6. CONSENT AGENDA
A) Consideration of the following:
• to approve the Balancing Change Order for the 2001 Bond
Street Watermain Improvement Project for a net decrease
of $30,489.50; and
• to approve a Final Pay Estimate of $272,450.50 for this
project.
(The contractor for this project, Lino & Poli
Plumbing, has completed all work related to this watermain
project. The Village Engineering Division has inspected
and accepted the improvements.
(The project was completed at a total cost of
$272,450.50, which is $30,489.50 less than the bid price
of $302,940.
(A report from the Director of Engineering & Community
Development, recommending approval, is attached.)
B) Consideration to award a contract to Powell Tree Care,
Inc. , Elk Grove Village, for high-branch pruning,
trimming, and clean-up chipping for 3,000 parkway trees in
a total contract amount not to exceed $71,250. 00.
(The Village's high-branch trimming contract was
awarded to Powell Tree Care in FY 00/01 with an option to
renew annually up to two additional one-year periods. The
Public Works department has found Powell's services to be
satisfactory.
(Powell's contract price is $23. 75 per tree.
(A total of $70,000 was budgeted for this purpose, and
sufficient funds are available for transfer.
(Reports from the Director of Finance and Director of
Public Works, recommending approval, are attached.)

C)Consideration of the following:
• to approve the Balancing Change Order for the 2000
Drainage Improvement Project for a net decrease of
$2,876. 00; and
• to approve a Final Pay Estimate of $228, 624. 00.
(The contractor for this project, Martram
Construction, Inc. , has completed all work related to this
project. The Village Engineering Division has inspected
and accepted the improvements.
(The project was completed at a total cost of
$228,624, which is $2,876 less than the project budget of
$231,500.
(A report from the Director of Engineering & Community
Development, recommending approval, is attached.
D) Consideration to adopt Resolution No. 42-01 (attached)
determining the appropriateness for Class 6B status
pursuant to the Cook County Real Property Classification
Ordinance as amended January 1, 2000 for certain real
estate located at 160 Martin Lane, Elk Grove Village,
Illinois.
(Euro Glass Corporation has assumed ownership of the
property from Giovanni and Maria Gullo Family Limited
Partnership, which has remained vacant for over two years.
(The Cook County 6B property tax incentive allows a
property assessed valuation reduction from 36$ to 16$ of
the fair market value for a ten-year period. The Class 6B
status applies to this property because it has been vacant
since August of 1999.
(A report from the Economic Development Officer and
written request from the owner's representative,
requesting 6B status, are attached.)
E) Consideration to adopt Resolution No. 43-01 (attached)
authorizing the Mayor and Village Clerk to execute an
agreement for Phase 2 engineering between the Cook County
Highway Department and the Village of Elk Grove Village.
(This agreement outlines the funding participation of
both agencies related to engineering improvements for the
intersections of Devon at Busse and Landmeier at Busse.
(A report from the Director of Engineering & Community
Development is attached. )

F) Consideration to adopt Resolution No. 44-01 (attached)
authorizing the Mayor and Village Clerk to execute a
release and hold harmless agreement between the Village of
Elk Grove and PACE.
(This agreement would waive liability and indemnify
PACE from any claims while providing emergency
transportation services to the Village. The Village has
requested that PACE offer transportation services to the
community in the event of an emergency.)
G) Consideration to adopt Ordinance No. 2865 (attached)
granting a variation of Sections 3-6:D. 1 and 7-1 of the
Zoning Ordinance to permit the construction of a covered
porch which will encroach approximately 7. 72 feet into the
required front yard setback on property located at 603
Oakton Street, Elk Grove Village.
(This item was discussed at the October 30 Village
Board meeting and currently appears as Unfinished Business
of the Village Attorney.)
H) Consideration to adopt Ordinance No. 2866 (attached)
amending various sections of 6-8-3 Raffles of the Village
Code.
(This ordinance is intended to streamline the Raffle
License process by doing the following:
• Only not-for-profit agencies are eligible for a
Raffle License under State Law. They would
automatically have their License Fee waived under
the new Ordinance, which is the past practice of
the Village Board.
• The current ordinance has the Village Clerk process
the license, which is then sent to the Village
Manager for review and authorization, and then sent
back to the Village Clerk to grant the License.
Under the new provisions, the Village Clerk will
review and authorize the license and the Village
Manager will only review any denials to an
application by the Village Clerk.
• Under the State Raffle Act, all raffles must comply
with the State Law. Rather than having provisions
in the Village Ordinance that mirror State Law, the
applicants will be provided with a copy of the
Raffle Act and will be asked to comply with it as
required by State Law.)
