Schmidt, Chief of Police Reporters: None Mailing House After a discussion of a report about the additional costs to use a mailing house and the poor track record of the Post Office to deliver newsletters via bulk mail, it was the consensus of the Committee to begin using a mailing house to ensure sufficient delivery of future newsletters via first class mail. Administration and Public Safety Complex Brian Wright, Ryan Ratham, and Ray Lee of SRBL made a presentation to the Committee regarding the construction schedule for the new Administration and Public Safety Complex. President Andy Jones and Construction Manager Ernie Spina of MTI confirmed the timeline and reported that the budget is still at $30 million. Demolition and sheet piling contracts need to be let prior to the July 17 Village Board meeting if construction is to begin in the Fall of 2007. In addition, the architects noted that they are putting together a budget of costs to construct an environmentally friendly"green"building. This is known as a LEED certified green building, and the certification process requires additional both green features and documentation of those features. Architect Ray Lee noted that green buildings offer a return on investment due to lower maintenance and reduced energy costs as well as an opportunity to reduce global warming. The target date for developing the LEED budget is the July 17 Village Board meeting. -2- The Committee discussed the need to secure bond financing to fund the construction of the new building. Mayor Johnson noted that the total initial outlay will be about $31.5 million minus the eventual $1.5 million return of funds from the resale of the 321 Bond Street temporary police building, for a total of$30 million. Mayor Johnson noted that interest rates are still low but we need to move quickly on a bond issuance due to signs of inflation impacting the economy. Village Manager Rummel recommends a competitive issuance of bonds due to the large dollar value of the bond issuance. Upon reviewing the timeline, it was the consensus of the Committee to receive a report on the demolition and sheet piling low bidders and consider allowing staff to authorize these contracts during the first week of July with Board concurrence at the July 17 Village Board meeting. Upon discussing the bond issuance and the LEED certification process, the consensus of the Committee was to pursue a competitive, $30 million bond issuance as quickly as possible to preserve low interest rates and to also have funding available for a green building should that be an option the Board chooses to pursue.
