PRESIDENT AND BOARD OF TRUSTEES OF THE I
VILIAGE OF ELK GROVE VILLAGE, ILLINOIS,
HELD ON OCTOBER 12, 1959.
President Charles A. Hodlmair called the meeting to order at 8:15 P.M, at
the Ira L: R#ley School in said Village .and directed the Village Clerk to
call the roll. i
Upon the roll being called the following Trustees answered °PRESENT:°
Morgan .n. Burke, Jr., James L.. Carroll, Robert E. Hartshorn,. Leonard A.
Scharringhausen, James R. Young. "ABSENT:0 Charles P. Smithe
Also present at this meeting: Frank M. Opeka, Attorney for the Village;
Edward Clifford, Police Chief;. Edward Fletcher, Engineer for the Village;
Harold Scharringhausen, Zoning Board of Appeals; Richard Hoffman, represent-
ing the Elk Grove Herald; and residents of Elk Grove Village. `
It was moved by Trustee Scharringhausen and seoonded by Trustee
Hartshorn that the Minutes of a Regular Meeting held on September 28, 1959,
be.aporoved. The motion was voted upon by acclamation. Whereupon the
President declared the motion carried*
The Village Clerk read the Treasurer's Report for September, which shoved
a balance on hand at September 301, 1959, •of $27,175.09. This will be
placed in the 'Village Clerk's file.
Harold Scharringhausen, Zoning Board of Appeals., reported on the hearings
which were held .in pita Prospect on October. 7 as followst .(1).Case 12085 m
Sol DiMueci., Petitioner: Rezoning of property located at Demeter and Al-
gonquin for"-service station and roller rink; (2) Case x{2092 • Julius Cohen,
Petitioner: Rezoning from Farming to Residential..of 40. Acres, located on
Algonquin .Road east of Elmhurst Road. Mr. Scharringhausen reported that,
the School Board requested the Vilage.Board to file a, formal objection
to this rezoning8 on the groundi.:that the'•Petitioner has made no donation
toward schools. Kra Frank Opeka," Attorney for the. Village, advised the
Board that it would-be unwise totfile an objection without legitimate
reason.
It :gas moved by Trustee, Burke. and seconded by Trustee Young that
the Village Clerk be directed to write' a letter to the County Clerk, which
would. read as follows:

Upon motion duly made, seconded and carried, it.was the con-
census of opinion that the Board take no action, for or against•
However, the Village Board of Trustees wishes to call to the
attention ofthe County Board the fact that the School District
j has requested that the developer give some consideration to
the school situation; as provided by Statute*" _
The motion was voted upon by acclamation. whereupon the President declared
the motion carried.
The Village Clerk read a copy of letter addressed to Jack C. Hiehala, from
i DeSoto B, McCabe BSc Assoc.,, regarding composition of maps of the Village of
Elk Grove Village anis offering to draw up necessary maps on the terms out-
lined in the letter•
It was moved by Trustee. Burke and seconded by Trustee Scharring-
hausen that this letter regarding DeSoto B. McCabe's proposal for maps of
the Village of Elk Grove Village be `referred to the Plan Commission for
study and report. The motion bras voted upon by acclamation. Whereupon
the President declared the motion.caraied.

Police Chief Clifford read the report of police activities for the
month of-September, This will be placed iri the Village C1e rk's files. -.
Trustee Burke read the Building Commissioner's report for the month of
September, as submitted by Mr. Frank Scharringhausen. This showed
03,825.50 in building fees, and will be placed in the Clerk's files.
Inc. Frank•Scharrirgh,ausen, Building Commissioner, submitted applications I
for over:msized signs for approval of the Board of Trustees.
It was mofied by Trustee Burke and seconded by Trustee Young that
the Boaz concur in the recommendation of the Building Inspector and ap-
prove issuance of permits for the following signs:
1. Suburban Drugs (West Side)
2. Suburban Drugs (North Side). i
3. Jarosch Bakery i

The President asked that the roll be called on the motion and upon .the j

the President declared the motion carried.
Trustee Carroll presented 16 invoices, totaling $69203.57, -to be approved
for payment.
It was moved by Trustee Carroll and seconded by Trustee Burke that

Trustee Hartshorn asked. for a meeting of the Sever & Water Facility Ace,
quisition Committee, arra a meeting was called for 7030 P.M. Tuesday Nights
October 20, 1959, at Rupley School.
Trustee Young reported on his .progress in securing performance bonds in
*favor of the Village of Elk Grove Vi31age with regard to construction of
streets, sidewalks, curbs, gutters, storm drainage.

It was moved by Trustee. Young and- seconded byTrustee Burke that
the tillage accept construction in Section_ Ii on the basis of Mr. Evan
Stebbins' letter of .Segtember -919 19598 and that the President be authorized
to sign such acceptance; and., further, that approval of Sections IV and all
thereafter be .on the basis of a performance bond in favor of the Village,

Trustee Young reported on a detailed review, by the Streets &• Sewers Com-
mittees
ommittees of the three snowremoval bids opened at the meting of September 280
.It was moved by Trustee Young and seconded by Trustee Carroll

that the Village accept the snow removal bid submitted by. V. Scharringhausen �

directed to notify Mr* Scharringhausen of such acceptance. 'The President

It was moved by Trustee Young and seconded by Trustee Scharringhausen
that the Attorney for the Village be directed to .prepare an drdinance limiting
speed to 30 M.P.H. and weights to 8 Tons per axle along Lunt, Tonnes Pratt,
and Greenleaf roads. The *President asked that the roll be called on the moo
tion 2nd upon*the roll being called the following Trustees voted "AYE:a

It was moved by Trustee. Burke and seconded by Trustee Young that
a pla$ for an arterial street system be referred to the Streets & Sewers
Committee and to the Village Engineer for study and report at the next
regular meeting. The motion was voted upon by acclamation. Whereupon the
President declared the motion carried*
It was moved by,Trustee Scharringhausen and seconded by Trustee
Burke that the Board authorize the Attorney to investigate and, if legal#
to draw up an ordinance changing the fiscal year of the Dog License
starting Januaryl in lieu of May 1* The President asked that the roll
be called on the motion and upon the roll being called the following Trus-
tees voted "AYE:" Burke. Carroll, Hartsthorn, Scharring.'^ausan, Young; "NAY:"
None; "ABSENT:" Smith. Whereupon the President. declared the motion carriede.

