Approval of the Minutes
The minutes from the March Board of Health meeting were unanimously approved.
Village Anti-Smoking Campaign/Smoking Cessation Program
Mayor Johnson provided the Board of Health with an overview of the amended tobacco dealer's
license fees. License fees for selling tobacco will be increased from the current$100.00 for all
tobacco dealers to $5,000.00 for dealers over 9,000 sq. ft., and $1,000.00 for all other dealers,
including cigarette vending machines. This new fee schedule will provide an expected
$60,000.00 to $70,000.00 in funding for the Village-wide anti-smoking and smoking cessation
programs.
The Mayor went on to state that the Village Board envisioned that the monies realized from the
new fee schedule would be used in a variety of ways to get the message out to the public and
provide the necessary programs to reduce smoking in the Village. One third would be used for
promoting the Village as a"Smoke Free Community". This would be administered through the
economic development process. The Department of Health & Community Services would have
oversight of the other two-thirds; with one-third going towards educational programs on the
health risks of smoking and second-hand smoke, and the final third being used for smoking
cessation programs.
The new ordinance also charges the Board of Health with reviewing current anti-smoking and
smoking cessation programs and making recommendations on how to best provide a
comprehensive campaign and effective promotion of the Village's goals to deter smoking use in
the community, especially among the young who are contemplating smoking for the first time, or
have recently started smoking.
The Board of Health will start the review process by opening a discussion with the major players
in the field of anti-smoking education and health promotion. ABMC, the American Lung
Association, and American Cancer Society, and possibly others (DARE) will be asked to
participate in the discussions. It is hopeful that their programs and services will benefit the
Village in its anti-smoking and smoking cessation initiative.
Both Mayor Johnson and Trustee Lissner thanked the Board of Health for their participation and
action on the smoking regulation issue.
After a brief discussion the Board of Health members present voted to hold a special fact-finding
meeting on May 3, 2006 at 7:OOPM at the Village Complex. The above providers will be invited
to attend and provide a 20-minute presentation with a question and answer period afterward. The
Director will call the participants and make the necessary arrangements for the meeting.
Chairman Christie also asked that staff also be present.
The Director also provided information on a Suburban Community Health Forum to be
presented by the Alexian Brothers Hospital Network spotlighting the harmful and long-term
impact of smoking on public health. The forum will be held at the Village municipal Complex on
April 18th at 10:30AM.
Smoking Regulations
At the March 28th meeting, the Village Board passed the ordinance regulating smoking in public
place and work place environments. The new ordinance will go into full force and effect on
January 1, 2007, as opposed to the original date of March 1, 2007. The section covering smoking
in day care homes while children are present will still go into effect on June 1, 2006, the
beginning of the new licensing year.
At the April 11 th Village Board meeting, a motion was passed to add additional wording to the
ordinance. Smoking will also be prohibited at all Village sponsored outdoor events and activities.
State Smoking Ban
The State of Illinois has yet to pass a statewide bill to regulate smoking in public places. The bill
is presently in the Illinois Legislative Rules Committee.
West Nile virus Surveillance
The Illinois Department of Public Health(IDPH)will start accepting dead birds for testing of
West Nile virus(WNV)beginning May 1, 2006. This year IDPH will be testing additional bird
species. In the past only crows and blue jays were collected for testing. This year perching birds
such as grackles, starlings, sparrows, finches, robins, cardinals, flycatchers, swallows, catbirds,
mockingbirds, warblers and wrens will also be tested. A community can submit no more than
five birds for WNV testing this summer.
May Community Blood Drive
In conjunction with the 50t Anniversary Celebration(May is Health Month) and the Elk Grove
Park District Pavilion Health Fair, the Village will be holding the quarterly blood drive at the
Garden Terrace Banquet Room from 10:30AM to 3:30PM. LifeSource will be providing the
services.
Unused Medication Disposal
Health& Community Services and the Elk Grove Park District will be participating in the Cook
County Sheriff's Office medication drop-off event on May 31, 2006, from 8:30AM to 3:30PM at
the Sheila Ray Senior Center. Residents may drop off unused or expired prescription and non-
prescription drugs and pharmaceuticals for proper disposal. Syringes and needles will not be
accepted.
Experts now agree that dumping drugs down the toilet is not a recommended way to dispose of
old medications.
Termites in Garden Mulch
Another urban myth? E-mails continue to circulate that termites might be unintentionally
transported to Illinois via mulch purchased at home improvement stores. The e-mail states that
the mulch is supposedly infested with termites from wood debris from Louisiana area due to
Hurricane Katrina. This e-mail is not true. All wood from this area is under quarantine by the
State of Louisiana, and must be placed into a landfill for disposal. In addition, any termites that
would get into a bag of mulch would not survive the chipping,bagging, and handling processes.
New License Fee Schedule
At the March 28th Committee of the Whole meeting, it was the consensus of the Mayor and
Village Board to raise the license fees for certain businesses to bring them more in line to the
amount of time spent by the various Village Departments conducting licensing inspections. A
number of businesses inspected by the Department would be affected.
