Hodlzair Balled the meeting to order at 8:30 P-H, at ;he era L. Ruplay School in said Village and directed the V111age Clark to call •rae roll. Upon the roll being called,, the following Trustees answered uPRFSMO: Frank R. Angelotti, Morgan F. Burke, Jr., James L. Carroll, Roger J. Patser and Leonard A. Schaarringhausen; "ABSENT": Laurence F. Grindel. Also present at this meeting: Frank N. Opska, Village Attornoy; Police Chief, Edward Clifford; Jack Michalas Chairman of the Zoning Board of Appeals; John Corris, representing the Elk Grove Herald; and residents of the Village of Elk Grove. It was moved by Trustee Burke, Jr6 and seconded by Trustee Scharringhaueon that the Minutes of a Regular Keeting of the President and Board of Trustees hold on June 5, 1958, as vubmitted, be approved. The motion was voted upon by acclamation. Whereupon the President declared the motion carried end she Hinutee approved. Jack Kicha.ls, Chairman of !th® Zoa.+.ng Board of Appeal®, presented a 1,ttter to than Prosidamt and Board of Trustees, dated Juno 21, 1959, from the Zoning Board of Appeals and aaigned by Jack C. Richala, Chslraaman. The Village Clerk read the letter which stated that the Zoning board of Appeals recommended that the PresiAen t 'end Board of Trustees amend Section 2 of Article % of the Zow.ng Ordinance relating to B-1 (Business Lictrict) -- to add thereto as an ado;.tional use: "Telephone Exchanges". The lettor stated that due notice had been jiublished in the Elk Grove Herald as provided .by -law, -and also that the addition of tele- phone exchanges to the B-1 (Business District) 19 convincing of the public need and general dealrability of making such a change. Jaek Michala also presented a proposed ordinance to the President and Board. of Truatees entitled "AS ORDINANGIC anendi:ag the Village of Elk Grose Village Zoning Ordinance." It was scored by Trustee Pat$or and seconded by Trustes Carroll thaai the. recommendation of the Zoning; Board of Appeals be concurred is and that Ordinance No. 62 entitled "AN ORDIWC'=, amending the Village of Elk Grove Vi?.age Zoning Ordinance.", be adopted. The Village Clerk then read a letter from the Zoning Board of Appeals, dated Julie 210 1959 and signed by Jack C. It was moved by Trustee Burke,, Jr. and seconded by Trustee Carroll that the recommendation of the Zoning Board of Appeals be concurred in and that Ordinance No. 63 entitled OAR ORDINANCE amending the Village of Elk Grove Village Zoning Ordinance.", be adoptedo The President asked that the roll be called for a vote on the motion and upon the roll being called, the following Trustees voted "AYE": Angelotti, Burke, Jr.,, Carroll,, Patzer and Scharringhausen; .'NAY": None; "ABSENT": Grindel. 141wreupon the President declared the motion-carried mzd the ordinance passed and approved s me in open meeting by affixing his signatu e thereto The village Clerk read a letter to the President and Board of Trustees dated June 21,, 1959, from the Zoning Board of Appeals and signed by Jack C. Michmlav Chairman, recommending that the President and Board amend Article XII of the Zoning Ordinance relating to I (Industrial District Regulations) to be broken down or reclassified as I-1 (Heavy Industrial District) and also I-2 (Light Industrial District). Jack Michala expleine d that there is a request to rezone an area 3,000 feet east of Arlington Heights Road on 'Higgins and 200 feet north of Higgins from Business to Industrial,, and that the Zoning Board of Apgeals desires the power to control the type of industry in the Villaga. It was moved by Trustee Patser and seconded by Trusteo Scharringhausen that' the Zoning Board of Appeals, pursuant to their request, be authorized to prepare -a tentative amandmsnt to the Zoning Ordinance affecting Article XII to provide two classifications of industry; that of Light Industry and Heavy Industry in lieu of the industrial classification now held and that a Public Hearing be hold on the proposed zoning ordinance and said Board make their recommendations to the President and Board of Trustees of the Village. Trustee Patter, Chairman of the hater Committee, presented a proposed resolution to the President and Board of Trustees entitled "RESOLUTION with respect to water and sanitary seeder permits." Truatese Patzer said that The Metropolitan Sanitary District of Greater Chicago nae been issuing all water and sanitary sewor permits for *the Village to the Village of Elk Grove Village instead of to the Elk Grove Waterb Sewer Co.. HoCabe & Asssoc:ia.teeo Engineers for the Villageo dated June 17, 1958 and signed by Ed-vard Jo McCabe ptating that Skokie Valley Asphalt Co., Inc. had 'eAtisafactorily completed tha construction of the pavement.. curb and gutter, and sidewalks (except the south pa;.-ixway sidewalk) . In Oakton Street from Arlington Heights Road to Tonne Road .extended, 's4id thaw DeSoto B. McCabe & Associates recommends acceptance thereof by the Vi'.lage of Elk Grove Village. . Trustee Patzer presented an Agreement between the Village 'of Elk Grove Village and Public Service Compahy dated June 40 1955 for the installation of 3a street light poles to be installed.in Section 1 South of the Village, and also flans indicating where the poles are to be located. The Board of Trustees exeiinad the Agreement and the prams. L. Hodes Trenching Service for trenching and backfilling for street light cable installation at a price not to exceed the present price (350) pet foot. Whereupon. the President declared the motion carried. Police Chief Clifford stated that he would need assistance in smarking off cross calks at the school. It was suggested that Mho services of the Junior Chamber of Commerce be enlisted. 