Farrell , Administrative Intern Earle Kracht, Plan Reviewer Petitioners: Todd Berlinghoff, Hamilton Partners Terence Bolger, Bolger Realty Mary Lawloe, Owner-Boulevard Preschool Jack Lawloe, Owner-Boulevard Preschool Chairman Glass called the meeting to order at 8:00 p.m. Item A: Mallard Crossing Screening Plan Berlinghoff presented the Plan Commission with a Headlights Study for the Mallard Crossing Shopping Center. The study indicates four areas where headlights spill over onto the Meacham and Nerge right-of-way. Berlinghoff stated that additional screening will be provided in the form of additional shrubs to achieve the desired screening. Berlinghoff specifically noted that the areas landscaped from the east to west corner facing Nerge provides sufficient berming to solve the screening problems on Nerge. Berlinghoff stated the revised plan shows a reduction in the number of trees and the addition of shrubs. It was noted in a memo by Al Boffice that the revised plan fails to meet the Village code by 35 shrubs. In response Berlinghoff stated that the 35 shrubs will be planted at various locations on the site. In addition, Berlinghoff stated that the amount of trees in the plan is 10 over Village code. Commissioner Mullen motioned to approve the screening plan subject to Hamilton meeting with staff to provide the additional shrubs. Commissioner Paliganoff seconded the motion. The motion carried unanimously. Plan Commisse Minutes July 1, 1992 Page 2 Item B: Bolger Text Amendment Terry Bolger presented the Commission with plans of a preschool to be located at the shopping district at Devon and Tonne. The property at this site is currently zoned B1 which does not permit the use of a preschool or day care center. B2 and B3 zoned districts allow a preschool as one of the permitted uses. Bolger stated the location is ideal for a preschool with park facilities adjacent to the site. Bolger further stated that parents will be dropping children off at the facility from 7 to 8:30 a.m. and picking children up at 3 to 4:30 p.m. Bolger stated the facility for the preschool is undergoing major renovation including dry wall replacement, electrical , plumbing, ceiling, and bathroom work. The preschool plans on moving into the facility by August 7. M. Lawloe of Boulevard Preschool stated that the school has a preschool program taught by certified teachers. The school has a maximum capacity of 66 children. After the testimony by the Lawloe's and Bolger the Plan Commission informed the petitioners of a public hearing July 15 for a text amendment to the zoning ordinance allowing preschools as a permitted use in B1 zoning. Adjournment: John Meyers moved and Paul Ayers seconded a motion to adjourn. Upon voting, all AYES. Chairman Glass adjourned the meeting at 9:00 p.m. Respectfully submitted, enee M.
