Approval of the Minutes
The minutes from the February Board of Health meeting were unanimously approved.
Public SmokinLy Ban Recommendation
The Director presented a synopsis of the meetings held by the Village Board to discuss a
Village-wide smoking ban in public places and places of employment.
On February 27, 2006, a special Village Board meeting was held to allow public
comment on the proposed Village—wide smoking restrictions and ban of tobacco sales.
Mayor Johnson opened the meeting with a brief statement about he Board of Health and
JPZ Committee already passing a recommendation to institute a smoking ban in the
Village. The Mayor went on to state that the Village Board would listen to statements
from the public, but would not participate in the discussions or make a decision regarding
the issues. A decision on the smoking ban and possible ban of tobacco sales would be
made at the Committee of the Whole meeting on February 28, 2006. No public comments
would be allowed at this meeting.
Thirty-two people provided comments. As in the past the audience was comprised of
residents, restaurant (with bars) owners and operators, and health professionals. As
expected many of the same comments both pro and con were put presented at the
meeting.
On February 28, 2006, the Committee of the whole met to discuss the issues brought out
in the prior night's meeting. Following a lengthy discussion it was the consensus of the
Committee to make the following recommendations on a smoking ban.
All restaurants and bars except outside seating, smoking is not allowed 10' from the door.
Outdoor park area playgrounds, sports and recreational area bleachers when occupied by
other people.
Smoking is prohibited at the carnival (High School property).
Rotary Fest, except in a segregated section of the tent.
Along Village parade routes and Bike Race from sidewalk to sidewalk.
Private businesses and clubs and within 10' of the entrance.
Hotels and motels with the exception of 20% of their rooms may be designated smoking.
Banquet halls and within 10' of any entrance.
Smoking is allowed in taxis, limousines and the Village trolley.
Public buildings, and within 10' of the entrance.
Village Green and Memorial Park are not regulated.
Nursing homes/long-term care facilities with some possible exceptions.
The proposed ordinance would not go into effect until March 1, 2007.
Prohibition on the Sale of Tobacco Products
The prohibition of tobacco sales was also addressed at the February 28th Committee of
the Whole meeting. It was the consensus of the Committee not to prohibit the sale of
tobacco products but to place a new license fee structure on their sale. The new license
fee would be as follows
$5000.00 for establishments exceeding 9,000 sq ft.
$1000.00 for all other establishments.
The license to sell tobacco is currently$100.00 across the board.
The monies realized with the new licensing fees would go into a special fund to be used
only for tobacco cessation and anti-smoking programs. Program oversight would be by
the Department of Health&Community Services. The new license fees would go into
effect June 1" of this year, the beginning of the new licensing year.
Meetin!with A.B.M.C.
The Director and Community Health Nurse met with representatives of ABMC regarding
conducting health risk assessments (HRA) in the services area. They are offering to
conduct a HRA for Village employees at no charge. They are already working on similar
programs in Schaumburg and Hoffman Estates. Eventually they hope to provide these
programs to the private sector. The ABMC representatives were also were interested in
the possibility of providing programs if and when the anti-smoking program goes into
effect.
Emery-ency Preparedness
The Department is currently working on completing an update of the"Emergency
Standard Operating Guidelines". The guidelines are used in the case of an emergency or
disaster. They provide Department personnel with sources of sheltering, food/water
supplies, mental health counseling, waste and sewage disposal, mortuary services, and
support agencies.
Channel 6 Segment
The Director and Environmental Health Inspectors will be shooting a segment for
Channel 6 dealing with food service inspections. Part of the segment will be filmed on
location at a Village restaurant.
Unused Medication Disposal
In conjunction with the Cook County Sheriff's Office the Village will be hosting an
unused medication and pharmaceutical drop-off and disposal program on May 31, 2006
at the Sheila Ray Senior Center. Resident will be able to dispose of unused or out-of-date
prescription and non-prescription drugs in a proper manner. The Sheriff's Office will
accept and dispose of the medications in an environmentally safe manner
Budget Meetinjjs
The Mayor and Trustees will be reviewing all Department 2006-2007 budgets on March
21, 2006. The budget will be approved at the April 11th Village Board meeting.