3. 6/23/59 Trustee Scharringhausoni, Chairs of the Fire and Police Committee, read a latter from the Village of Fount Prospect dated June 19, 1558 and signed by William A. Keith, Village Clark, stating that the Village of Mount Prospect was happy to learn that the Village of Elk Grove Village vat in the process of developing a fire department and purchasing fir® equipment and requested that the Village of Elk Grove give them a timetable as to when these plana might be consumated. Air. Opeka stated that the Village of Elk Grove could spend no money for fire equipwnt until they were out of the Nount Prospect District. Mr. Opeka said that Civilian Defense does not gave any aid in purchasing fire equipment but that Great lakes =W have surplus fire equipment at a reasonable price. It was moved by Trustee Patser and seconded by Trustee Burks, Jr. that the Village Attorney be authorized to draw:-up the necessary papers for disconnecting from the Mount Prospect District And that he be authorized to preparsa iL Plat of Disconnection of the boundaries. The President asked that -the roll be Ballad on the notion and upon the roll being callsd, the following Trustees answered "AYE": Angelotti, Burke, Jr., Carroll, Grindel, Pat Ear and -Scharringhausen; MY": None. Whereupon the President declared the motion carried. A discussion followed regarding the appointment of Special Polito in the Village. Mr. Opeka stated that the President with the approval of the Board of Trustees may appoint Special Police in tho Village as set forth in Ordinance No. 15, entitled "AN CRDIWCB establishing a police department", psasaed May 13, 1957 Mr. Opeka also said that the Special Police could be sworn in by tho Village Clerk or the Police Magistrate,, Police Chief Clifford presented the following aakeia of residents in the Village and recommended that the President and Board of Trustees accept these names $s3 .people to be appointed Special Police: James Tasslik, Charles bining, Grocer Streich and John Crispe. It was moved by Trustee' Sch€rringhausssen and seconded by 'trustee Burke, Jr. that the President and Board of Trustees concur in the appointment of the - above arises for Special Police until appointment Is revoked and that the above persaona are subject to call to duty by the Chief of Police. The President asked that the roll be called on tho notion and upon the roll being called, the follo-w9 ing Trustees answered "AYE": Angelotti, Burke, Jr., Carroll, Grindel, Patser and Scharringhausen; "NAY": None. The President asked that the roll be called for a vote on the motion and upon the roll being called, the following Trustees; voted "ATE": Angelotti, Burke, Jr., Carroll, Grindel, Fatsaer and Scharringhausen; "NAY11; None. Whereupon the President declared the motion carried and the ordinance passed and approved same in open meeting by affixing his signature thereto. A discussion followed regarding the electrical rsequirsmentsa for swimming pools. 40 6/23/58 It was moved by trustee Burke, Jr. and seconded by Trustee Scharringhausen that Ordinance No. 65 entitled SAN ORDINANCE amending an ordinance entitled "An Ordinance providing dor fire limits, and regalationa governing the construction. alteration, equipment„ use or ocoupancy, location and maintenance of buildings and structures. (Ordinance No, 39)"o be adopted. The President asked that the roll be called for a vote on the motion and upon the roll being called, the following Trustees voted "AM: A.ngelottio Burke, Jr., Carroll, Grindel, Patser and Scherringhausen; "RAY": None. It was moved by Trustee Patzer and seconded by Truste® Grindel, that the President be authorised to execute Permit No. 1955-117 from The Metropolitan Sanitary District of Greater Chicago covering Oakton Street in Section III of . Sauers, Superin- tendent, Forest Preserve District of Cook County with a copy to the Village Clerk of Elk Grove Village. The letter stated that the Board of Commieai.onerc was enclosing a resolution adopted by the Board of Trusteac of the Village of Elk Grove concerning the elimination of the trailer camp In Buese Woode located on Higgins Road in Eli; Grose Township and said that a copy of this letter vae being transmitted to Margaret C. Petrie, Villago Clark of 1,11k G.ove, so that ehe would know the matter had been Bent to the Porest P.ace:ve District for Inva:tia gation and report. President Hodluair presented a notice from the Illinois Munlc,�pal League, Springfield, Illinois dated June IS, 1955 stating that the Municipal Problome° Commission was holding a meeting in Rockford, Illinois on June 26, 1959. Mrs Opeka said that the Illinois Municipal League would be holding a meeting in Chicago in the Fail and stated that the Village of Elk Grove should be represented at that meeting. The notice frox. the Huniolpal Leaguo was placed in the Village Clerk°s filen. Mr. Opeka informad the President and Board of Trustees that a tax le�,-f ordinanco would have to be prepared for the Village. It was moved by Trustee Soharringhausen ,and seconded by Trustee Burks, Jr. that the Village Attorney be directed to prepare a 1955 tax levy ordinance.
