Cavallini,Director of Health &Community Services Linda Blair, Community Services Coordinator Call To Order Chairman Jim Christie called the meeting to order at 7:02 PM. Action Items: Approval of the Minutes There was a motion by Merrill Froney to approve the minutes of the September 20, 2006 meeting, second by Mike Touzzo. The minutes were unanimously approved. Director's Report Anti-Smoking Campaign The Director informed the Board(HCSB) that the Mayor and Village Board at the Committee of the Whole(COW)meeting on October 10th approved the Smoke Free Elk Grove Start up Program recommendations by the HCSB. The only recommendation not approved at this time was the addition of a part-time staff person. Staff from Kenneth Young Centers and Elk Grove High School, along with high school student participation, will handle a number of program responsibilities. Students in Jim Arey's program will be trained to conduct anti-smoking presentations at local elementary schools. Board member Mike Touzzo asked if any HCSB members could be used as speakers to students and young adults. The Director indicated that peer groups are better at effecting change in younger audiences. Chairman Christie did state that HCSB members might be called upon to participate in some of the anti-smoking campaign activities. The Director has set up a meeting of the Smoke Free Elk Grove Committee to discuss implementation of the Smoke Free Elk Grove Program on Monday, October 23`d. A number of kick off events will commence on November 16`h, the date of the American Cancer Society's Great American Smoke Out. Flu Vaccine The Director reported that only 200 doses of flu vaccine have been received. The Department ordered 2,000 back in February. The manufacturer has informed the Department that an additional 610 doses will be shipped within the month. This will allow the Department to hold at least one clinic. The first two hundred doses will be used to provide flu shots to first responders. Without knowing when shipments of flu vaccine will be shipped makes it difficult to schedule and publicize clinics. The charge for a flu shot will be $20.00. At this fee the Village barely breaks even when the cost of vaccine, staff time, publicizing, printing of forms,purchase of syringes, filing with Medicare is included. The Director provided a handout entitled"Helpful Hints on How to Avoid the Flu and Stop the Spread of Germs". The most important way to stop the spread of flu germs is to wash hands properly and frequently with soap and warm water. Antibacterial soaps are not necessary for effective elimination of germs from hands. West Nile virus West Nile virus (WNV) season should be on the wane now that the cooler weather has arrived. Between 10/1/06 and 10/07/06 there were no new cases of WNV reported. In Illinois this year there were 192 cases and nine deaths associated with WNV. There were no reported cases in Elk Grove Village this season. Cook County had 49 cases and 2 deaths. Nationwide there were 3,135 cases of WNV, and 97 deaths Community Blood Drive There will be a Community Blood Drive from 8:00 AM to 12:00 PM on November 4, 2006 in Room E of the Village Municipal Complex. No appointment is necessary and walk-ins are welcome. Emergency Preparedness Training All available employees involved with emergency response situations and events were required to attend a two-day training course in emergency preparedness procedures and coordination. The training is required under the National Incident Management System (NIMS), a federally sponsored program. The training sessions are designed to help government entities standard response procedures. Municipal governments that fail to adequately train employees involved with emergency situations are prohibited from receiving federal emergency preparedness monies. Village Manager Retirement The Director announced the retirement of Village Manager Gary Parrin on February 28, 2007 after 33 years with the Village. Raymond R. Rummel, Assistant Village Manager will take over that position. Matt Roen Assistant to the Village Manager will assume the Assistant's position. Community Service Coordinator's Report This is the busy season for the Community Service Office. A number of fall events took place or will be happening till the end of the year. The office fielded approximately 200 information and referral calls in September. Annual Food Drive The 16th annual Interfaith Food Drive takes place over the last two weeks of October. Food that is collected is turned over to the Elk Grove Food Pantry. Holiday Adopt-A—Family The Community Service Coordinator is seeking again donations from residents or businesses to donate a Thanksgiving and/or Christmas basket (food/gifts) to a family in need. Anyone interested in providing a donation can contact the Community Service Office. The Community Service Coordinator related how a number of Elk Grove Village companies adopt residents at Christmas. Mitaco Corporation has hosted a holiday party for many years providing gifts, food, dinner, and entertainment to about 150 people. Salvation Army The Community Service Office will again be assisting the Salvation Army with their annual Kettle Drive. Many community groups sign up to help ring the bell. In September 11 families were provided with $2,219.96 in Salvation Army assistant funds. This amount is a record for emergency assistance funding. Elk Grove Food Pantry The Elk Grove Presbyterian Church Food Pantry serviced 42 households consisting of 51 adults, 50 children, and 7 senior citizens. Environmental Health Inspector's Report-October Board member Mary Paliganoff raised a question about the Jewel remodeling during store operations. Can products be kept safe during the remodeling process? The Director stated that Jewel remains in compliance during the remodeling process, and is monitored to ensure no food products are compromised. September Activities Routine Inspections 69 Misc. The Department has a Class C license issued by the Illinois Department of Natural Resources (IDNR). Residents using Village issued traps must follow IDNR regulations. Raccoons that are trapped must be handled one of three ways. Fix the damage they caused and let them go within 100 yards of their capture site, turn them over to a licensed veterinarian who is a licensed wildlife rehabilitator, or euthanize them according to IDNR guidelines.
