Invocation (Rev. Angela Schenck, Pastor, Elk Grove United Presbyterian Church) 3 . Approval of Minutes of September 13, 2001 4. Mayor and Board of Trustees ' Report S. Accounts Payable Warrant: September 25, 2001 / $1, 025,318. 97 6. CONSENT AGENDA A) Consideration to award a professional service contract to MTI Construction Services, LLC, of Schaumburg, IL to conduct an analysis of space requirement for the Police Department facility in an amount not to exceed $13,500. (MIT's proposal would provide a feasibility and need analysis and at least two (2) preliminary floor and site plans. (MTI Construction Services, LLC has worked with the Police Department in the past and has been involved in the prior remodeling and expansion of the Municipal Complex in 1987. In addition, the Village has utilized their services for various projects over the past few years with favorable results. (A report from the Chief of Police, recommending approval, is attached. ) B) Consideration to award a contract to the lowest responsive and responsible bidder, Hecker and Company, Wheeling, IL for Traffic Signal Installation at Rohlwing Road and White Trail in a total contract amount not to exceed $185, 821. (Bid documents were obtained by three contractors, all of which submitted bids. Upon review of the bids submitted, Hecker and Company was determined to be the lowest responsive and responsible bidder. (Hecker and Company is IDOT pre-qualified to perform this work, and other communities report favorable comments on this company's performance. (This traffic signal will be installed to provide a safe crossing to and from the bicycle/pedestrian I-290 overpass. (Sufficient funds are budgeted and available for this purpose in the Municipal Purpose Fund. ) Agenda for APeeting 09-25-01 M 2 (A report from the Director of Engineering & Community Development, recommending approval, is attached. ) C) Consideration to award a contract to the lowest responsive and responsible bidder, Sebert Landscaping, Bartlett, Illinois, for the improvement of 13 Public Works sites under the Residential Enhancement Program at a total cost of $431, 885. 00. (Planning Resources prepared the bid documents based upon the conceptual plans approved by the Village Board. Upon bidding, Sebert Landscaping and LuAva Landscaping provided competitive bid pricing on the project. ) (Planning Resources' estimated budget for the 13 sites amounted to $493, 000. Sebert's low bid was 14.2% under that estimate. (Planning Resources has worked with Sebert Landscaping on landscaping projects for other municipalities and clients. Planning Resources provided Sebert with an exceptional reference and other references checked provided similar results. This work includes masonry columns, decorative fencing, and all landscaping for these sites. (Landscaping work on the Public Works site enhancements will begin this fall. Depending upon the weather, the work will halt during the winter months and resume next spring. The work must be completed by June 1, 2002. ) D) Consideration to adopt Ordinance No. 2853 (attached) granting a variation of Section 3-6:D.1 of the Zoning Ordinance to permit the construction of a room addition which would encroach approximately 4.5 feet into the 20 foot required rear yard on property located at 1070 Gregory Court, Elk Grove Village. (This item was discussed at the September 11 Village Board meeting and currently appears under unfinished business of the Village Attorney. ) E) Consideration to adopt Ordinance No. 2854 (attached) granting a variation of Section 3-6:D.1 of the Zoning Ordinance to permit the construction of a room addition which would encroach approximately 5. 75 feet into the 20 foot required rear yard on property located at 728 Easton Lane, Elk Grove Village. (This item was discussed at the September 11 Village Board meeting and currently appears under unfinished business of the Village Attorney. ) Agenda for VB Meeting 09-25-01 3 F) Consideration to adopt Ordinance No. 2855 (attached) granting a Special Use permit to Advantage National Bank to permit a drive-thru facility in the B-2 General Business District for property located at 75 East Turner Avenue, Elk Grove Village.
