HomeMy WebLinkAboutVILLAGE BOARD - 09/28/1959 - VILLAGE BOARD MINUTES OF A REGULAR MEETING OF THE PRESIDENT AND BOAP,D OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE,, ILLINOIS, :QLD ON SEPTEMBER 28, 1959. President Charles A. Hodlmair called the meeting to order at 8:20 P.M. at the Ira L. Rupley school in said Village and directed the Village Clerk to call the roll*.. Upon the roll being called, the following Trustees answered "PRESENT:" Morgan P. Burke, Jr., James L. Carroll, Robert E.Hartshorn, Leonard A. Scharringhausen, Charles P. Smith, James R. Young• , "ABSENT:" None.. President Hodlmair announced that Trustee Burke is excused from the re• } mainder of the meeting, dire to a death in his family. Also present at this meeting: Frank M. Opeka, Attorney for the Village; ', I Edward Clifford, Police Chief; Edward Fletcher, Engineer for the Village; Jack Michala, Secretary of the Plan Commission; Charles K. Eining and Joseph Finkler, of the Fire & Police Commission; Robert Fleming, President of the Library Board; Richard Hoffman, representing the Elk Grove Herald; and residents of Elk Grove Village* It was moved by Trustee Scharringhausen and seconded by Trustee Hartshorn that the Minutes of a Regular Meeting held on September 14, 1959 (as corrected), and the Minutes of an Adjourned Meeting held on September 21, 1959, be approved. The motion was voted upon by acclama• tion. Whereupon the President declared the motion carried. Jack 14ichala reported on a visit to Sidwell Studios, regarding prepara- tion of a cap of the Village, and quoted an approximate cost ofI6OOs• 2P00, to be confirmed by letter from Sidwell Studios. Mr.-Michala is going to investigate this further, with the help of the Engineer for the Village• �. Mr. Michala reported that the Plan Commission has a rough draft of. the j Subdivision Control Ordinance, and intends to have it ready for presentation 1 to the Board within two weeks., Mr. Michala reported zoning hearings of 9 cases to be held in Mt. Prospect at 5:00 P.M. on Wednesday# October. 7, 1959, and requested attendance of scime! of the Trustees at the hearings. >> The Village Clerk read a letter, dated September 28, 1959s from Jack . 14ichala, Secretary of the Plan Commission, accepting the first addition to t Elk Grove Village Section 7, which was approved by the Board at the meeting= of September 21, 1959s subject to approval of the Plan Commission. The Village Clerk reported that the Plan Commission recommended approval of the Plat of Vacation of 30-foot drainage .ditch in Centex Industrial Park,, Unit 3. I . It was moved by Trustee Young and seconded by Trustee Scharring• hausen that the Board concur in the recommendation of the Engineer and the Plan Commission f or approval of the Plat of Vacation of a 30-foot drainage ditch in Centex Industrial Park, Unit 3, and that the President and Clerk be authorized to execute the Plat of Vacation. The President asked that the I� roll be cilled .on the motion and upon the roll being called the following Trustees voted ''AYE:" Carroll, Hartshorn, Scharringhausen, Smith, Young; "NAY:" Done•;, "ABSENT:" Burke. Thereupon the President declaring that the motion having received the votes of three-fourths of all Trustees authorized to be elected, declared said motion carried and the Plat approved and did thereupon approve same in open meeting by. affiaing his signature thereto• The Engineer reported that street improvements in Section 8 have been checked and that Centex Construction Co.. is meeting all requirements; the Engineer then submitted his written recommendation that the Board approve the plans •for Section 8. i I It was moved by Trustee Scharringhausen and seconded by Trustee i Hartshorn that the Engineering plans for public improvements in Section 8 .;,. 9/28/59 be approved. The President asked that the roll be called on the motion, and upon the roll being called the ,olloiring Trustees voted "AYE:" Carroll' Hartshorn, Scharringhausen, Smith, Young; "NAY:" None; "ABSENT 0 Burke. Whereupon the President, declared the motion carried. I The Engineer reported that Centex Construction Co. is repairing designated side-Walks in Section 1 and that he has submitted a written report to Air. Clyde Smith, Centex Construction Co., regarding low spots in the pavement in Sections 1 and 2. The Engineer stated that he will soon submit a report to Centex regarding necessary repairs to sidewalks in Section 2. Trustee Carroll presented 9 invoices, totaling ;D22365.101 to be approved. Whereupon the President declared the motion carried. Trustee Hartshorn reminded the Sewer & dater Facility Acquisition Committee of the meeting scheduled for 10:00 P. I., immediate]y following this Board meeting. i . Trustee loung reported having written letters, dated September 24, 1959, to Skokie Valley Asphalt Co., Irving C. Peterson & Co., and Centex Construction Compagy, Inc., regarding maintenance bonds in favor of the Village of Elk Grove Village, to cover construction of pavement, curbs, gutters, sidewalks and storm drainage. Trustee Young. reported that the Village streets are noir in the process of being cleaned, as previously approved. Trustee Scharringhausen presented a dual purpose envelope which he would like to utilize in vehicle sticker sales for 1960. j It was moved by Trustee Hartshorn and seconded by Trustee Young that utilization of ai dual-purpose envelope for vehicle sticker sales be i referred back to the :Fire & Police Co*uni.ttee for further study and report at the next Board meeting, to be held October l2, 1959. The motion was voted upon by acclamation. 'Whereupon the President declared the motion carried. Trustee Scharringhausen brought under discussion the subject -of speed and load limits.along Tonne, Lunt, Greenleaf, and Pratt roads. . r I i It was moved by Trustee Young and seconded by Trustee Hartshorn that the Engineer, in conjlunction with the Chairman of the Streets & Sewers Committee, Police Chief, wind 'Fire & Police Committee, make a study as to the load capacities of Tonne, j?ratt, LQnt, and Greenleaf roads, and report back -2. 