Call To Order
Chairman Jim Christie called the meeting to order at 7:04 PM.
Action Items: Approval of the Minutes
There was a motion by Dr. Harold Labinsky to approve the minutes of the November 15, 2006
meeting, second by Mike Tuozzo. The minutes were unanimously approved.
Community Service Coordinator Report
Salvation Army Christmas Kettle Fund
This past holiday season the Salvation Army Kettle Drive collected$3,200.00,double last years
amount. All the monies collected will come back to the Village and be used by Community
Services to help residents with temporary housing in the event of an emergency. Thank you
letters were sent to all those that volunteered to ring the bell.
Kenneth Youne Garase Sale
The Coordinator revisited the idea of a garage sale to help Kenneth Young Centers (KYC) raise
funds. The Committee will be comprised of Board members; Nancy Czarnik, Lois Colaprete,
Ann Feichter, Mary Paliganoff, and the Coordinator. Lois Colaprete recruited two additional
members from KYC. The Committee will decide how to organize the sale.
Storm Readiness
The Storm Ready Program (SRP) will be tabled until Board member Jim Morrill reports back to
the Board. The SRP helps community leaders and emergency managers strengthen local safety
measures related to severe storms. The SRP is offered through the National Weather Service.
The Coordinator will assist Jim Morrill in putting together a program for this spring.
Emergency Preparedness
The Coordinator presented information to the Board on the Department's readiness to cope with
a disaster. Several training sessions brought to light the fact that the Department needs to do
more to prepare for a disaster. The Department is responsible for opening and operating
emergency sheltering, and sanitation and food supplies during a disaster. During a prolonged
event staff could not physically continue to run a shelter facility. The Department will be looking
into a volunteer program to be implemented in the event of an emergency. The volunteers would
be comprised of Village residents trained to respond in emergency situations.
Presently there is an organizational chart that shows the chain of command in case of an
emergency. Board members are included in the emergency plan. Des Raftery suggested that the
Board revisit the plan to familiarize themselves with specific duties. Volunteers would be added
to the plan in an effort to maintain services during the disaster. The Director noted that the
Village might have to take care of all aspects of a disaster response because government and
disaster agencies might not be able to provide help.
The pharmaceutical distribution plan includes using Elk Grove High School as a distribution
point. Dr Kelly pointed out that the high school might not be feasible given the location might be
difficult for residents on the west side of the Village to get to in an emergency. The Village
should look into additional sites.
Mr. Tuozzo requested that Board members be notified when training courses become available.
The Coordinator stated she would give any training information to the Board. Chairman Christie,
Director Cavallini, and Coordinator Blair agreed that there is still quite a bit of work that needs
to be done to be fully prepared in the event of an emergency.
Jim Foss Resignation
On January 8, 2007 Board member Jim Foss submitted his resignation from the Health and
Community Services Board. He and his wife will be relocating to Huntley, Illinois this spring.
Jim has provided a great service to the Board, and the Village as a whole. His input and
contribution will be missed.
Department Director's Report
Anti-Smoking Campaign
Teens Against Tobacco Use(TA TU) training was held on January 3`d. Twenty Elk Grove High
School students were trained in an all day program. The training will provide these students the
means and methods to talk to elementary students on the harmful effects of smoking. The
American Lung Association conducted the training.
The poster slogan contest commenced on January 2"d and will run until January 29th. Elementary
students will be submitting posters with an anti-smoking theme. The top winners will be awarded
gift certificates. The posters will be copied and placed in Village retail locations.
The Mayor and Village Board have judged the Smoke Free Elk Grove logo contest and chosen a
winning entry. An Elk Grove High School student designed the logo that will be used to promote
Smoke Free Elk Grove. All winning students will be awarded their prizes at the February Board
meeting.
Mr. Tuozzo asked how will the smoking cessation programs be promoted? The Director
informed Mr. Tuozzo that no decisions have been made on cessation programs at this point.
When a cessation program is initiated, the Village will use a number of media venues (Channel
6, Village Newsletter, ABMC, etc.).
The Village has collected $55,000.00 in tobacco dealers licensing fees to cover the funding for
Smoke Free Elk Grove programs and promotion.
Smoking Compliance Field Report
The Director reported that there have been 4-5 smoking compliance complaints registered with
the Department. The Director conducted investigations and found companies were not in
compliance with the new law. The Department also conducted checks at all food service
establishments and retail food stores to ensure they were complying with the signage
requirements of the law. "No Smoking" signs are required to be posted in all such businesses.
The Department is currently using a positive approach to get businesses to comply with the new
law,but punitive action will eventually be taken if compliance is not met. Currently the Village
does not allow smoking within 10 feet of a building entryway. The Department developed a form
in order to track smoking compliance complaints on a yearly basis. A copy of the field
investigation report was included in the Board packet.
Food Service Awards
At the November meeting the Environmental Health Inspectors received approval to initiate an
award program (Certificate of Excellence) to food establishments showing high standards in the
calendar year. A number of certificates have already been handed out. A copy of the Certificate
of Excellence was included in the Board packet.
Flu Vaccine Wrap Up
The Department still has a large inventory of flu vaccine left. Because of the late arrival of flu
vaccine many residents received their shots at other venues, mostly retail health care providers.
The Department will reevaluate the amount of vaccine it orders for 2007-2008 flu season. Total
flu shots administered to date was 782.
Community Blood Drive
The next blood drive will be held on January 27, 2007 in Rooms A-B-C of the lower level of
Village Hall.
Curbside Leaf Collection
Curbside leave collection was extended due to an early snowstorm on December 151.Because of
the delay leaves scheduled to be delivered to the Groot Transfer Station were diverted to the
SWANCC Transfer Station in Glenview.
Compendium
The Director will provide a copy of the 2006 Department Compendium at the next meeting for
Board review. The compendium is a 2006 synopsis of all Department activities.
Department Budget
The Village Manager has approved the 2007-2008 fiscal year budget. The Department has
requested several capital items including a replacement Village vehicle, three new computers,
and two new fax/copier/printers. The Director will supply the budget for next month's meeting.

Trustee Liaison Report
The Village is creating a Farmer's Market webpage. The Farmers Markets runs every
Wednesday from June until September.
Old Business
Des Raftery was honored by WINGS for his outstanding work for the organization.
New Business
Des Raftery announced that he is considering resigning from the Board. He would still be
available to assist the Board if needed.
