CONSENT AGENDA A) Consideration of a request (attached) from the Elk Grove Park District to waive vehicle license fees as follows: 1 Class B vehicle @ $40 each 40 $40 (A report from the Director of Finance, recommending approval, is attached. ) B) Consideration of a request (attached) from the Northeastern Illinois Planning Commission for the 1999-00 dues in the amount of $5, 426. (The Northeastern Illinois Planning Commission (NIPC) works to address regional issues such as solid waste management, boundary agreements, floodplain and wetland protection, fair housing standards, traffic congestion, and stormwater drainage. (Sufficient funds are budgeted and available for this expenditure. ) C) Consideration to authorize the payment of $111,217 in dues to the Greater Woodfield Convention and Visitors' Bureau (GWCVB) for FY 1999-00. (The GWCVB serves to promote and attract business for hospitality and tourism agencies in the northwest suburban area, including Elk Grove. The bureau markets the Greater Woodfield area through advertising, networking, and participating in local and national trade shows. (The Village's share of funding is based upon 100 of the revenues generated from a 4% tax on hotel/motel occupancies. (A report from the Director of Finance is attached. ) Agenda for VB Meet6-08-99 2 D) Consideration to approve a contract with the Illinois Criminal Justice Information Authority, Chicago, IL, in the amount of $18, 480 to provide computer hardware access and software programming and maintenance for the Police Information Management System (PIMS) . (The PIMS System is operated and maintained by the Illinois Criminal Justice Information Authority. Elk Grove has participated in PIMS since 1984. (Approximately fifty (50) other law enforcement agencies participate in PIMS. The Illinois Criminal Justice Authority provides four main-frame computers for PIMS services, which are directly connected to State and National Crime 'Information Computers. (The contract is for a two-year period (July 1, 1999 to June 30, 2001) , based upon the State's fiscal year. (Sufficient funds are budgeted and available for this expendi tore. (Reports from the Purchasing Agent and Chief of Police, recommending approval, are attached. ) E) Consideration to authorize the Village Purchasing Agent to attend the 1999 National Institute of Governmental Purchasing (NIGP) Forum to be held in Halifax, Nova Scotia from July 23 to July 28, at a cost not to exceed $1, 500. 00. (Since the Purchasing Agent is the current President of the Midwest Association of Public Procurement, the organization will pay for the registration fee in the amount of $450. The additional cost to attend is estimated at an amount not to exceed $1,500. (This year's forum will feature over 50 seminars related to governmental purchasing practices and efficiency. (Sufficient funds are budgeted and available for this expense. (A report from the Director of Finance, recommending approval, is attached. ) F) Consideration to authorize the Director of Engineering & Community Development to attend the 1999 International Public Works Congress & Exposition in Denver, Colorado from September 19 through 22, 1999 in an amount not to exceed $1,500. 00 (By registering before August 1, 1999 the Village will save $50. (Sufficient funds are budgeted and available for this expense. ) Agenda for VB MMIR 6-08-99 •� 3 G) Consideration of the following: • to waive the formal bidding process; and • to award a sole source contract to Motorola, Inc. , Schaumburg, IL, to provide new radio equipment for the Public Works and Engineering & Community Development departments in a total amount not to exceed $224, 694. 70. (A total of $325, 000 is budgeted in the Capital Replacement Fund to replace the radio system currently used by the Public Works and Engineering & Community Development departments. Motorola's equipment is used by the Police and Fire departments as part of the Northwest Central Dispatch (NWCDS) 821 MHz trunked system. This system will improve coverage and eliminate problem areas in the Village where radio communications fail. (To fund Public Works' equipment, a total of $84, 135.90 will be expended from the Water & Sewer Fund. In addition, a total of $4,562 will be expended from the Industrial/Commercial Revitalization Fund for one ICRC radio. (Motorola's system will include 18 digital radios so supervisors will be able to communicate with the Police and Fire departments in emergency situations. The remainder of the radios will be analog. (As the Village will share in the ownership of the NWCDS 