Chairman Jim Christie called the meeting to order at 7:05 PM.
Action Items: Approval of the Minutes
There was a motion by Ann Feichter to approve the minutes of the November 28, 2007
meeting, second by Trustee Czarnik. The minutes were unanimously approved.
Anti-Smoking Campaign
Smoking Education Program-T.A.T.U. Trainings-Smoke Free Elk Grove sponsored a
Teens Against Tobacco Use (T.A.T.U.) session on December P. The program is part of
the American Lung Association's smoking education programs. The program presents a
variety of teaching methods to high school students to use when talking to junior high and
elementary students on the dangers of smoking. Because of overwhelming interest by
students from Elk Grove High School,Smoke Free Elk Grove will be hosting another
training session in February.
Smoking Cessation-Smoke Free Elk Grove The first smoking cessation class began on
January 14, 2008. There were four residents and two employees participating. Tile
residents paid a registration fee of$25, which will be reimbursed in frill if they attend all
the classes. The cessation classes will last seven weeks.
Fresh Air Illinois- As of January I", the State of Illinois is smoke free. The state law has
preempted all municipal ordinances. In Elk Grove Village this means we will have to abide
by the requirements of the new law. Smokers will now have to stand 15 feet from all
entryways into public places and places of employment. Since the new law went into effect
the Village has not received any complaints. Chairman Christie reported on a TV news
item he saw regarding smokers coming in from Wisconsin to eat in smoke free Illinois
facilities. To qualify as a "green building"the new municipal building will require a 25-
foot perimeter from the building for smokers.
Department Director's Report
TR Program- Tntstee Czarnik opened the, discussion by asking, "What happens when
[here is a positive TB response found at the clinic?" The Director stated that in the past a
person with a positive response was sent to the Suburban Cook County Tuberculosis
Sanitarium District (SCCTSD) facility. Now most people would need to be referred to
his/her doctor for prophylaxis and a follow up. The Centers for Disease Control (CDC) in
their standard of piactice cites, that any entity should trot pctfoint Mantoux [cstirig unless
they can provide proper follow up and a full range of treatment options. Chainnan Christie
said there was no authority to require the Village to conduct a follow up program with
positive '1'13 responders. He then went on to ask, "Are we targeting the high risk population
that TB testing was originally intended to address?"
Initially TB programs focused on food (milk especially) as a transmission concern. Now
that focus has rhanged and the (CDC) and other agencies have moved away from food
handlers as a high risk target, but the Villagc has continued to base its focus rni that
population group. Chairman Christie asked, " Should we continue to require TB checks for
food handlers?" Trustee Czarnik and the Director stated that only three communities in the
state require TB testing for food handlers.
l'rustee Czarnik asked, "Why wouldn't 'M testing be a requirement in the state?" The
Director reported that when the state conducted TB testing they would utilize x-rays for
lung scans. What they realized was the radiation from x-rays was more harmful to people
than TB. The state hasn't done this for twenty-five years or more.
The Director also went on to say that with the changes with the SCCTSD, the Village now
has to pay for TB Mantoux. Mantoux costs $112.00 for a 10-dose vial. Once opened the
vial of Mantoux lasts only one month. A problem arises when the Department uses less
than the ten doses. The rest would have to be discarded, even if only one dose was used.
Chairman Christie went on to say, " What has happened is that the Village continued the
TB testing program because there was no financial repercussions since all follow up costs
were absorbed by the SCCTSD." "Are we now using time to conduct a TB program that
could be used elsewhere?" The nurse has to spend time administering the TB clinics, and
the Enviromnental Health Inspectors require extra time during inspections checking files
and conducting follow-ups.
Another question was asked regarding how the TB test was administered. The Director
stated the process takes two days. The Mantoux is provided on one day and three days later
the person comes back to be "read". At that time if a person is determined to be positive
he/she would be sent to the County for further testing or provided with a letter stating that
person was negative. Being positive doesn't mean a person has TB. A person could have
been exposed to a close family member with TB. The Department is not aware of anyone
who was referred to the County and was later diagnosed with active TB.
