HELD ON FEBRUARY 129 2008
Chairman Shapiro called the meeting to order at 6:00 p.m. in the Charles J.Zettek Building,
901 Wellington Avenue, Elk Grove Village and noted for the record that the following were
present: Chairman Alan J. Shapiro,DDS, and Secretary E. Butch Ehrke, and Commissioner
Michael P. Kontek.
It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the
minutes of January 15, 2008 meeting be approved as submitted and that the Board dispense
with the reading thereof. The motion was voted upon by acclamation whereupon Chairman
Shapiro declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
1. Police Consultants, Inc., Invoice 4916 dated January 24, 2008 in the amount of
$1,015.00 for psychological evaluations for two police candidates
2. Theodore Polygraph Service, Invoice 16347 dated January 22,2008 in the amount
of$375.00 for polygraph evaluations for three police candidates.
3. Police Consultants, Inc., Invoice 4925 dated February 5, 2008 in the amount of
$265.00 for psychological evaluation for police candidate(expense shared with
Romeoville PD).
4. Police Consultants, Inc., Invoice 4904 dated 01/15/2008 in the amount of
$3,991.00 for multiple interview assessments for 159 firefighter candidates.
5. Daily Herald, Invoice T4031321 dated February 9,2008 in the amount of$28.35
for publication of meeting change.
It was moved by Commissioner Ehrke and seconded by Commissioner Kontek that the Board
authorize the disbursement of funds for payment. The motion was voted upon by acclamation
whereupon the Chairman declared the motion carried.
CORRESPONDENCE
1. Memo to Village Clerk advising her of Fire&Police Commission regular board
meeting change from February 19,2008 to February 12,2008.
2. Letter from Ottosen Britz Kelly Cooper&Gilbert, advising of a revised fee
structure effective January 1, 2008.
3. Written Reprimand to Police Officer for violating Rules and Regulations of the
Elk Grove Village Police Department, Section 26.1.1A, Rules of Conduct, Rule 13
(Failure to adequately secure,use, care, and maintain Department property or
equipment).
4. Memo from Chief Schmidt regarding an article from Police Magazine,January
2008, entitled"The Thinning Blue Line,"regarding recruitment and retention of
police officers.

5. Email to John Kelly and his response regarding citizenship status of firefighter
candidate.
OLD BUSINESS
1. Discussed firefighter hiring process and timeline.
2. Discussed police officer testing process and timeline.
NEW BUSINESS
1. Meeting with Chief Miller. Chairman Shapiro discussed improving
communication between the Commission and the Fire Administration. Chairman
Shapiro advised Chief Miller that the Commission is still reviewing his
recommendation for NIPSTA to administer the our Firefighter Physical Ability
Test, and asked if NIPSTA has any provisions for applicants unable to afford
NIPSTA's fee. Chief advised he would look into this matter. Chairman Shapiro
advised Chief Miller that the Commission has reviewed his request to notify
firefighters of the initiation of the next Fire Lieutenant Promotional Process.
Chairman Shapiro advised Chief that the Commission will likely make notification
in May or June since the current list is scheduled to expire on June 24,2009.
2. Meeting with Deputy Chiefs Kirkpatrick and Zinnel. Discussed timeline for next
Police Officer Testing Process, and future Department staffing needs.
PENDING
1) Police Officer Hiring Process—one vacancy; authorization to replace one. Five
names remain on the current eligibility list scheduled to expire on March 30,2009.
2) Firefighter Hiring Process—seven vacancies;authorization to replace two at this
time. Seventy names remain on the current eligibility list scheduled to expire on
January 18,2010.
3) Discuss CPAT—Continue discussion at a future meeting.
ADJOURNMENT
It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Shapiro
declared the motion carried and the meeting adjourned at 7:15 p.m.
