Chairman Jim Christie called the meeting to order at 7:04 PM. The Board welcomed Mr.
Christie back after his absence at last month's meeting.
Action Items: Approval of the Minutes
There was a motion by Merrill Froney to approve the minutes of the June 20, 2007
meeting, second by Sal Pace. The minutes were unanimously approved.
Anti-Smoking Campaign
Smoking Cessation
Seventeen people participated in the online smoking cessation survey. Charlie's Char
house gift certificates in the amount of$25.00 were awarded to three of the participants.
The information gathered in the survey will be used to provide a smoking cessation
program sometime in January. Kenneth Young Center,In Touch program personnel will be
assisting in the planning and promotion of the cessation program.
Dick Scholten asked how promotion for the survey was conducted. The Director stated that
the survey was promoted on the Village website, The Elk Grove Villager newsletter,
flyers, Channel 6, and Village Board meetings.
Smoke Free Elk Grove
Smoke Free Elk Grove funded the cost for t-shirts for the Elk Grove High School Peer
Helpers. The t-shirts sport one of the finalist's submissions in the Smoke Free Elk Grove
smoking logo contest. The peer group sets good examples for other students
The high school peer students will be promoting a smoke free environment and healthy
decision-making attitude for the 2007-2008 school year.
Department Director's Report
Flu Vaccine
There are ample supplies of flu vaccine to go around this year. The Department currently
has 300 doses on hand, and will be receiving an additional shipment of 1,000 doses.
Additional vaccine can be had if the need arises. Promotion will be through the various
media outlets available to the Department.
Flu clinics should begin in late October and into early November. There will be four
clinics scheduled for this year's flu season. Two are scheduled for the Shelia Ray Senior
Center, one at Rainbow Falls and one at the Pavilion.
Probationary Restaurant Enforcement
The Director provided the Board with Food Service Establishment &Retail Food Store
Permit Requirements and Suspension and Revocation Protocols. The Board members
expressed interest in receiving guidelines on procedures to follow in the event a food
establishment is repeatedly found to be noncompliant. The Director provided general
enforcement policy guidelines, not strict enforcement policies. The Chairman pointed out
that the Board lacked guidelines to decide when disciplinary action should be taken against
a non-compliant food establishment. The Board asked the Director to provide specific
suspension guidelines, especially as it pertains to the time an establishment would be
closed(i.e. 1St hearing 1-3 days shut down, 2nd hearing 7 days to permanent revocation).
Sal pace asked if enforcement could be categorized by severity. The Director stated that
each enforcement action is unique. Chairman Christie pointed out that clearly written
enforcement protocols would spell out to the food establishment owner what the
consequences would be for non-compliance.
Dr. Labinsky stated that the Board should make owners aware of their right to appeal to the
Village Board. Trustee Czarnik informed the Board that the option to appeal to the Mayor
and Trustees is always available to a food establishment owner/operator.
The Director will provide enforcement protocols to the Board at the next meeting. If
approved, the Board will make a recommendation that the new guidelines be incorporated
into the Village Code. This would take Mayor and Village Board approval.
The Board stated it is not their objective to ran businesses out of town, but after a long
period of non-compliance businesses need to know that their permit and/or business
license will be revoked.
Medication Drop-off
The medication and sharps drop-off has concluded. On September 25"', the SWANCC
Recycling Coordinators will be meeting to discuss an extension of the medication/sharps
drop-off program. The Department would be interested in extending the program.
Emerald Ash Borers (EAB)
At the August 21St Village Board meeting, the Mayor announced a program to replace ash
trees lost to the EAB. The Village has contracted with a local nursery to grow and maintain
a special nursery stock to replace any ash tree affected by the EAB. The tress will be cared
for until 2012 when it is expected the trees will be needed to replace dead or dying ash
trees. Residents will also be able to purchase trees. A local tree service has also been
contracted to remove any dead ash trees.
Trustee Nancy Czarnik added that trees damaged by the recent storms will also be
replaced.
Household Hazardous Waste (HHW) Collection
The Illinois Environmental Protection Agency QEPA)has released the 2007 fall household
hazardous waste collection event schedule. Only four locations are close to the Village.
The Director will try to work to get a HHW event for Elk Grove Village, or work toward a
multi-community event.
Computer & Electronic Recyclinz Event
A computer and electronic recycling event is scheduled for Saturday, September 29th from
9:00 AM to 3:00 PM at the Motorola Campus in Schaumburg. Motorola and SWANCC
sponsor the event. All computers and peripherals, office and home electronics, and
entertainment equipment will be accepted. The event is only for residentially generated
waste. All hard drives are destroyed according to Department of Defense guidelines.
West Nile virus (WNV)
West Nile virus is beginning to wane. Shorter days and cooler temperatures will cause the
WNV mosquitoes to stop feeding. The heavy rains experienced recently will also help
flush eggs and larvae out of small pools of water. So far this year, there have been 28 cases
of WNV in Illinois. Three deaths have also been reported. There were 215 cases and 10
deaths last year in Illinois.
Dr. Labinsky asked if birds have built up resistance to the WNV. The Director responded
that many bird populations are down in numbers,but it is still too early to tell if certain
bird species are developing resistance to the virus.
Itch Mite
At the September meeting the Director provided information on the itch mites infesting
parts of the Chicagoland area. The mites were originally thought to be oak leaf gall mites,
which have caused outbreaks in other parts of the country, and are usually associated with
an insect that infests oak trees. In the Illinois cases very few or no oak trees were involved
with the outbreak. It is now thought that the mites are associated with the 17-year cicadas
that emerged earlier this summer. The mites have been found on cicada eggs. This is why
no one has experienced this infestation until this year. Further research is needed to
determine the species of mite.
Job Descriptions
Human Resources is requesting the Department professional staff to update their job
descriptions. Many of the job descriptions have not been updated in several years. The
Department hopes to complete the updates next month.
Community Service Coordinator Report
Due to the absence of the Community Service Coordinator, the Director gave the
Coordinator's Report.
School Supplies
Free school supplies have been provided to 20 families for the 2007-2008 school year.
Families are identified through the food pantry. The supplies are provided by donations
from the community and monies from the general fund received as contributions to
Community Services.

Chairman Christie asked about the status of the LaQuinta Motel food service. The
Director informed the board that there is a new manager. He has submitted plans for the
food facility and has obtained the necessary permits. The Department is allowing minimal
food service with prepackaged items for the motel patrons.

Trustee Liaison Report
The farmers market will be open only one more week. The Italian Sister City
representatives will be marching in the Columbus Day Parade. A dinner dance is scheduled
for October 19th
