The minutes from the special Board of Health meeting on May 3, 2006 were unanimously approved. Village Anti-Smoking Campaign/Smoking Cessation Program The Board of Health members discussed the various ways the Village could implement the Village Anti-smoking Campaign. Chairman Christie stated that there are three initial programs that the new tobacco dealer's license fees will be targeting; cessation, education, and promotion. Dr. Labinsky stated that the players in the field of anti-smoking information and education needed to put in place a process to create an anti-smoking program. Lois Colaprete stated that schools need to be involved in the process. In addition ABMC, the Cancer Society, and the Lung Association all have something to offer. Dr. Labinsky went on to state that it should be a multi- pronged approach with each health provider being assigned a part in the campaign. The Cancer Society could focus on communicating the health concerns of smoking, ABMC could be involved with clinical aspects of the program, while the Lung Association could concentrate with on line education. The first step would be to form a collaborative panel of experts and players in the field of smoking education and cessation. The panel would advise the Board of Health on how to provide the Village with the best mix of anti-smoking and educational programs, and who are the target groups. The panel should be separate from the Board of Health, but the Board would maintain oversight. The panel should also be composed of community and business leaders, action groups, and school representatives. Chairman Christie stated that timing and logistics are important. He would like a final plan by October 1, 2006. Panel selection would begin immediately, with an initial planning meeting in early June. This meeting would lay the groundwork for the Village's anti-smoking campaign. Major goals to be decided would be how to promote a smoke-free community, how to provide cessation programs, and how to educate the target groups. The panel would meet throughout the a summer and early fall. The Board of Health hopes to provide the Mayor and Village Board with final recommendations later this year. Tick Season Environmental health specialists have recently identified deer ticks(black-legged ticks) infected with the bacterium that causes Lyme disease in southwest Cook County and DuPage County.