821 MHz radio system, no airtime expenses will be incurred. (A report form the Assistant Village Manager, recommending approval, is attached. ) H) Consideration to authorize the acceptance of a Sign Banner donation from Affordable Signs and Graphics for use by the Police Department in the Summer Blast Program. (The Police Department was recently contacted by Kevin Grouwinkel, the Vice President of Sales and Marketing for Affordable Signs and Graphics, about the donation of a banner for the Summer Blast Program. The banner will be 8 feet by 4 feet in size, black in color, with a big yellow sun wearing sunglasses. The banner will be hung at each of the Summer Blast events. (A report from the Police Chief, recommending approval, is attached. ) Agenda for VB Meeti 06-08-99 4 ' I) Consideration to adopt RESOLUTION NO. 10-99 (ATTACHED) , designating the population of Elk Grove Village in Cook County, and opting out of DuPage County, for the purposes of the Housing and Community Development Act. (The Cook County CDBG Program uses funds to rehabilitate homes and commercial structures, provide for housing counseling services, demolish abandoned and blighted structures, assemble land for new construction and improve facilities for senior citizens and disabled and the HOME Investment Partnership Program. (The Village has no residential population within its corporate boundaries in DuPage County. ) J) Consideration to adopt Ordinance No. 2699, annexing certain property known as Gullo's Wooddale Oaks to the Village of Elk Grove Village. (This ordinance will annex approximately 4.2 acres of land located south of Devon Avenue on the east side of Wood Dale Road. The petitioner is seeking I-1 industrial zoning which conforms with the Village's Comprehensive Plan. No rezoning is required. (Three lots will be consolidated into one for the construction and operation of a warehousing and office facility. Sanitary sewer will be provided by the City of Wood Dale. (This will be the last annexation of property associated with the Village's boundary line agreement with the City of Wood Dale. (The ordinance will be distributed on Friday, June 4. ) 7. REGULAR AGENDA A) Consideration of a request (attached) from Centerpoint Properties, 2525 Busse Road, for a variation to the sign ordinance to permit the placement of two (2) temporary 8' x 16' banners along Busse Road. ' This request exceeds the amount permitted by ordinance as follows: ITEM PROPOSED PERMITTED BY VARIATION ORDINANCE REQUESTED 2 temporary 2 signs ea. 8'x 1 sign totaling 211 sq.ft. leasing signs 16' (128 45 sq.ft. variation sq.ft. tl.) (4689-) Agenda for VB Meetin 6-08-99 S (The Petitioner, Johnson Sign Company representing Centerpoint Properties, is requesting a variation from provisions of the Elk Grove Village Sign Ordinance as it relates to the construction of For Lease signage. Current regulations permit a total of forty-five (45) square feet of total signage in Industrial Districts. Centerpoint Properties has requested permission to install two (2) signs, each containing one hundred twenty-eight (128) square feet of face area. Their request totaling two hundred fifty-six (256) square feet exceeds the allowable forty-five (45 square feet by two hundred eleven (211) square feet or four hundred sixty-eight percent (468%) . (The Department of Engineering and Community Development has- reviewed Centerpoint Properties' request for additional sign area and due to the size of the property in question, the signs setback off Busse Road, and the travel speeds on Busse Road, recommends approval. All other provisions of the Village's For Sale and For Lease sign regulations will be applicable. (A report from the Director of Engineering and Community Development is attached. ) B) Consideration of the following: • a request from the Elk Grove Park District, 180 Reverend Morrison Drive, (attached) for a variation of the sign ordinance to permit the installation of an illuminated sign which exceeds the maximum sign area requirements as follows: ITEM PROPOSED PERMITTED BY VARIATION ORDINANCE Freestanding 8' x 5' Double-Sided Sign totaling 45 35 Sq.Ft. (The petitioner is requesting permission to construct an 8' x 5' double-sided internally illuminated sign to replace the existing wood sign at the Lions Park Community Center. This sign would have a changeable copy area to inform the public about upcoming events at the Community Center and throughout the Park District. This sign will be similar to other Park District signs in the community and the church identification signs that are in this area.