Chainnan Christie stated that our ordinance requires food handlers to demonstrate that they
have a negative TB test upon hiring. If the Board deterinines it is not necessary then the
ordinance should be changed.
The Director was asked if the Department wishes to eliminate TB testing altogether. The
Director stated that the TB requirement for food handlers would be eliminated. The
Department would continue to provide TB testing for residents that might require a TB for
school or work.
Dr. Labinskv asked the Director to research further the requirements into the original need
for TB testing in food handlers, if TB can be transmitted via food or drink, and if so how.
Massage Parlor Closed- A massage parlor license has been revoked because the operator
allowed employees to offer sexual encounters with patrons. An Elk Grove Police Officer
was offered sexual favors during an undercover sting operation.
Because of this incident the Village will be reviewing the massage parlor license
requirements to prevent future problems from occurring Apprnvinn massage. parlor
licenses is part of the routine duties of the Department.
Flu Program- The Director has already reserved flu vaccine for the fall of 2008. The
Department will be cutting the amount of flu vaccine purchased again this year. Another
drop in the number of residents attending the Village flu clinics caused the action by the
Director to reduce the amount of the flu vaccine order.
Compact.Fluorescent Bulbs (CFLs)- The Director is still awaiting word from SWANCC
as to when the compact fluorescent light disposal program will begin. SWANCC is
promising delivery of the container for the CFLs on February 4th.
Budget 2008-2009- The Director met with the Village Manager to review the 2008-2009
fiscal year budget for the Department. The Director is requesting the purchase of two
digital cameras, a digital projector, and lahtup c0uiputei. The caiticias v,,III he ti,ecd For
enforcement actions. The Polaroid film currently used by the Department is costly, over
$1.00 per photo. The projector and laptop will be used by the Department for PowerPoint
demonstrations, and training and education. It will also be used at the immunization
clinics. The Nursing section decreased due to a decrease in the amount of flu vaccine that
will be purchased in 2008. The Mayor and Board will review the budget on March 18"'
with final approval in April. The Director provided a copy of the budget to the Board.
2007 Compendium- The Director will be submitting the 2007 Department Compendium
to the Village Manager on January 18th. The compendium highlights the activities of the
Department for the past year. The Director will provide a copy of the compendium at the
next meeting.
Village Newsletter- The Director is preparing articles for the 2008 Spring Village
Newsletter. If Board members had ideas for articles they could submit them to the
Director.
Blood Drive- The next Community Blood Drive will be held on January 26ch.
Licensing of Single-Family Homes- The Village is considering the licensing of single-
family rental homes. Any homeowner renting a single-family home would be required to
obtain an annual license before the home was leased. The fee would be low cost,
somewhere in the range of$15.00 to $20.00. Mary Paliganoff asked how the ordinance
would be enforced. Trustee Czarnik said the JPZ Committee is still looking into how the
ordinance would be enforced. Lois Colaprete asked why only single-family homes were
targeted. Trustee Czamik stated that management companies or homeowners association
usually govern or oversee multi-family properties. Another question was asked regarding
yearly licensing. Trustee Czamik stated that because housing situations change and current
owners might lease or sell the Village needs to maintain up-to-date information.
Community Service Coordinator Report
Holiday Adopt-,4=Fami�- The Holiday Adept A Family Pmuram servPcl 36 families at
Thanksgiving and 41 at Christmas. Distribution of the dinners and presents will be at the
Fire Administration Building, 901 Wellington on Friday, December 21, 200.
Community Garage Sale- The Community Service Coordinator (CSC) called for a
meeting on January 30`x' to begin planning for the Community-wide Garage Sale. The CSC
has already received inquiries from vendors about participating in the sale.
Community Spirit Award- The Committee is looking for nominees for the Community
Spirit Award. Nominees do not have to live in the Village.
The Department will no longer oversee funding for this activity. All budget activities have
been turned over to the Committee, and all monies will be solely under the Committee's
coutrol. The Connnittee is funded by monies solicited and provided by private donors.

The CSC stated that food pantry number continue to climb. The CSC also stated as spring
approaches preparation for the Rebuilding Together program will begin.