9/28/59 A • to the Board at the next meeting. The Attorney for the Village re�*rted that the plat of fire districts has been completed. i The Village Clerk read letters from the Fire & Police Commission, dated September 25, 1959s, certifying three men for duty in the Elk Grove Village Police Department. i Trustee Smith reported that he is attempting to get street lighting for the i Landmeier and Higgins intersection, which is outside of the Village limits* Trustee Smith reported on request from Mrs. John Crawford asking permission for Girl Scout' solicitations within the Village. Trustee Hartshorn presented a letter from Mr. Richard Scholten, a. resident of Elk Grove Village, regarding solicitations of the Northwest Community Hospital. It was moved by Trustee Smith and seconded by Trustee Hartshorn that the Attorney for the Village be authorized to submit a report as to the legal possibilities of excluding certain organized fund-raising drives within the Village of Elk Grove Village. The President asked that the roll be called on the motion and upon the roll being called the following Trustees voted "AYE:" Carroll, hartshorn, Scharringhausen, Smith,. Young; "NAY 0 None; "ABSENT0 Burke. Whereupon the President declared the motion carried. It was moved by Trustee Smith and seconded by Trustee Hartshorn that permission be granted to the Girl Scouts and to the Northwest Com- munity Hospital to solicit funds within the Village of Elk Grove Village. The motion was voted upon by acclamation. Whereupon the President declared the motion carried. Trustee Smith reported that the Village Board sera flowers to thecornerstone laying of- the Lutheran Church of the Holy Spirit. Trustee Smith reported that he and Trustee Young visited some residents of Branigar's Estates, and contacted adjacent residents of Elk (trove Village regarding misuse of the Branisar property. Trustee Smith reported that the situation seems to be settled. I The Attorney for the Village presented a proposed ordinance regarding the Public Library property. It was moved by Trustee Scharringhausen and seconded by Trustee Young that-Ordinance No. 115, "AN ORDINA14CE providing penalties for the misuse an abuse of property belonging to the Elk Grove Village Public Library . and providing further for the preservation of public records,#" be adopted. The '.'resident asked that the roll be called on the motion and upon the roll being called the following Trustees voted "AYE,:' Carroll, Hartshorn, 1 Scharringhausen, Smith, and Young; "NAY:" None; "1BSEN'T:" Burke. Whereupon i the President declared the motion carried and approved the Ordinance by iaffixing tiis signature thereto. Mr. Opeka, Attorney for the Village, presented a proposed Ordinance amend- ing Ordinance No, 39: It Tias moved by- Trustee Scharringhausen and seconded by Trustee Carroll that .Ordinance No. 116, "AN ORDINANCE mending Section 10 of the Building _Code. (Ordinance No. 39) of the Village of Elk Grove Village Illinois," be adopted. The President asked that the roll be called on the motion and upon the roll being called the following Trustees voted "AYE:" Carroll,. Hartshorn, Scharringhausen, Smith$' Young; "NAY:" None; "ABSENT:" Burke. Whereupon the President declared the motion carried and approved the Ordinance by affixing his signature theretoo Mr. Frank Scharringhausen, Building Commissioner, reported that although the Village has adopted the Building Officials Conference of America (BOCA) — 9/28/59 Code, the Village has never become a member of the BCCA nor received revisions in the Code Manual., and requested that the Village Clerk write i to BCCA for information as to how the `village may become a member and be added to the mailing list to receive revisions to the Code Manual. Mr. Opeka, Attorney for the Village, presented a proposed ordinance re- I garding signs in the Village of Elk. 'Grove Village, It was mored by Trustee Carroll and seconded by Trustee Young that Ordinance Noe 117, "AN ORDINANCE regulating signs, providing for inspection thereof, and establishing fees for construction and maintenance," be adopted* The President asked that the roll be called on the :notion and upon the roll being called the following Trus':ees voted "AYE:" Carroll, Hartshorn, Scharringhausen, Smith, Young; "NAY:" None; "ABSENT:" Burke. Thereupon the President declared the :notion carried and approved the Ordinance by affixing his signature thereto. The Village Clerk read a g proposed resolution entitled, "Resolution to con- struct a watermain in :Higgins Road in the vicinity of Forest Lane." It was moved by Trustee Scharringhausen and seconded by Trustee Carroll that Resolution No. 9-59, "RESOLUT-ION TO CONSTRLTC.i' a 1ATE•ROAIiN IN HIGGINS ROEu IN TiiE CTiCIr:rTY OF FOICEST LANE," be adopted and approved• I The President asked that the roll be called on the motion and upon the roll being called the following Trustees voted "AYE:" Carroll, Hartshorn, Scharr inghausen, Smith, Young; "NAY:" none; "PMENIT:" Burke. Whereupon the President declared the motion carried. f It was moved by Trustee�,Smith and seconded by Trustee Carroll that the Board request the Illinois Bell Telephone Company to supply tele- phone service to the Elk Grove Futilic Library, under the terms of the franchise. The motion was voted upon by acclamation. 'Whereupon the President declared the motion carried, The Village Clerk reported receipt of Highway Permit No. 10-18113s from the State of Illinois, Department of Public Works & Buildings Division of Highways, Springfield, Illinois., in connection with Resolution m8-59, to construct an intersection with Rt, 83 known as Greenleaf Avenue* �I It was moved by Trustee hartshorn and seconded by Trustee Carroll that the meeting-be adjourned.
