Cavallini, Director of Health&Community Services Guests Present Craig Johnson, Mayor JPZ Committee Members Sam Lissner,Village Trustee and Chairman Bart Dill, Village Trustee Chris Prochno, Village Trustee Approval of the Minutes The minutes from the November Board of Health meeting were unanimously approved. Public Smoking Ban Recommendation Chairman Jim Christie opened the meeting by providing background as to why the Board of Health was discussing a Village-wide smoking ban. The Board was asked by the JPZ Committee in November 2005 to provide input in the process of exploring the possibility of regulating smoking in public places and work place environments. The Board formed an ad hoc committee comprised of Board members Jim Christie, Sal Pace, and Dick Scholten to review a number of ordinances from communities around the country regulating smoking and research current scientific findings on second-hand smoke. Before making a recommendation to the Board, statements were taken from the audience. The audience of approximately 20 was comprised of residents and restaurant(with bars) owners and operators. Persons supporting the ban stated smoking and second-hand smoke causes cancer and other illnesses. Among the reasons for opposing the ban were: it would hurt the business of restaurant/bar owners by driving people off to restaurants outside the Village where they could smoke: it took away the freedom of businesses to make their own decisions about smoking in their establishment: it was an infringement on a person's personal right to smoke. After the statements by the audience Chairman Christie made read a statement from the ad hoc committee supporting smoking restrictions in the Village. The ad hoc committee provided personal statements supporting smoking restrictions. A motion was made by Dick Scholten and seconded by Ray DePalma to support restrictions on smoking in public places and work place environments. The recommendation passed unanimously by the Board of Health. Board of Health members also provided statements supporting the smoking ban. JPZ Committee Chairman, Sam Lissner accepted the recommendation, and stated the smoking ban would be on the JPZ Committee agenda on January 26, 2006. Flu Vaccine The Director was finally able to procure influenza vaccine for the 2005-2006 flu season. The Director was not able to obtain vaccine from his normal supplier, even though he was promised delivery for several weeks. After contacting the Illinois Department of Public Health the Director was able to get flu vaccine from two downstate health departments. Additional vaccine was purchased from a Wisconsin health care agency through a vaccine manufacturers representative. 1,100 total doses were purchased. After a week of promoting the flu shots the first clinics were held on 12/19/2005 and 12/20/2005. A third clinic was held on 1/4/2006. Approximately 532 flu shots were administered (I 10 to employees). Because of reoccurring problems the Director will be ordering flu vaccine directly from the manufacturer for the 2006-2007 flu season. Children's Flu Clinic On November 16, 2005 the Villages of Elk Grove and Schaumburg held a joint children's flu clinic at Fox Run Golf Course. 141 children were provided with flu vaccine, 88 were from Elk Grove Village. 19 children received a second dose in December. Nuisance Animals On January 10, 2006 the Village board amended two ordinances to provide additional enforcement to control nuisance and wild animals. The first ordinance amendment deals with the practice of ground feeding. Residents cannot intentionally leave food on the ground for animals. The second amendment adds wording to the animal control ordinance to allow the Village to abate an animal nuisance and bill the property owner when wild animals are involved and issue citations to property owners when a domesticated animal is creating a nuisance. The Director provided the Board with a sample of a pamphlet that provides the public with information on regulations for domesticated animals in the Village. The same information will go on the dog and cat license application. Spring 2006 Newsletter Items The Director submitted a number of articles for the spring 2006 Village newsletter. Articles include the amendments to the Village Code pertaining to animals; domesticated animal requirements; yard waste pick up regulations; mercury exchange program; blood drive, immunization, and TB clinic schedules; bulk item pick up and garbage/recycling container storage. 2006-2007 Budget The Village Manager has reviewed the Health&Community Services budget. Only minor changes were made to the budget recommendations. A sample will be provided at the next meeting. West Nile virus In 2005, human West Nile virus (WNV) cases increased dramatically in Illinois. Illinois was second in the country in the number of cases (247) of WNV and deaths (13) due to WNV. This amounted to a substantial increase over the previous two years. The Elk Grove area reported 46 positive mosquito batches (pools). The increase in mosquito activity this past summer maybe due to the drought conditions experienced in Illinois (especially in the north) this summer. WNV mosquitoes favor dry hot conditions.