Young that the Village purchase 25 upholstered folding chairs, for a spa not
to exceed $137.K0. The President asked that the roll.be called on the motion:

Whereupon the President. declared the motion carried*
It was moved by Trustee Scharringhausen and seconded by-Trustee
Young that the Village purchase a power base for a walkie talkie to fit
into the cigarette lighter of ail automobiles for a sum not to exceed O$0*
The President asked that the roll be called on the motion and upon the
roll being called the following Trustees voted "AYE:" Burkes Carrolls,
Hartshorn, Scharringhausen, Young;. "NAY:" Pone; "ABSENT:" Snaith. . Whereupon
the President declared the motion carried. `=
It was moved by Trustee Scharringhausen and seconded by Trustee
Carroll that the Village purchase two shot guns to be carried in the squad
cars., with adapters# for a sum not to exceed $200.00 for both* The Presi•
dent asked that the.roll be called on the.motion and upon the roil being

Scharringhansen, Young; "NAY:" .None; "ARSENT O -Smith. Whereupon the
President declared the motion carried.

•;'It was moved by `Prustse Scharringhausen and seconded by Trustee
Hartshorn that the Village purchase a rebui4 radio receiver for the
Police Stations to receive calls as they core into the County Office, for
a sum not to exceed $60. The President asked that the roll ba called on
the motion and upon the roll being called the following Trustees voted I
"AYE:" Burke, Carroll, Hartshorn, Scharringhausen, Young;, "NAY:" Nano
"ABSENT." Smith. whereupon the President declared the motion carried.
Trustee 'Scharringhausen reported that the Civil Defense siren previously
purchased1by the Village for a sum of 6285.00 has -been found to,be inade•
quate and requested appropriation of an additional $310.00 to secure a 72. i
Horsepower siren. The President referred this matter to the Fire & Police
Committee `for investigation.
Trustee Burke reported no business from the Judiciary & Building Committees
but called a meeting for Tuesday night, October 131ki `.
In 'Trustee Smith's absence, Trustee Young emphasized that the Park 'n' Shop I
Center -is opening this week and urg&-1 the residents to attend. The Presi-
dent appointed Trustee Young to write a letter to :the 'Narchants' Association
(Gyle Bantner, President) welcoming them into the Village9 and wishing
them success.
The Village Clerk reported notice from the Department of Revenue, Springfield,
advising that collections for 'Municipal Tax during July amounted to X2,768.55.

The. Village Clerk reported receipt of Highway Permit Noe 10-18143 from the
i State of Illinois, Department of :Public e-or.ks.and Buildings, Division of
Highways, Springfield, Illinois, covering construation of a watermain near
j the Biggins and Forest Zane intersection.

The Village Clerk reported receipt of Figura Permit Noe 10-181,70 from the
State of Illinois, Department of Public Works and Buildings, Division of
Highways, Springfield, Illinois, covering construction of a sanitary sever

The Village Clerk reported receipt of a letter from Air. George aauchers
Illinois Bell Telephor_e Co., regarding distribution of telephone allotted

The, Village-Clerk reported receipt ,of a check from The Commonwealth Edison
Company,: in the amount of 0,000e, in accord with agreement dated April. I's
19590 pertaining to the purchase of equipment necessary to maintain the
median strip on revised Tonne Road in the Village of Elk Grove Village.
The Village Clerk reported receipt of Certificate of Membership in the
Illinois Municipal League covering the year ending August 319 1960.

The Village Clerk read a letter -from the Illinois Municipal- League, rew
garding proclamation of October 24, 1959 as UNITED NATIONS. DAY, and
enclosing the suggested form of Proclamation.
It was movedby Trustee Burke and seconded by Trustee Scharring
hausen that the Village adopt the Proclamation declaring October 24.. 1959
as UNITED NAT IONS DAY. The motion was voted upon by acclamation. Where- '

The Village Clerk read a letter from the Ells Grove Civil Defense Rescue j
Squad, 380 Tonna Roads £lk Grove Village, regarding a dance and hard-
times party to be held 'on October 2119 1959i-
It was moved by Trustee Scharringhausen and seconded by Trustee
Burke that the Village grant the Elk Grove Civil Defense Rescue Squad
permission to solicit tickets for the dance. scheduled for October 24*

Trustee Carroll, Chairman of Finances presented the approved Audit for
the Village of ilk Grove Village for the Fiscal Year ending April 308
1959.
It was moved by Trustee. Carroll and seconded by-:-Trustee Scharrirg�
hausen that the Board concur in the recommendation of the Finaz:ce Committee
and approve the Audit for the year ending April 30, 1959s and that the
Village Clerk be directed to send a copy of .the Audit to the State Auditor
of Public Accountsj, asrrequired by law. The President asked that the roll .

the disconnect from the Elk Grove Rural Fire Protection District and that
the Village reiairnirse the Elk Grove Rural Fire Protection District for
their expenses and attorney fees (not to exceed the sum of ls500.W)
