Farrell , Administrative Intern Earle Kracht, Plan Reviewer James MacArthur, Fire Chief Acting Chairman Mullen called the meeting to order at 8:05 p.m. Item A: Joint Public Hearing of Plan Commission and Zoning Board of Appeals for Special Use Permit and zoning variation allowing the installation of outdoor warning sirens at 200 Biesterfield Road and at 1620 Gibson. Chief MacArthur began by providing answers to questions raised at the last public hearing. Chief MacArthur stated the following: 1. The decibel level at the perimeter of the siren pattern ranges around 70 decibels. 2. Schaumburg sirens do not give total coverage to the north- west section of the Village. 3. There are two locations in the municipal parking lot that probably can provide the 20 amps of power necessary to service the siren. Plan CommissioADnutes • March 18, 1992 Page 2 Chief MacArthur stated that J.U.L.I.E. (Joint Utilities Locations Information for Excavators) has located the underground utilities, except electricity, in the municipal lot. The Chief also stated that Commonwealth Edison has been notified and will be out sometime next week to examine the site. The Chief than proposed to locate the siren on the municipal parking lot pending the findings of Commonwealth Edison. The Chief further stated that if the municipal lot site was found to be unacceptable then, he recommends locating the siren at the original site. Commissioner Geinosky inquired as to whether the Village would need a Special Use Permit to place the siren on the municipal lot. Commissioner Geinosky also noted that if a permit is required a public hearing would need to take place with notification given to affected parties. Commissioner Geinosky inquired if additional costs associated with the siren would have to be approved by the Village Board. Chief MacArthur answered that Village Board approval is required. Chairman Brandtof the Zoning Board of Appeals opened discussion for the height variation of the siren. Upon hearing no inquiries from the Board or the audience, Chairman Brandt motioned to grant the height variance for both sites as well as the municipal parking lot. Commissioner Phillips seconded the motion, the motion carried unanimously. Mary Oberhart of 897 Wellington inquired about the height of the siren related to coverage. Chief MacArthur responded by stating that the siren has to be 5 feet higher than the nearest obstacle that comes within 150 feet of the siren for full coverage. Upon no further comments from the audience, Acting Chairman Mullen closed the hearing at 8:55 p.m. The Plan Commission then deliberated over the recommendation of the site location on Biesterfield. Commissioner Ayers motioned to approve the 1620 Gibson site and disapprove the 200 Biesterfield Road site. Commissioner Ayers stated on behalf of the Plan Commission that the municipal complex would be recommended as an alternative site. Commissioner Feichter seconded the motion, the motion carried unanimously. Plan Commissio*nutes March 18, 1992 Page 3 Commissioner Paliganoff motioned to appoint Commissioner Mullen as Acting Chairman to sign the Galler plat of subdivision. Commissioner Geinosky seconded the motioned, the motion carried unanimously. Commissioner Feichter motioned to adjourn the meeting. Commissioner Parker seconded the motion, the motion carried unanimously. Acting Chairman Mullen adjourned the meeting at 10:00 p.m. CRespectfully submitted, / - �hL Renee M.
