HomeMy WebLinkAboutPLAN COMMISSION - 04/16/1986 - CENTEX SECTION 27/23B/KURIYAMA • Minutes SIR GROVE VTLLAGN PLAN CCWffSSION Date: Wednesday, April 16, 1986 Location: Council Chamber Municipal Building 901 Wellington Avenue The meeting was called to order at 8:11 p.m. Members Present: Members Absent: John Glass, Chairman George Mullen Leah Cummins, Secretary David Paliganoff Fred Geinosky Clark Fulton Orrin Stangeland Staff Present: Robin Weaver, Administrative Assistant Tom Rettenbacher, Building Commissioner John Coakley, Administrative Intern • Others: Gerry Harker, President, Centex Homes Corporation Mark Johnson, Centex Homes Corporation Paul Ulatowski, Engineer representing Centex Homes Corporation Centex Section 27 (located on the north side of University Lane) Gerry Harker said that Section 27 would be developed as the last of the four parcels that were annexed with the golf course. He said that a newer, updated version of the modified Hampton product would be constructed on this parcel. This version of the Hampton would have a greater roof pitch, a different elevation with more brick, and an upgraded interior. The development will be called Inverness Court and will conform strictly with the preliminary plat. The plans include eleven buildings. John Glass inquired if staff had reviewed the plat. Robin Weaver listed several minor staff comments. Harker further stated that Centex had put a lot of effort into the landscaping of this parcel. Approximately $1,800 per unit had been put into the landscaping. Following further discussion, Fred Geinosky motioned to recommend approval of the plat of subdivision subject to staff review and Clark Fulton seconded it. The vote for approval passed • unanimously. • Plan Commission Minutes - 2 - April 16, 1986 Centex Section 23B, Resubdivision Bo. 5 Gerry Harker stated that this section is surrounded by Meacham Road to the east, Plum Grove Road to the west, Windemere Subdivision to the south and Hampton Farms to the north. This section consists of 205 lots. Harker said that single family homes, similar in design to Westgate homes would be constructed in Section 23B, Resubdivision No. 5. The product line has been expanded to avoid monotonous design. Harker stated that the lot sizes in Section 23B, Resubdivision No. 5 will be larger than Westgate lots. The average lot size will be 8,000 square feet. All setbacks will be 25 feet although only 20 feet is required. John Glass inquired if Centex was not including the downsized houses. Harker responded that the houses would be larger than Westgate models but smaller than Stockbridge models. The home size will be approximately 1900 - 2100 square feet. The homes will sell for an average price of $157,500. The Plan Commission requested Mr. Harker to address the staff comments. Paul Ulatowski addressed the staff comments regarding the alignment of Vine Street and Maine Drive. He said that these two streets had never been designed to line up. Chairman Glass noted that at this point in time he could not see the point of lining them • up. Harker stated that the "eyebrow" adds to the aesthetic quality of a street and should remain. Plan Commission members agreed that the eyebrow should remain. Chairman Glass requested that the Village Engineer check on a' statement by Mr. Ulatowski that Centex has not effectively changed the lot lines from the original plan. Fred Geinosky asked when the construction would begin. Harker responded that in August the construction will begin and be completed in about two years. Tom Rettenbacher raised a concern because Centex is doing something different from the original agreement for R-3 special use. Leah Cummins expressed concern about constructing larger homes on small lots. She stated that this practice would produce a dreadful effect because the scale is off. Chairman Glass stated that the side yard will also be increased and exceed the minimum. Harker also stated that the 25 foot setbacks would be added to the plat and would be recorded. He said that Centex would add 25 foot sideyard requirements for corner lots along Baltimore Drive. Following further discussion, Orrin Stangeland motioned to recommend approval of the plat of resubdivision with requitement Of 25 foot setbacks along Baltimore Drive and subject to staff review. Leah Cummins seconded the motion. The vote for approval passed unanimously. • Plan Commission Minutes - 3 - April 16, 1986 • Plat of Dedication - Centex 405 - Hnriyaoa (Landmeier Road, east of Lively Boulevard) Following discussion, Leah Cummins motioned to recommend approval of the plat and Clark Fulton seconded it.
