Chairman Glass called the meeting to order at 7:10 p.m.
Item 1: July 12 Meeting Minutes
Secretary Gemosky motioned to approve the meeting minutes.Commissioner Thompson seconded the
motion. Upon voting(Glass,Geinosky,Hauser,Henrici, Sokolowski,Paliganoff,Thompson,Meyers,
AYES,Ayers,ABSENT)the motion carried.
Item 2: July 19 Meeting Minutes
Commissioner Meyers requested a clarification in the minutes to a comment he made regarding the
proposed use of brick on the movie theatre. Secretary Geinosky motioned to approve the meeting minutes.
Commissioner Thompson seconded the motion. Upon voting(Glass,Geinosky,Hauser,Henrici,
Sokolowski,Paliganoff,Thompson,Meyers,AYES,Ayers,ABSENT)the motion carried.
Item 3: PC Docket#06-5: GGDC&First American Bank—Special Use
Meacham Road(CONTINUED FROM July 12,2006)
Chairman Glass noted that this hearing was a continuation of the July 12,2006 public hearing.
The petitioner's attorney,M.Alesia,noted that they had submitted a revised plan showing the parking lot
broken up with a center drive aisle and landscaped medians with handicapped parking spread out at the
ends. The revised plans also addressed the drive-aisle between the shopping center and bank and
landscaping requests.

Furthermore,the attorney noted that First American Bank had submitted to the Village a copy of the
Community Reinvestment Act. Chairman Glass noted that the CRA was in the file and he noted that it
would now be referred to as Exhibit 1.
M.Alesia also stated that the bank was in compliance with the Village's new ordinance that requires a bank
to obtain a Special Use permit. He noted that T.Wells of First American Bank was at the previous hearing
and had addressed all questions regarding the required criteria for obtaining a Special Use permit.
Chairman Glass noted that the Plan Commission was in receipt of a letter from the law office of Duane
Morris that identified the requirements and conditions of the Village in order to obtain a Special Use
permit. This letter was identified as Exhibit 2.
The petitioner's civil engineer,N.Toberman,identified changes to the proposed site plan. He noted that
they had broken up the parking lot by adding a middle drive aisle with landscaped medians.
N.Toberman also noted that they had moved the waste enclosures to increase the turning radius. This
move allows thirty-foot(30')trucks to make the tum at the south end of the strip center without infringing
on oncoming traffic. He noted that a fifty-foot(50')truck can make the tum,but they do infringe on
oncoming traffic.
N.Toberman stated that the handicapped parking has also been redistributed so that there are two(2)at the
north end,two(2)in the middle,and two(2)on the south end of the parking lot. In addition,a"Do Not
Enter"sign has been installed at the south end of the strip center to eliminate northbound traffic in the rear
drive aisle.
D.Donohue stated that he had made minor modifications to the landscaping plan,as requested by the Plan
Commission and Village staff. He noted that a continuous row of hedges had been added along Meacham
Road with a multiple variety of shrubs. Shade trees were added to the parking lot islands,and parkway
trees were moved to the right-of-way.
Commissioner Thompson raised a question about the one-way rear drive aisle,and asked why the petitioner
did not shift bank lot property. T.Fagen noted that by not doing this,it made the traffic flow more
convoluted and helped decrease the likelihood of cut-through traffic. M. Gullo stated that the area in
question is used for stormwater detention.
Commissioner Thompson stated that he was against the parallel parking stalls in the rear of the strip
centers.
Commissioner Sokolowski stated that he preferred that the proposal remove the parallel parking stalls in
the rear of the strip centers,because he felt additional room was needed for delivery trucks to maneuver.
Commissioner Paliganoff noted that staff requested 4"diameter trees instead of the 3.5"trees proposed by
the petitioner. D.Donohue responded that 4"tree is a large tree,and as a result there is a deficiency in
stock available. He also indicated that a smaller tree would establish itself quicker. D.Donohue also stated
that there is a question of cost and supply.
Commissioner Paliganoff asked if it could be worked out with staff. D.Donohue stated that it would be
between the landscaper and staff to determine.
Commissioner Paliganoff noted that Engineering and Public Works requested that the petitioner remove the
gingko trees. D.Donohue stated that he never saw the list of undesirable trees,and that he will work with
staff to correct this issue.

