• Webb/Schmitt: Rezoning from I-2 to B-3
(7.82 acres located at Landmeier Road extended,
Biggins Road to Elmhurst Road)
The public hearing was called to order at 8:16 p.m.
Ira Leavitt stated that Webb/Schmitt was requesting rezoning for
proposed lots 1, 2, 5 and 8 from I-2 to B-3. Gregory Schmitt showed the
revised plat of subdivision to the Plan Commission and discussed the
layout of the lots and road configuration. Schmitt explained that
the requested rezonings to B-3 are along major arterial routes and
adjacent to other B-3 zoned properties.

Webb/Schmitt: Rezoning from I-2 to I-2 Special Use
(3.0 acre lot on Elmhurst Road and Landmeier Road extended)
The second public hearing was opened at 8:31 p.m. by Chairman
Glass. Be announced that the two public hearings would now be run
concurrently.
Schmitt stated that the entire parcel would be attractive to
I-2 and B-3 oriented businesses due to its proximity to the major
arterial roadways. Schmitt stated that the corner lots would have
retail commercial usage, possibly including fast-food restaurants,
if rezoned to B-3. Schmitt stated that Landmeier Road would be
extended through the property as a four-Zane roadway from Biggins
. Road to Elmhurst Road. Landmeier Road would and in a "r intersection"
at Elmhurst Road.
Schmitt said that the rezoning for Lot 4 from I-2 to I-2 Special
Use would allow for a hotel/motel usage. Be stated that due to the

location, near the ToIlway, Airport and Industrial Park, Lot 4 was
very good for a motel usage.
Clark Fulton inquired about the automobile emissions testing
facility that is being planned for Lot 2. William von Jensen stated
that the emissions testing center would be the same size as a facility
that Systems Control, Inc. currently is operating in Skokie, Illinois.
Approximately 500 - 800 cars per day would be tested at the Elk Grove
facility. The hours of operation would be 8 a.m. - 6 p.m. Tuesday
through Friday, and 8 a.m. - 12 noon Saturday. According to von Jensen,
people would drive in to have their cars tested and the test itself
would only last tar minutes.
Von Jensen said that Systems Control, Inc. is licensed by the State
of Illinois, and is the sole emissions testing company in Illinois.
The company currently operates thirteen other facilities in the
Chicago area. The company also operates auto-emission testing
centers in California, Maryland, Washington and Alaska.
Tom Rettenbacher asked what type of vehicles would be tested.
Von Jensen responded that mostly cars would be tested although vans
and pickup trucks would also be tested. He said that diesel vehicles
are not tested.
Fred Geinosky inquired about the other uses for the B-3 lots.
Schmitt responded that a strip shopping center, restaurants or
other retail stores were possibilities.
George Mullen inquired about Webb/Schmitt Ventures, Inc. as
a development company. Schmitt explained that Webb/Schmitt was
an affiliate of Webb, Inc., which is the fourth Iargest diversified
developer in the country. Webb/Schmitt owns the property in
question, and will retain ownership of all lots that are developed
by Webb/Schmitt.
Several people who own properties surrounding the Webb/Schmitt
property addressed the Plan Commission. The property owners
supported the Webb/Schmitt development but raised concerns regarding:
parking, traffic problems, storm water retention, and screening.
Schmitt addressed the property owners' concerns and Chairman Glass
explained village requirements.

Schmitt stated that he wanted to change their request for 1-2
Special Use to a request for B-3 zoning on Lot 4. The B-3 zoning
would allow a motel usage and would be consistent with the other
requested B-3 rezoning.
Following further discussion, both public hearings were closed at
10:03 p.m. Chairman Glass announced that the issue and discussion
would be continued at the August 6 meeting at 9 p.m.

Following brief discussion and review of the plat of resubdivision,
George Mullen motioned to recommend approval of the plat. David
Paliganoff seconded the motion. The vote for approval was unanimous.
