Chairman Glass called the meeting to order at 8:00 p.m.
Item A: Super Kmart - Development Plan
Inman stated that the subject site is a vacant 22.7 acre parcel on
the northwest corner of Meacham and Biesterfield. The proposed Kmart
is a combination grocery store and retail store occupying 186,266
square feet. A separate building containing five(5) retail stores
would be located just directly north of the Kmart building. Inman also
stated that parking was provided at a ratio of 6.8 spaces per 1,000
square feet for a total of 1,309 parking stalls. That figure is 133
spaces above what is required by Village ordinance.
Inman explained that there will be three(3) entrances/exits to the
site on Meacham Road and two(2) on Biesterfield. The western most
access point on Biesterfield and the northern most access point on
Meacham are designed for service and truck entry.
Inman further proposed that Kmart is a permitted commercial use in
the B-2 zoning district.
Gudmundson presented to the Plan Commission Engineering Plans for
. the proposed utilities to the site. Gudmundson explain that Centex
provided the site with stormwater detention within the existing
detention basin located to the north and the west of the site. On the
east side of the site an existing 18 inch sanitary sewer runs along

• Meacham Road and connects to the proposed sanitary sewer for the site
at the northeast corner of the property.
Gudmundson noted that the existing 12 inch watermain on Meacham
will be extended to the northerly property line to create an internal
loop surrounding the property to connect to the existing 16 inch
watermain on Biesterfield.
Gudmundson explained that the majority of parking stalls will
conform to the 9 x 19 foot dimensions, however, Plan Commission
approval is needed for the 17 foot depth for parking stalls that are
directly adjacent to Meacham and Biesterfield Roads. The 17 foot depth
will allow for an additional 2 feet of landscaping on the perimeter of
the parking lot.
O'Hara spoke in regards to the traffic analysis for the proposed
site. O'Hara stated the method of analysis was to calculate the
existing traffic count and project traffic estimates for the
development. Peak hour traffic volumes and normal traffic distribution
were analyzed.
O'Hara gave the following breakdown of estimated traffic
distribution for the site.
North on Meacham 40%
• South on Meacham 20%
West on Biesterfield 13%
East on Biesterfield 27%
Total 70-5-9
O'Hara also predicated 600 cars will travel in and out of the
center on a weekday and 800 cars on a Saturday.
O'Hara stated that the main drive on Meacham and eastern most
drive on Biesterfield would be primary access points for the center.
O'Hara gave the following list of road improvements for the center:
- the addition of a separate right-turn lane on Meacham
at the intersection of Biesterfield and Meacham
- the addition of a separate right-turn lane into the
site on Meacham at Texas
- the addition of a separate left-turn lane into the
site on Meacham at Texas
- the addition of a traffic signal at Meacham and Texas
- the addition of a separate left-turn lane into the
• site on Biesterfield
- the addition of a separate right-turn lane into the
site on Biesterfield

• Schulenburg described the landscaping for the site as having
primarily shade trees and hedges adjacent to Meacham and Biesterfield.
A total of 66 trees will be provided for the parking lot. Schulenburg
explained that the existing trees will be kept that surround the
property. Screening adjacent to the surrounding residential properties
will consist of a wide variety of plantings.
Schulenburg explained that the placement of the fence will be
approximately 30 feet from the back property line. Trees and shrubs
will be planted and maintained by Kmart on both sides of the fence.
Inman noted that there are Super Kmarts located in Medina and
Montrose, Ohio. The Super Kmart grocery is similar to a Jewel or a
Dominicks. Super Kmarts are being constructed in Vernon Hills and
Portage, Indiana.
Commissioner Ayers questioned the appearance of the Kmart facade.
Inman stated that the building will be constructed of a steel frame and
white cinder block with dryvit. Blue metal canopies will be placed at
the entrance of the center.
Commissioner Ayers questioned if an elevation study was performed
to determine the impact of headlights on residential properties located
on the east side of Meacham. Inman responded that an elevation study
was not performed to determine if there was a negative impact on these
• residents.
Commissioner Ayers inquired about the concerns from staff. In
response, Inman stated they will not plant perennials adjacent to
evergreens to satisfy the concerns of the Public Works Department.
Boffice mentioned an area of concern was the break in the main
access aisle off Meacham. Boffice stated the break resulted in
conflicting traffic lanes and insufficient que length. A possible
solution would involve closing the center median to prevent left turns
and traffic confusion. Inman responded with counter proposal to widen
the entrance lane to two lanes. Inman stated the break in the aisle is
necessary to keep as many cars away from the front of the store as
possible.
Chairman Glass questioned the ability of cars to safely maneuver
the sharp turn when entering the parking area from the opening at the
access aisles. Glass further expressed concern regarding the one door
entrance to the store.
Boffice mentioned a concern of paint striped islands in the
parking lot and recommended that they be curbed and landscaped. Inman
responded that the parking lot is designed for adequate landscaping and
any additional landscaping would be difficult to maintain.
• Chairman Glass stated that while there is enough landscaping
provided for a buffer and screening of the site, there is a lack of
trees for sufficient landscaping of the parking lot.

• Boffice stated that the main entrance on Biesterfield should be
relocated 100 feet to the west to maintain the length of the left turn
lane on Biesterfield and allow for a better segregation of left turn
lanes.
O'Hara maintained that the relocation would result in an
inconsistency in the placement of the driveway with respect to the
south side driveways on Meacham. O'Hara did not believe that the
proximity of the left turn lanes would result in a traffic problem.
Boffice stated that if the fence were to be located 30 feet from
the property line then additional landscaping is necessary inside the
fence. Boffice also recommended more landscaping along the frontages
of the buildings directly inside the fence.
Commissioner Ayers questioned if the retail store will be built at
the same time. Inman was unsure of the construction schedule for the
two buildings.
Commissioner Ayers question the intentions for the southeast
corner of the lot. Inman responded that there are no future plans for
use of the corner other than parking.
Commissioner Paliganoff inquired about the proposed signal on
Texas and Meacham. O'Hara stated that currently the signal is
• unwarranted for installation, however, he expects the signal will be
warranted with the the proposed development.
Commissioner Paliganoff question the necessity of the back lot
parking. Inman stated the parking is crucial during certain times of
the year. Inman also stated that the Super Kmart will be open 24 hours.
Chairman Glass opened the floor to audience comments. The
following people expressed opposition to the Super Kmart:

Through the discussions from the audience it was made known that
Kmart plans to request for a sign variation for a pylon sign
advertising the center.
Melman added that Kmart will sell national brands of grocery items
as well as Kmart brands.
• A resident requested that a berm be placed underneath the fence to
provide for additional screening.

• Chairman Glass reiterated the concerns to be addressed by Kmart
before the next meeting:
- Provision of berming along the fence to provide
additional screening.
- Provision of additional landscaping along the frontages
of the buildings directly inside the fence.
- Provisions of curb and landscaping in the parking lot.
- Resolve open areas of concern with staff.
- Resolve the main entrance location on Biesterfield with
staff.
- Resolve the main access aisle issue with staff.
Chairman Glass also requested Kmart to give an explanation as to
why they selected the proposed site for development at the next meeting
on December 2.
Adjournment:
• Commissioner Mullen made a motion to adjourn the meeting.
Commissioner Paliganoff seconded the motion. The motion carried
unanimously.
Chairman Glass adjourned the meeting at 12:10 p.m.