Commissioner Paliganoff also noted that staff requested more maple,ash,and pear trees. D.Donohue
stated that he would work with staff to correct this issue.
Commissioner Paliganoff asked about the landscaping between the strip centers. D.Donohue noted that
low growing perennials could be added. Commissioner Paliganoff asked if the issue with the parkway trees
had been addressed. D.Donohue stated that it had been addressed.
Commissioner Hauser asked M.Gullo if he would be building both strip centers simultaneously. M.Gullo
stated that they would.
Commissioner Hauser asked if an agreement had been worked out for snow removal and maintenance
repairs between Gullo and First American Bank. M. Alesia stated that the agreement had not been
finalized,but that they had a draft they were still working on.
Commissioner Hauser stated that he agreed with the reports from Police and Engineering that the rear drive
aisle should be for two-way traffic.
Commissioner Meyers questioned staff about the Dakota Drive extension. M.Roan informed the Plan
Commission that any possibility of Wal-mart expanding their site is no longer an option. M.Roan stated
that he was informed this week that Wal-mart was no longer interested in purchasing the property for the
proposed Cedar Glenn Townhomes.
Commissioner Meyers asked if the petitioner could install landscaping in the area between the two(2)strip
centers. D.Donohue stated that they could add some additional landscaping.
Commissioner Meyers asked if that area could be used for outside seating. M.Gullo stated that it depends
on the future tenants and their needs. Commissioner Henrici questioned if that request would come before
the Plan Commission. Chairman Glass stated that it would not.
Commissioner Meyers requested that the petitioner install a sign between the entrance to the bank and the
shopping center stating"No Outlet,"until Dakota Drive is extended. M.Gullo stated that they have a sign
with an arrow directing patrons to the bank. Chairman Glass stated that the petitioner needed to add a sign
that states no exit.
Commissioner Henrici noted A.Boffice's memo that stated that 4"diameter trees must be planted. M.Pye
stated that 4"trees are a Village policy.
Secretary Geinosky stated that he agreed with staff that there should be a two-way drive aisle behind the
strip centers and that the parallel parking stalls should be eliminated.
Secretary Geinosky noted that he felt traffic could be controlled through signage. He also agreed with staff
that cut-through traffic will not be an issue,and that speed bumps are not needed.
Secretary Geinosky stated that he agreed with the legal opinion of the Village Attorney and indicated that
he did not have any issue with the bank moving from Lot 2 to Lot 1.
Commissioner Meyers requested that signage behind the strip centers be installed stating"Delivery Trucks
Only.,,

Commissioner Paliganoff asked staff if it would be Cedar Glenn's responsibility to develop the road if their
project was approved. M.Pye stated that it would be.
K. Schorsch,763 Easton,asked if the bank was on Lot 2 if it would have the same stormwater detention as
what was being proposed. Chairman Glass noted that detention would have been on Lot 1. K. Schorsch
questioned if there was always less developable land to the southeast of the site. Chairman Glass stated
that there was. M.Pye stated that the area in question was left open due to the proposed Cedar Glenn
project and the need to place their first townhome to the south of Dakota extended.
Chairman Glass stated that he originally felt the one-way rear drive aisle made more sense,but he now
agrees with staff s recommendation for two-way traffic.
Chairman Glass stated that since the plan doesn't need additional parking,he agreed with removing the rear
parking stalls.
In regard to the landscaping,Chairman Glass stated that since it did not need to be approved at this
moment,he would recommend that they did not approve it tonight and that the petitioner brings back a
revised landscape plan for Plan Commission approval.
Commissioner Hauser asked if there would still be a"no mans land"between the fencing and the
residential property line. Chairman Glass stated that there was no"no mans land,"and that they would
have to sprinkler and maintain the area.
With no further questions,Chairman Glass asked for a motion.
RECOMMENDATION
Secretary Geinosky moved to recommend the amendment to the Whyteclif Annexation and Development
Agreement to permit two(2)multi-tenant retail shopping centers without drive-through facilities on Lot 2
and Lot 3,and for a Special Use to operate a banking facility,with drive-through,permit a use which is not
conducted completely within an enclosed building,and permit the screening of roof-top mechanical
equipment with screened structure on Lot 1.
The recommendation is subject to site plan changes including two-way traffic in the rear drive-aisle of Lot
2 and Lot 3,removal of rear parking stalls,signage at the rear of Lot 2 indicating"No Outlet"until Dakota
Drive is extended near the bank entrance and"Commercial Vehicles Only",and a time limit on the start of
construction on the First American Bank banking facility to one(1)year from the date approved by the
Village Board.
If First American Bank does not commence construction within one(1)year,then the Special Use will be
null and void. In addition,the Special Use will be null and void if the bank ceases to operate as First
American Bank or its successor.
Moreover,the petitioner is requested to submit a final comprehensive landscape plan to the Plan
Commission for approval,prior to occupancy being issued.
Commissioner Paliganoff seconded the motion. Upon voting(Glass,Geinosky,Hauser,Henrici,
Sokolowski,Paliganoff,Thompson,Meyers,AYES,Ayers,ABSENT)the motion carried.

Item 3: Adjournment
Commissioner Henrici moved to adjourn. Commissioner Meyers seconded the motion. Upon voting
(Glass,Geinosky,Hauser,Henrici, Sokolowski,Paliganoff,Thompson,Meyers,AYES,Ayers,ABSENT)
the motion carried.
The meeting was adjourned at 8:10 p.m.
