Tromp, Director of Finance Reporters: Tom Robb, Elk Grove Journal Ames Boykin, Daily Herald Josh Singer, Elk Grove Times Chicago Water Rate Increase After a brief discussion, it was the consensus of the Committee to increase the water rate fees over the next four years due to an increase in water fees dictated by the Village's water supplier,the City of Chicago through JAWA(Join Action Water Agency). The Village will experience the following water rate increases: January 1, 2008— 15% increase January 1, 2009 - 15% increase January 1, 2010 - 14% increase The water/sewer rate increase for residents will be as follows: January 1, 2008 - 12.66% increase (89 cent increase from $4.36 to $5.25/1000 gallons) January 1, 2009 - 12.38% increase (65 cent increase from $5.25 to $5.90/1000 gallons) January 1, 2010 - 11.86%increase (70 cent increase from$5.90 to $6.60/1000 gallons) January 1, 2011 - 9.85% increase(65 cent increase from$6.60 to $7.25/1000 gallons) This includes Chicago's rate increase as well as capital and inflation estimates. Increase Bid Threshold After a brief discussion, it was the consensus of the Committee to increase the bid threshold from $10,000 to $20,000 to be consistent with a State issued bid threshold of$20,000 for municipalities with a population of less than 500,000. This item will appear on the January 8, 2008 Village Board Agenda. -2- Reconfiguration of Performance Bond For Administrative and Public Safety Complex This waiver is focused to apply to small trade contractors given that the majority of the large trade contracts are already lined up for the construction of the new Administration and Public Safety Complex. The goal of this waiver is to keep contract costs down by making more contractors eligible to bid on projects. MTI will still require all contractors to be pre-qualified. After a brief discussion it was the consensus of the Committee to waive the performance bond requirement for contract work on the new Administration and Public Safety Complex and incorporate the specific guidelines as recommended by the Construction Manager, MTI.
