z Auto Repair to permit the operation of an automotive parts
installation and repair shop in an I-1 Industrial Zoned District located at 438
Crossen Avenue.
(This item was discussed at the September 12, 2006 Village Board meeting
and currently appears as Unfinished Business under the Village Attorney.)
