Approval of the Minutes
The minutes from the January Board of Health meeting were unanimously approved.
Public Smoking Ban Recommendation
The Director presented an overview of the JPZ Committee meeting held on January 26,
2006 to discuss a Village-wide smoking ban in public places and places of employment.
Jim Christie, Sal Pace and Dick Schoten also attended the meeting.
Chairman Sam Lissner opened the meeting by reading the statement from the Board of
Health Ad Hoc Committee supporting a smoking ban in public places and work place
environments. That recommendation was passed by the entire Board of Health at the
January 16, 2006 meeting.
Eighteen (18)people comprised of residents, restaurant(with bars) owners and operators,
and health professionals provided comments both pro and con. Four residents and two
health professionals supported the ban stating that smoking and second-hand smoke
causes cancer and other illnesses. Five restaurant owners and seven citizens voiced their
opposition to the ban stating the ban would hurt business by driving off people from
restaurants with bars to places outside the Village where they could smoke. Others were
concerned about taking the freedom of owners to make their own decision about whether
to allow smoking or going smoke free,the ban was an infringement on a person's
personal right to smoke.
After hearing the audience comments and concerns the JPZ Committee deliberated the
issues, a personal choice to smoke or not smoke, the revenue loss due the passage of a
smoking ban in food establishments, health concerns associated with smoking and
second-hand smoke, providing a period of time before the ordinance would go into effect,
to what degree a smoking ban should take (several ordinances were reviewed), wording
to totally ban smoking at all hotels and motels in the Village (a majority of ordinances
provide for a% of smoking rooms).
Following deliberation on these issues it was the consensus of the JPZ Committee to
recommend that the Village Board adopt an ordinance to prohibit smoking in public
places and work place environments. The motion passed 2-1. A special Village Board
meeting will be held on February 27, 2006 to discuss the proposed ban.
The Director also reviewed Illinois House Bill 4338 presently being deliberated in the
Illinois House. This bill would amend the current Illinois Clean Indoor Air Act by adding
additional restrictions. Home-rule communities would not be preempted from passing
more restrictive requirements as prohibited in the present act.
Prohibition on the Sale of Tobacco Products
The prohibition on the sale of tobacco products was not addressed at the JPZ Committee
on January 26, 2006. The Committee deferred action on this issue to the entire Village
Board. This will also be addressed at the February 27th special Board meeting.
Flu Vaccine
Because of reoccurring problems obtaining flu vaccine the last few years the Director
ordered flu vaccine dircctly from the manufacturer, Sanofi Pasteur. It took the Director
4'/z hours to order the vaccine due to the very heavy calling volume(the whole United
States ordered at the same time).
Flu vaccine will cost $109.89/10 dose vial ($10.98/shot). Two hundred(2,000 shots)
were ordered for the 2006-2007 flu season. The vaccine should start arriving in
September.
Spring 2006 Business Matters Items
The Director submitted two articles for the Fall 2006 Business Matters Newsletter. The
first regards proper maintenance of garbage and recycling storage areas. The second deals
with the upkeep of exterior properties as it pertains to litter, debris, etc.
2006-2007 Budget
The Director reviewed the Health & Community Services budget for 2006-2007. No new
capital items have been requested. Budgets continue to be on a maintenance level. A
budget meeting before the Mayor and Board of Trustees is set for March 21St at 6:OOPM.
2005 Compendium
Some of the highlights of the Department of Health & Community Services for 2005 are
as follows:
• Flu vaccine continued to be hard to get for the third year in a row.
• The Department sponsored a mercury thermometer exchange program.
• Two new amendments to Village Ordinances were passed to help control of feral
cats and wild animals.
• West Nile virus (WNV) increased dramatically in Illinois, especially in Cook
County. There were 252 cases of WNV, with 13 deaths.
• On March 21St, Christine Lushniak began employment with the Village as an
Environmental Health Inspector.
• New protocols were developed to bring food service establishments that have
been in for informal hearings into compliance. Establishments are put on
probation for a year, increase in risk category, and may be in jeopardy of being
closed for at least 24 hours for non-compliance.
• The Community Health Nurse participated in a health fair at the Elk Grove Park
District. Over 300 people attended.
• An Ordinance was passed to control garbage placement at single-family attached
homes.
• The Village won a$5,000.00 award for recycling the most aluminum over a two-
week period for communities having a population below 50,000.
Blood Drive
The Community Blood drive held on Saturday, January 28, 2006 collected 43 pints of
blood.
