~� THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF ELK GROVE VILLAGE,
1 ILLINOIS, HELD ON MARCH 25, 1957•
President Charles A. Hodlmair called the meeting to order at
9:10 P.M. at the residence of the President in said Village, pursuant to a
motion made and carried at the meeting held September 24, 1956, and
directed the Village Clerk to call the roll.
Upon the roll being called the following Trustees answered uPRESENTrr ;
Frank R. Angelotti, Morgan P. Burke, Jr., James L. Carroll, Laurence F. Grindel,
Roger J. Patzer and Leonard A. Scharringhausen; "ABSENT":- None.
Also present at this meeting were: George F. Scharringhausen, Jr., Village
Treasurer, William Glab, Police Magistrate, Martin Ruderman, Jack Michala,
Edward J. McCabe and Frank M. Opeka, Attorney for the Village.
It was moved by Trustee Carroll and seconded by Trustee
Sdharringhausen that the minutes of the Regular Meeting of the Board of Trustees
held on March 11, 1957, be submitted for approval at the next meeting. The
motion was voted upon by acclamation. Thereupon the President declared the
motion carried.
The question of procuring forms for Application For Building Permit and
r - Building Permit, was raised and after a discussion President Hodlmair made the
appointment of Trustee Grindel to obtain information and samples of forms.
It was moved by Trustee Burke, Jr., and seconded by Trustee Angelotti
that the appointment of Trustee Grindel be approved. The President asked that
the roll be called for a vote on the motion and upon the roll being called the
following Trustees voted "AYE": Angelotti, Burke, Jr. , Carroll, Grindel, Patzer
and ;Scharringhausen; "NAY": None. Whereupon the President declared the motion
carried.
Jack Michala of the Planning and Zoning Commission advised the Board of Trustees
that he had attended the meeting of the Cook County Zoning Board of Appeals held
on March 19, 1957•
President Hodlmair presented the Illinois Bell Telephone Company, Estimate of.
Work Necessary and Franchise Ordinance, and turned the Ordinance over to. Morgan. .
P. Burke, Jr., Chairman of the Ordinance Committee, for further sto'dy and report.
It was moved by Trustee Angelotti and seconded by Trustee
Scharringhausen that a permit be granted to the Illinois Bell Telephone Company
to construct their underground conduit in accordance with their Plan #17107.
The motion was voted upon by acclamation. Whereupon the President declared the
motion carried.
A petition for annexation was presented and read to the President and Board of
( Trustees by Frank M. Opeka; The petitioner GREAT NORTHERN DEVELOPMENT CO. , a
Delaware Corporation and represents unto the corporate authorities of the Village
i ._ of Elk Grove Village, Cook County, Illinois, that it is the owner in fee simple
of the following described land and territory located in the County of Cook and
State of Illinois; and is uninhabited and has no electors residing thereon:
Lots 1 and 5 in George B usse's Division of land,
in the East half of:Section 29, and the West half
of the Southwest Quarter of Section 29, both in
Township 41 North, Range 11, East of the'Third
Principal Meridian, in Cook County, Illinois.
It was moved by Trustee Burke, Jr. , and seconded by Trustee Patzer
_ that Ordinance No. 10 "AN ORDINANCE ANNEXING CERTAIN LANDS TO TEE VILLAGE OF
ELK GROVE VILLAGE, ILLINOIS." (the land and territory described in above
petition) be adopted. Upon the call of the. roll on the adoption of said ordinance,
the following Trustees voted "AYE": Angelotti, Burke, Jr., Carroll, Grindel,
Patzer and Scharringhausen; "NAY": None. Thereupon the President declaring that
the ordinance having received the votes of two-thirds of the corporate
authorities, declared said motion carried and the ordinance adopted and did
thereupon approve same in open meeting by affixing his signature thereto.
A petition for annexation was presented and read by Frank M. Opeka; The
petitioner Great Northern Development Co., a Delaware Corporation and represents
unto the corporate authorities of the Village of Elk Grove Village, Cook County,
Illinois, that it is the sole- owner of record of the tract of land and territory
hereinafter described, located in the County of Cook and State of Illinois, and
that OTTO GE= and EMMA GE= are the sole persons occupying said premises
and the only electors residing thereon:
The North East Quarter of the North East Quarter
of Section 32 and the North West Quarter of the
North West Quarter of Section 33, in Township 41
North, Range 11, East of the Third Principal
Meridian in Cook County, Illinois.
It was moved by Trustee Grindel and seconded by Trustee Patzer that
Ordinance No. 11 "AN ORDINANCE ANNEXING CERTAIN LANDS TO THE VILLAGE OF ELK
GROVE VILLAGE, ILLINOIS. " (the land and territory described in the above
-- petition) be adopted. Upon the call of the roll on the adoption of said
ordinance, the following Trustees voted "AYE" : Angelotti, Burke, Jr., Carroll,
Grindel, Patzer and Scharringhausen; "NAY": None. Thereupon the President
declaring that the ordinance having received the votes of taro-thirds of the
corporate authorities, declared said motion carried and the ordinance adopted
and did thereupon. approve same in open meeting by affixing his signature thereto.
