M.KRCIK Human Resources Coordinator Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting of the Village President and Board of Trustees on 11/14/2006 this Executive Session was called to consider a Personnel matter. Number of pages attached: 1 Date(s) of review for release: June 2007 Date of approval for release: 12 E S rU o. 6o--o ,7 A)0 v 13� -?, o o U_ 12/5/2006 4:00 p.m. PERSONNEL Consultant's Proposed Merit Compensation Plan The Committee met as a follow-up to the November 2 meeting of the Personnel Committee. During that meeting, the consensus of the Personnel Committee was to have the consultant's proposed pay plan reviewed by the Department Heads for feedback purposes. The Village Manager noted that Department Heads were provided with the comparison sheets.(Green and Yellow Sheets from the October 16 memo) and the program was explained to them. Examples were also provided as to how the program would impact their workforce. In addition, the Department Heads were provided the opportunity to ask questions to ensure that they fully understood the program. Overall, the Department Heads were encouraged by the plan in that it resolves a long- standing issue among their management employees. That issue is the ability for their management staff to move through the pay range. In addition, the Department Heads were encouraged by the fact that the program remained merit based. The merit component is a strong management tool for motivating the workforce,.fairly compensating management employees based upon performance, and rewarding strong performing employees. The Village Manager noted that decisions will need to be made by the Village Board each year during the wage and salary budget discussion. Those annual decisions are the annual general wage(cost of living) adjustment, and the amount of the annual performance increase for those above 66% of the pay range (consultant recommended at 0% to 5%). The consensus of the Personnel Committee was to recommend that the Village Board adopt the program as presented by the consultant. The Chairman of the Committee will issue a report to the Village Board concerning the findings and recommendations of the Committee. The Village Board should discuss the Committee's findings in January for budgetary considerations. The meeting adjourned at 4:15 p.m.
