Call To Order
Chairman Jim Christie called the meeting to order at 7:06 PM.
Action Items: Approval of the Minutes
There was a motion by Merrill Froney to approve the minutes of the April 18, 2007 meeting, second by
Mike Tuozzo. The minutes were unanimously approved.
Department Director's Report
Anti-Smoking Campaign
Smoke Free Elk Grove Website
The Village has now established a direct link to the Smoke Free Elk Grove website. The web address
is www.smokefree.elkgrove.com.
Smoke Free Mascot Contest
The Smoke Free Elk Grove mascot contest concluded on April 30`}'. At the conclusion of the meeting
the Director asked a number of Board members to conduct a preliminary judging of the entries. Ten
entries were chosen. These will be provided to the Mayor and Trustees for the final judging. The
mascot will be used in promotional events and activities.
Smoking Cessation
The smoking cessation survey has been finalized. The survey will be posted on the Elk Grove Smoke
Free website. The survey will be promoted in the Village Newsletter. Kenneth Young Centers'In
Touch program designed the survey. The smoking survey will be used by the Village to develop an
effective smoking cessation program.
Smoke Free Illinois
The state legislature passed the State of Illinois Smoking Ban. It now moves to the Governor for
signing, who said he would sign the bill. If passed the bill would go into effect on January 1, 2008. If
the bill becomes law communities that have smoking ordinances would need to comply with State
requirements. In the case of Elk Grove Village our ordinance would need to be revised. The State
requires a 15-foot perimeter from a public or work place entryway vs. a 10-foot distance for the
Village.
Compact Fluorescent Lights
The"A Thousand Points of Environmental Light"program has hit a snag. Wal*Marts' corporate office
has decided not to participate in the Village program promoting and discounting CFLs to the residents.
The Village was hoping to form a public-private partnership with Wal*Mart to provide CFLs to
residents at a discounted price. The CFL program was the idea of three students from Elk Grove High
School. The students will pursue other partnerships with local retailers.
Medication Drop-off
The medication drop-off program has been cleared to begin in May. Last month the Village was told
that the DEA required a police officer to be present to oversee the handling and storage of any
controlled substance. Since we did not know when those substances could be brought in it would be
disrupting to police operations.
The Village has now been cleared to accept all medications as long as strict security is followed.
Medications will be deposited into drums and sealed after each use. The Director is still recommending
the medication drop off is limited to once a month for a determined period of time. Sharps (needles,
lancets) will also be accepted. The first date is scheduled for May 18th from 3:00 PM to 5:00 PM.
Additional dates have been scheduled for June, July, and August.
Health risk Assessment
Approximately 50 village employees that participated in the health risk assessment (HRA) screenings
conducted by ABMC on April 10th and 12th were sent e-mails to participate in a the second part of the
assessment. Employees were asked to fill out an online survey. After submitting the survey employees
will be provided with an individual HRA. The Village will then receive an aggregate survey of
employees HRA.
Emergency Response Volunteers
The Department met with the Police and Fire Departments and Public Works to discuss the recruitment
and training of a corps of volunteers that will be activated during a time of disaster or emergency
situation. The participating Departments agreed that volunteers could be cross-trained to perform a
variety of tasks during a disaster or activation of the pharmaceutical distribution plan. We will continue
to meet to discuss the recruitment, formation, and training of a volunteer corps.
Pharmaceutical Distribution Exercise
On April 26t the Village participated in a full-scale exercise to test the Cook County Department of
Public Health Pharmaceutical Stockpile Distribution Plan for first responders. The mock exercise
tested and validated procedures to distribute pharmaceuticals to first responders and their family
members.
West Nile virus
May 1St is the unofficial start of the West Nile virus season. The Village can begin to provide dead
birds to the County for testing. In DuPage County an early test of mosquito batches has already come
back positive for West Nile virus. Residents must continue to exercise caution when outdoors during
active mosquito periods.
Blood Drive
At blood drive held on Saturday, April 28th, 29 pints of blood were donated, 6 donors were deferred.
The next blood drive will be held on August 4th
Conditional Permit Enforcement
The Department had to place Rey Taco on notice for violating the conditions of its"Conditional
Permit". The restaurant was granted a last minute extension,but must comply with the requirements of
the permit in 60 days. Failure to comply will result in a hearing before the Board of Health &
Community Services. Periodic inspections will be conducted to ensure they are on track.
Community Service Coordinator Report
Financial Assistance
The following financial assistance was provided in April.
Salvation Army funds assisted five families: $1,000.00
Housing fund assisted four families: $378.86
Food pantry assisted 36 households (40 adults, 7 senior citizens, 44 children)
Holiday Adopt A-Family
The Community Services Coordinator and Senior Clerk will be exploring ways to accommodate the
Holiday-Adopt-A-Family program with the construction of the new Village complex.
Rebuilding Together
Rebuilding Together completed their projects on May 5th.Eight homes, including one in Elk Grove,
were provided with needed repairs.Rebuilding Together is a national program that rehabs homes and
provides repairs for low-income seniors and persons with disabilities. All services are provided free-of-
charge by volunteers and skilled workers.
Treasures And Trash
Plans to hold the Treasures And Trash sale to benefit the Kenneth Young Centers are moving along.
Applications were mailed out to possible vendors and interested groups and individuals. Local
newspapers have been contacted, and the event will be publicized in the Villager Newsletter and on the
Channel 6 program In The Grove.
Cook County Sheriff's Award
At a ceremony held on May 91 , Lorraine Terryberry and Ruth Gilbert, were awarded the Cook County
Sheriff's Senior Medal of Honor for their service in the community.
Nuts And Bolts
On Saturday, May 19th, the United States Postal Service is sponsoring their letter carrier food drive.
This is done in conjunction with the Cub Scouts. The program supplies local food pantries with canned
and dry food products.
The Kenneth Young "Walk for The Mental Health Oflt"is Saturday, May 19th. The walk helps fund
the many programs provided by the agency.

needed at the Document Destruction Event to be held on June 23ra
