Due to the absence of Chairman Jim Christie,Vice Chairman Jim Morrill called the
meeting to order at 7:06 PM.
Action Items: Approval of the Minutes
There was a motion by Anne Feichter to approve the minutes of the June 20, 2007
meeting, second by Dick Scholten. The minutes were unanimously approved.
Community Service Coordinator Report
Due to the absence of the Community Service Coordinator, the Director gave the
Coordinator's Report.
School Supplies
Free school supplies have been provided to 16 families for the 2007 school year. Families
are identified through the food pantry. The supplies are provided by donations from the
community and monies from the general fund received as contributions to Community
Services. The food pantry also provided gift cards to Payless Shoes for families with
school age children. Board member, Bill Beaupre stated that the Rotary Club could provide
some funding in the future. Bill Beaupre is the current president of the Rotary Club.
Office Move
The Community Services Office has now officially set up shop in the Health Services
Office. Clients have been able to find their way to the new office.
Treasure and Trash
The Treasure and Trash Sale to benefit Kenneth Young Centers was a success. The sales
raised $340.00 for Kenneth Young Centers. The ad hoc committee that planned the sale is
already planning for next year.

Department Director's Report
Anti-Smoking Campaign
Smoking Cessation
The Director has decided to extend the time period to respond to the smoking cessation
survey another month. This decision was taken because of problems with the Villager
newsletter and delays in printing informational flyers. The Board Chairman and Director
will be meeting with the In Touch representatives to discuss the survey results, and how to
apply that information to a cessation program. At the present time 17 residents have
responded to the survey.
Smoke Free Illinois
On January 1, 2008, Public Act 095-0017 will go into effect in the State of Illinois. This
act bans smoking in public places and places of employment in the entire state. When the
law goes into effect, the Village ordinance with be preempted, but there will be little
difference in the regulations. One difference will be that smokers will have to stand 15'
from an entryway rather than 10' as currently stated in the Village ordinance. Fines for
violating the smoking ban will also be increased under the new state law. Since the Village
law went into effect, 10-12 complaints have been investigated.
Probationary Restaurant Enforcement
At the June 271special hearing convened by the Board of Health& Community Services
to hear an appeal by the Sunny Side Up Pancake House to continue to remain in operation,
a finding was made to sustain the closure of the restaurant. The finding passed
unanimously. The restaurant would be closed for two days at which time a reinspection
would be conducted to determine compliance with the order.
On June 291h an inspection by the Department found the restaurant to be in compliance
with their probation requirements and were allowed to reopen. A scheduled reinspection
was conducted on July 2°a and the restaurant continued to be in compliance. The restaurant
received a passing score during an August 14th scheduled inspection.
Medication >brop-off
The medication and sharps drop-off has been going well. Six drums of returned
medications have been collected. Saturday, June 30th is the next scheduled collection day.
Two dates are scheduled for August(0/17 1h) The SWANCC Recycling Coordinators will
be meeting on September 25th to discuss an extension of the medication/sharps drop-off
program. The Department would be interested in extending the program.
Emerald Ash Borers (EAB)
The Illinois Department of Agriculture (IDA)has expanded the emerald ash borer
quarantine zone to include Elk Grove Village. The expansion of the quarantine zone is an
attempt by the IDA to prevent the human spread of the EAB through the transport of yard
waste. The quarantine prevents the removal of any EAB, ash trees or any part of the tree
from the regulated area. Firewood of any kind or form may not be removed or brought into
the quarantine zone.
Document Destruction Event
The document destruction event took place at the Elk Grove High School on June 23ra
One hundred twelve cars came through the service line. Approximately 4,000 pounds
material was collected. The program was funded through SWANCC.
West Nile virus (WNV)
As of August 10" there have been only 8 cases of West Nile virus in Illinois, and one
reported death. Two cases have been from Suburban Cook County. Five cases have
occurred in people 45-59 years of age. Last year there were 215 cases and 10 deaths in
Illinois attributed to WNV.
Experts are not sure why numbers are down this year. It could be due to poor over
wintering survival,below normal temperatures in the spring, or periodic storms that wash
out stagnant water sources. With the heavy rains experienced over the last few weeks,
people will see the population of floodwater mosquitoes increase dramatically. Luckily
these mosquitoes are not vectors of the WNV.
Outdoor Fireplaces/Fire Pits
Chairman Christie and the Director met to discuss a request for the Board to recommend
reversing a ban on the use of outdoor fire pits/fireplaces. Since the Mayor and Board of
Trustees have approved an ordinance allowing the use of outdoor fireplaces and fire pits,
the Board of Health&Community Services will not address this issue. A response was
sent to the resident.
The use of outdoor fire pits/fireplaces is strictly regulated by ordinance. The Police or Fire
Departments will respond to complaints if these units are not used properly and residents
may be fined. A copy of the guidelines was provided to the Board.
Blood Drive
On August 4, 2007, the Village and LifeSource hosted the quarterly Community Blood
Drive. Thirty-six (36)people attended the drive, 29 units were collected and 7 were
deferred.

Trustee Liaison Report
The farmers market is every Wednesday through the summer. Trustee Czarnik is looking
for volunteers to help at the Village information booth. Contact Trustee Czarnik if you
would like to volunteer.

New Business
The Board praised the work being done by the Environmental Health Inspectors, Kristen
Gonsur and Christine Czernecki to ensure food safety in Village restaurants.
Dr. Labinsky asked that the Director provide the Board with a set of clear and established
procedures and/or policies that are to be followed in the event a food establishment is
found in violation of their probation or enforcement action is required.
These policies/procedures would be spelled out in a clear fashion to provide the
Department and Board with a working document to follow in the event a food
establishment requires enforcement action in the future. Bill Beaupre also suggested
reviewing the code to increase enforcement penalties.
Sal Pace asked if any Board member had received information about the Village picnic
scheduled for August 26`". The Director asked that members contact the Engineering&
Community Development Department for information.
Jim Morrill is participating in a volunteer program to provide weather information to the
National Weather Service. The program is called the Cooperative Observer Program. The
program uses local people to collect weather data in their own back yards. He would like to
promote the idea in the Village. If people are interested they may contact him.
The Director passed out information on the itch mite. This small insect has been infesting
communities in the Chicagoland area. The insect causes itchy skin rashes that become
painful welts when scratched. The mites might be related to outbreaks of the oak leaf gall
mites infesting other Midwest cities the last couple of years.
Sal Pace motioned to adjourn; it was seconded by Anne Feichter. The meeting adjourned at
8:20 PM.