A petition for annexation was presented and read by Frank M. Opeka; The
petitioner GREAT NORTHERN DEVELOPMENT CO. , a Delaware Corporation and represents
unto the corporate authorities of the Village of Elk Grove Village, Cook County,
Illinois that it is the sole owner of record of the tract of land and territory
hereinafter described, located in the County of Cook and State of Illinois, and
that ERNST GEHRKE, MARGARET GEHRKE, ARNOLD H. GM=, and MARIE GE= are. the
sole persons occupying said prerises and the only electors residing thereon:
The South East Quarter of the North East Quarter
of Section 32 and the South West Quarter of the
North West Quarter of Section 33, in Township 41
North, Range 11, East of the Third Principal
Meridian in Cook County, Illinois.
It was moved by Trustee Scharringhausen and seconded by Trustee
Burke, Jr., that Ordinance No. 12 "AIT ORDINANCE ANITEXING CERTAIiv LANDS TO THE
VILLAGE OF ELK GROVE VILLAGE, ILLINOIS." (the land and territory described in
the above petition) be adopted. Upon the call of .the roll on the adoption of
said ordinance, the following Trustees voted "AYE": Angelotti, Burke, Jr.,
~• Carroll, ,Grindel, Patzer and Scharringhausen; "NAY": None. Thereupon the
President declaring that the ordinance having received the votes of two-thirds
of the corporate authorities, declared said motion carried and the ordinance
adopted and did thereupon approve same in open meeting by affixing his
signature thereto.

A petition for annexation was presented and read to the President and Board of
Trustees by Frank M. Opeka; The petitioner GREAT NORTHERN DEVELOPMENT CO., a
. - Delaware Corporation and represents unto the corporate authorities of the Village
of Elk Grove Village, Cook County, Illinois, that it is the owner in fee simple
of the following described land and territory located in the County of Cook and
State of Illinois, and is uninhabited and has no electors residing thereon:
Lots Three (3), Four (4), Five (5) and Six (6) in Arthur B.
Scharringhausen's resubdivision of parts of Sections 21
and 22, Township 41 North, Range 11, East of the Third
Principal ?Meridian according to the plat thereof filed in
the office of the Registrar of Titles of Cook County, Illinois
as Doc. No. 572919 in Cook County, Illinois.
It was moved by Trustee Angelotti and seconded by Trustee
Scharringhausen that Ordinance No. 13 "AN ORDINANCE ANNEXING CERTAIN LANDS TO
THE VILLAGE OF ELN GROVE VILLAGE, ILLINOIS." (the lands and territory described
in the above petition together with portions of Higgins Road and Arlington
Heights (State) Road adjoining thereto, to-wit: and that part of Higgins Road
right-of-way lying South of the aforesaid lots Four (4), and Six (6), also that
part of Arlington Heights (State) Road right-of-way lying westerly of the -
aforesaid Lots Three (3) and Four (4), all in Cook County, Illinois.) be adopted.
Upon the call of the roll on the adoption of said ordinance, the following Trustees
voted "AYE": Angelotti; Burke, Jr., Carroll, Grindel, Patzer and Scharringhausen;
"DTAY": None. Thereupon the President declaring that the ordinance having received
the votes of two-thirds of the corporate authorities, declared said motion carried
and the ordinance adopted and did thereupon approve same in open meeting by
affixing his signature thereto.
The Village Clerk presented a certified copy of ORDER AIM CERTIFICATE OF
_. . CONVEPdIENCE AND NECESSITY x#43911 of the Illinois Commerce Commission, Re: Elk Grove
Water and Swer Company, Inc. , to construct operate and maintain a water supply and
distribution system in the Village of Elk Grove Village, Cook County, Illinois.
The President asked that this be placed in the Village file.
The Village Clerk presented a certified copy of ORDER and CERTIFICATE OF CONVENIENCE
AND NECESSITY #43912 of the Illinois Commerce Commission, Re: Elk Grove Water and
Sewer Company, Inc., to construct, operate and maintain a sewage disposal works
and system in the Village of Elk Grove Village, Cook County, Illinois. The
President asked that this be placed in the Village file.
The President raised the question of salaries for the Village officials, stating
if any one had suggestions or questions in reference to the amount. of salary or if
salaries should be paid. A discussion followed, the President and-Trustees expressed
. the opinion that the Village Clerk should receive a salary, at which time the
Village Clerk asked to be put on record that she did not expect and did not wish
to receive a salary. The Presidant and Trustees also waived their salaries at
this time.
Trustee Leonard A. Scharringhausen, Chairman of -the Special Committee to make a
formal report on the Scavenger Situation, advised the committee is reviewing
the situation and is not ready to submit the report.
The Village Clerk thanked William N. Glab, Police Magistrate, for supplying the
i copies of the Minutes of the Village Meetings.
It was moved by Trustee Angelotti.and seconded by Trustee Grindel that this
meeting adjourn.... The motion was voted upon by action. Whereupon the
President declared the motion carried and the m ng regularly ourned. 9:30 P.M.
