6 . CONSENT AGENDA
A) Consideration to grant a variation from the Village Code,
Section 8-12B-1-1D (Easements) to permit the construction
of a shed which will encroach ten feet into a 20-foot
public utility easement at 1218 Chester Lane, Elk Grove
Village.
(The property owners of 1218 Chester Lane are seeking
a variation to construct a shed within a public utility
easement. Commonwealth Edison, NICOR, Ameritech, and AT&T
Broadband have written letters granting permission to
encroach upon the easement.
(The Engineering Department has field checked this
location for conflicts with Village-owned utilities within
the easement, found no Village-owned utilities in the
easement, and have no indication that the Village will be
utilizing this easement in the future.
(A report from the Director of Engineering & Community
Development, recommending approval, is attached. )
B) Consideration of a request from Starbucks to approve new
signage at the Dominick's store in the Elk Grove Town
Center.
(The proposed building signage was not indicated on
the Town Center building signage plans approved by the
Village Board on February 28, 1997.
(The proposed plan shows an internally illuminated
"Starbucks Coffee" sign over the entrance doors on the
northwest side of the building totaling 42 square feet.
The total area of the proposed building signage does not
exceed the allowable area permitted by the Village's sign
regulations.

C)Consideration of the following:
• to approve the Balancing Change Order for the ICRC
Lively Boulevard and Higgins Road Traffic Signal
Modifications for a net decrease of $6,342. 95; and
• to approve a Final Pay Estimate of $25,257. 05 for this
project.
(The contractor for this project, Pinner Electric
Inc. , has completed all work related to the traffic signal
modifications at Lively Boulevard and Higgins Road. The
Department of Engineering & Community Development has
inspected and accepted the improvements.
(The project was completed at a total cost of
$25,257. 05, which is $6,342. 95 less than the bid price of
$31, 600.
(A report from the Director of Engineering & Community
Development, recommending approval, is attached. )
D) Consideration to award a purchase contract to Cargill,
Inc. , North Olmsted, OH, to provide 3, 900 tons of road
salt at a total contract amount not to exceed $124, 605.
(The State of Illinois determined that Cargill, Inc. ,
was the lowest responsive and responsible bidder for a
rock salt contract, and under the joint purchasing
agreement with the State of Illinois, the Village can take
advantage of this bid. Cargill 's contracted price per ton
is $31. 95, representing a 240 increase from last year's
contract.
(Last year's salt usage depleted many of the
suppliers' stored salt, which increased the price for this
year.
(Under the contract, the Village is not required to
accept 1000 of the amount ordered, but must purchase at
least 700 of the estimated need. The Village estimated
3, 900 tons will be needed for the approaching winter
season, so the Village will need to purchase at least
2, 730 tons.

Public Works, recommending approval, are attached. )
E) Consideration of the following:
• to approve the Balancing Change Order for the ICRC
Spring 2000 - Lighting Improvement program for a net
decrease of $21, 952.50; and
• to approve a Final Pay Estimate of $330, 512 for this
project.

(The contractor for this project, J.F. Edwards
Construction Company, has completed all work related to
the 2000 - Spring Lighting Improvement program. The
Department of Engineering & Community Development has
- inspected and accepted the improvements.
(The project was completed at a total cost of
$330,512. 00, which is $21, 952.50 less than the bid price
of $352, 464.50.
(A report from the Director of Engineering & Community
Development, recommending approval, is attached. )
F) Consideration of the following:
• To waive the formal bidding process; and
• To authorize a construction contract to Fisher
Commercial Construction, Arlington Heights, IL to
provide corrective roof work in the amount of
$20, 604.17 at the Oakton Fire Station and/or corrective
brick work at the Oakton Fire Station in the amount of
$21, 742. 07 with all funds to be paid from construction
bond proceeds and the contract award being subject to
the bonding company accepting Fisher's proposal .
(Fisher Construction was the replacement General
Contractor on the Fire Station and Training Facility.
Fisher provided satisfactory work on this project and
several other Fire Department projects.
(There are two (2) punch list items remaining on the
Oakton Fire Station project. Those items are roof repairs
and lintel repair work over the brickwork. Fisher is
familiar with the work having completed the general
contractor work and Fisher provided a cost quotation to
complete the repair work after meeting on-site with the
construction manager. The repair work is to be paid from
the proceeds of the construction bond. If Fisher gets
approved for both contracts, the contract amount would be
$42, 346.24.
(Fisher's price quote is valid until December 2001 at
which time winter weather costs will be added to the
quote. Special counsel is communicating with the bond
company to ensure that they find the proposal acceptable
and that they will be funding the work immediately to
avoid winter weather costs. In the alternative, the bond
company can hire its own contractor to perform the
repairs.
(The Village will only let the contract to Fisher
Construction if the bonding company agrees to fund the
work of Fisher Construction.

(A report from the Fire Chief, recommending approval,
is attached. )
G) Consideration to adopt Ordinance No. 2859 (attached)
amending Section 6-5-2 of Chapter 5, Animals and Animal
Control, of the Village Code of the Village of Elk Grove
Village.
(This item is recommended by the Board of Health.
(This amendment adds specific animals such as pigs and
chickens which are prohibited in residential areas. The
current code prohibits keeping "livestock and poultry"
without reference to specific animals. )
H) Consideration to adopt Ordinance No. 2860 (attached)
granting a variation of Section 3-6:D.4 of the Zoning
Ordinance to permit an above ground swimming pool and a
surrounding deck to be located 2.5 feet into the required
8 foot setback along the rear property line and 2 feet
into the required 8 foot side property line on property
located at 1808 Maryland Drive, Elk Grove Village.
(This item was discussed at the October 9 Village
Board meeting and currently appears under unfinished
business of the Village Attorney. )
I) Consideration to adopt Ordinance No. 2861 (attached)
granting a variation of Section 3-6:D. 4 of the Zoning
Ordinance to permit the existence of a swimming pool which
encroaches approximately 1.5 feet from the rear lot line
on property located at 43 Forest Lane, Elk Grove Village.
(This item was discussed at the October 9 Village
Board meeting and currently appears under unfinished
business of the Village Attorney. )
J) Consideration to adopt Ordinance No. 2862 (attached)
amending Section 3-5A-1a of the Village Code as it
pertains to adopting the Food Service and Retail Store
Sanitation Code, thereby adopting Sub-paragraph c
pertaining to regulation and requirements for TB
screening.
(This item is recommended by the Board of Health to
improve compliance with the Village's tuberculosis
screening requirements as it pertains to restaurant
workers.

K) Consideration to adopt Ordinance No. 2863 (attached)
amending Chapter 5 Plants and Weeds of Title 4 Health of
the Village Code by amending restrictions and regulations
pertaining to noxious weeds and height restrictions for
weeds and grass on properties in the Village.
(This item amends the Village's plant and weed
regulations by replacing specific species of plants with a
general definition of what types of plants are prohibited.
In addition, it revises grass height restrictions to
establish a maximum grass height of 6" on developed
properties and 8" for vacant properties. )

Direct the Village Attorney to prepare an ordinance for a
variation to maintain an existing swimming pool located
approximately 6.5 feet from the rear lot line.

variation to permit a deck surrounding an above-ground pool to
