MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE AND POLICE COMMISSIONERS e, fiO
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON APRIL 17,2007
Chairman Shapiro called the meeting to order at 5:55 p.m. in the Charles J. Zettek
Building, 901 Wellington Avenue,Elk Grove Village and noted for the record that the
following were present: Chairman Alan J. Shapiro,DDS, and Secretary E. Butch Ehrke,
and Commissioner Michael P. Kontek.
It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the
minutes of March 20,2007 meeting be approved as submitted and that the Board dispense
with the reading thereof. The motion was voted upon by acclamation whereupon
Chairman Shapiro declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
1. Police Consultants, Invoice 4667 dated 3/23/2007 in the amount of$2118.00
for multiple group interview assessments for police candidates.
2. Office Max, Invoice#084313 dated 4/6/2007 in the amount of$73.96.
3. Screen Wear, Inc., Invoice 8417 dated 3/29/2007 in the amount of$80.75 for
polo shirts to identify commissioners at FPC functions.
It was moved by Commissioner Ehrke and seconded by Commissioner Kontek that the
Board authorize the disbursement of funds for payment. The motion was voted upon by
acclamation whereupon the Chairman declared the motion carried.
EXECUTIVE SESSION
It was moved by Chairman Shapiro and seconded by Commissioner Ehrke that the Board
adjourn to Closed Session for the purpose of conducting individual oral interviews for six
Fire Lieutenant Candidates. The motion was voted upon by acclamation whereupon the
Chairman declared the motion carried.
The following individuals were present by invitation of the Commission: Fire Chief David
Miller,Union Observer Tony Shurba, and Fire&Police Commission Observer Gayle
Bantner.
It was moved by Chairman Shapiro and seconded by Commissioner Ehrke that the Board
return to Open Session. The motion was voted upon by acclamation whereupon the
Chairman declared the motion carried.
CORRESPONDENCE
1. Notice of Suspension to Police Officer for violating Rules&Regulations of the
Elk Grove Village Police Department, Section 26.1.1A,Rules of Conduct, Rule
02 (any action or conduct which impedes the Department's efforts to achieve its
goals or brings discredit upon the Department).
2. Notice of Disciplinary Suspension to Firefighter for falsifying Village records
and lying to a superior officer.
3. Letter from Firefighters Association Local 2340 advising that Tony Shurba will
be their designated monitor during the promotional process.
4. Notice of Retirement from Ofc. Casey Klingberg effective 5/3/2007.
5. Memo from Chief Schmidt announcing the appointment of Commander
Michael Kirkpatrick to the rank of Deputy Chief effective 5/7/2007.
6. Memo from Chief Schmidt announcing the appointment of Sergeant Charles G.
Walsh to the rank of Commander effective 5/7/2007.
7. Memo from Chief of Police to Village Manager requesting approval for Fire&
Police Commission to promote the next candidate on the Sergeants Eligibility
List, Michael Gaspari, effective May 7, 2007. Village Manager approval noted
in margin.
8. Letter of Resignation from Ofc. Demetrios Malamis and memo from Chief
Schmidt advising that Ofc. Malamis' last day of employment will be 4/16/2007.
OLD BUSINESS
1. None
NEW BUSINESS
1. Meeting with Chief Miller to discuss firefighter testing process and fire
lieutenant testing process.
PENDING
1. Police Officer Hiring Process—three vacancies; authorization to replace three.
Thirty-six names remain on the current eligibility list scheduled to expire on
March 30,2009.
2. Firefighter Hiring Process—five vacancies; no authorization to replace at this
time. Eligibility List has expired.
EXECUTIVE SESSION
It was moved by Chairman Shapiro and seconded by Commissioner Ehrke that the Board
adjourn to Closed Session for the purpose of selecting components for the Fire Lieutenant
Assessment Center. The motion was voted upon by acclamation whereupon the Chairman
declared the motion carried.
It was moved by Chairman Shapiro and seconded by Commissioner Ehrke that the Board
return to Open Session. The motion was voted upon by acclamation whereupon the
Chairman declared the motion carried.
ADJOURNMENT
It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the
meeting be adjourned. The motion was voted upon by acclamation whereupon Chairman
Shapiro declared the motion carried and the meeting adjourned at 10:15 p.m.
