Steven Schmidt, Police Chief Christine Tromp, Finance Director Licensing of Single-Family Rental Homes The JPZ Committee meeting was called to discuss the regulation of single-family rental homes through the issuance of a business license. The license would enable the Village to provide a quick response and resolution to potential problems that might occur at a residential property by having information on hand about the property owner/landlord and/or lessee. The Committee reviewed a memo from Village Manager Ray Rummel, dated January 11, 2008 outlining a single-family rental home licensing program. Also included was a proposed Ordinance entitled "Single-Family Rental Units." R. Rummel provided a summary of past Committee discussions regarding the licensing of single-family rental homes, and an overview of why the license would provide a useful tool to investigate and resolve issues that might arise at a rental home in the Village. The license would only cover single-family detached homes in the Village, and would not be extended to single-family attached homes or multi-family dwelling units. Normally these properties are covered by a homeowners association that regulates the actions of a property owner/landlord and/or lessee. The license fee would be $20.00 per year, and would be due on September 15, of every year. The Village would allow a grace period of thirty days to make a payment. A temporary license could be issued as part of an administrative policy set up by the Finance Department. Trustee Sam Lissner asked how the rental properties would be located. R. Rummel responded, rental properties could be found through water billing records, "For Rent" signs posted on the property, ads posted in local newspapers, or through normal Village business (Health & Community Services Department inspections, police/fire calls, etc.). A number of realtors manage properties for off-premises owners, and this could afford another venue to locate rental properties. An additional method to locate rental homes would be through a Village-wide GIS system that is presently being reviewed by Village staff. - 2 - Trustee Chris Prochno asked how the license would be enforced. Village Attorney, George Knickerbocker, stated that any license issue could be settled by an expanded adjudication system that will be instituted later this year. For property owners/landlords living in Elk Grove Village, the Village could also deny them vehicle stickers and/or a transfer tax sticker until they have settled all issues related to their rental property. The consensus of the Committee was to update the draft Ordinance regarding late fees, making due on any retroactive/past fees, and the penalties associated with those violations of the Ordinance. The Ordinance will be updated with the minor changes and presented to the Village Board at the February 26, 2008 Committee of the Whole meeting.
