Hodlmair called ,the meeting to- order at 8:15 P.M. at the Ira L. Rupley School in said Village and directed the Village Clerk to call the roll. Upon the roll being called the following Trustees answered "PRESENT O Morgan P. Burke, Jr., James L. Carroll, Robert E. Hartshorn, Leonard A. Scharringhausen, Charles P. .Smith; "ABSENT:" James R. Young, Also present at this meeting: Frank M. Opeka, Attorney for the Village; Edward Clifford, Police Chief; Evan Stebbins, representing Centex Construc- tion Co.; Richard Hoffman, representing the Elk Grove Herald; and residents .of E1k-Grove Village. It was moved by Trustee Carroll and seconded by Trustee Burke that the Minutes of a Regular Meeting of the President and Board of Trustees I held on August 10, 1959, be approved as submitted. The motion was voted I upon by acclamation. Whereupon the President declared the motion carried. Trustee Carroll presented 9 invoices, amounting to $1,194.23, to be approved for payment. It was moved by Trustee Scharringhausen and seconded by Trustee Rartshorn .that the following invoices. be approved for payment.; Northern 111. Mone; "ARSMPLO Young. ;Thereupon the President declared the motion carried and approved the Ordinance by affixing his signature thereto. It was moved by Trustee Carroll and seconded by Trustee Burke that the President, Attorney, and Engineer for the Village be authorized to investigate the advisability of the Village acgfuiring the tater and serer utility, as provided under the franchise, for study and report to the Board of Trustees. The President asked that the roll be called on the I motion and upon the roll being called the following Trustees voted "AYE:" Burke, Carroll, Hartshorn, Sebarringhausen, Smith; "NAY;" None; "ABSENT:" Young. Whereupon .the President declared the motion carried. In the absence of Trustee Young, Trustee Hartshorn reported that the meet— I ing between Hessrs. Higgins, Pletcher. and Young took place last week. Fir. Pletcher is to prepare a map, locating specific repairs needed in Section I North. Upon receipt of this map. Centex Construction Company, Inc. will proceed with the repairs. � Mr. Charles Eining, of the Police and Fire Commission, reported on the .first examination held by the Commission for the purpose of finding quali— fied patrolmen for the Village. Eighteen applicants came for the testsg of which six passed all three phases (written. phFsical aptitudev and oral). Three of these men are now working policemen and retell—qualified. Consider— ing the light police protection the Village now has, Mr. Eining recommended that the Village certify the employment of one additional roan, other than the two already certified. This question of an additional police officer was referred to the Fire & Police and Finance Committees for study and report to the Board.. Mr. Opeka reported that the Fire Protection District gill review our boundarm les tomorrow (Aug. 25) and petitions will be filed by the -end of this seek. If all goes favorably, the Village should be disconnected from the Fire j Protection District within sig weeks. It was moved by Trustee Schrrringhausen and seconded by Trustee Burke that the Fire & Police Committee, together with the Director of Civilian Defenseo be authorized to examine a bid for the purchase of a siren and its installation and, if satisfactory, to purchase said equipment at a cost not to exceed $285.00 and to procure, if possible, matching funds from the Office of Civilian Defense of the State of Illinois, subject to its legality. It was moved by Trustee Hartshorn and seconded by Trustee Carroll that the matter in .the previous motion be referred to the Fire & Police Committee for further study and report. The President asked that the roll be called on the motion and upon the roll being called the following Trus- tees voted "AYE:" Carroll, Hartshorn; "NAY:" Burke. It was moved by Trustee Hartshorn and seconded by Trustee Carroll that the previous motioin.. made by Trustee Schsrringhausen and seconded by Trustee Burke, be amended to include the words. "to be used for Civilian Defense purposes only." so that the amended motion would reads "...that the Fire & Police Committee, together vaith the Director of Civilian Defense. ,be authorized to examine a bid for the purchase of a siren, to be used for Civilian Defense purposes only, and its installation and, if satisfactory9 to purchase said equipment at a cost not to exceed $285.00 and to procurep if possible, aa.tching=,funds- from the Office of Civilian Defense of the State of Illinois, -subject to its legality. Whereupon the 'resident declared the motion carried. It was moved by Trustee Burke and seconded by xrzstee Scharring- hausen that the Attorney for the Village be authorized to prepare an applica- tion form to be used for liquor licenses. Trustee Smith reported that the Public Relations Committee shall send a message to Trustee Young, who is currently hospitalized. The Village Clerk read the proposed resolution covering the construction of a street intersection (knomn as Greenleaf Avenue) with Route 83. It vas moved by Trustee Scharringhausen and seconded by Trustee I Burke that Resolution No. 8-59. Inc. (Paul Stoffel, Mgr.) requesting reimbursement of $82.50 to cover repair work on curbs damaged by a snowplow. President Hodlmair referred the matter i to the Streets & Sewers Committee for study and recommendation. I The Village Clerk read a fetter from DeSoto B. McCabe and Assodiates, dated August 21. requesting approval of the Plan Commission for Plat of .Sob- ! division of Briarwood Lake Subdivision in Elk Grove Township. President i Hodlmair and the Board of Trustees approved this Plat subject to the approval of the Plan Commission. It was moved 17 Trustee Carroll and seconded by Trustee Smith that the Village Clerk open bids for a tractor for the Village of Elk Grove Vil- lage. The motion was voted upon by acclamation. The motion was voted' upon by acclamation. i Thereupon the President declared the motion carried. The Village Clerk read a letter from E. H. I?l.etcher, dated Auguet 23, 1959, regarding pavement, curbs and gutters, sidevnik and storm drainage .for. the streets in Section II, and recommending that work on same be accepted-sub- ject to a maintenance guarantee of one year, with specific exceptions as j outlined in the letter. I It was moved by Trustee Burke and seconded by Trustee Carroll that the Village concur in the recommendation of the Engineer, Mr. E.. N, Fletcher. The motion was voted upon by acclamation. Whereupon the-Presi- dent declared the motion carried. The Village Clerk read a letter from E. N. Fletcher, dated Lugast 23, 1959, ` regarding curbs and gutters, bituminous surface and storm drainage in Scott Street, Higgins Road Commercial Subdivision and recommended acceptance of _1 the street improvements subject to a maintenance guarantee of one year, ! with specific corrections as outlined in the letter. It was moved by Trustee Burke and seconded by Trustee Scharring- hausen that the Village concur in the recommendation of the Engineer. The Village Clerk read a notice from the State of Illinois, Department of Public Works and Buildings, Division of Highways, dated Au��wt 17, 1959, regarding the Motor Puel Tax Allotment for the month of July, in the. amount of $1,613.30. i . The Village Clerk read a report from the Cook County Department of Public II Health, dated August 19, 1959, stating that samples of crater taken from various locations in the Village prove safe to drink, with adequate and I. continuous chlorination. The Village Clerk read a letter addressed to the Village Board of Trustees, received from Airs. J. A. Nergens, dated August 15, 1959 and together Ath signatures of 21 residents of Tower Lane and Edgeware Road regarding the condition of the 80' easement located behind their homes. Because of the drainage problem, this -letter ,ras turned over to Air. F. N. Pletcher, Engineer for the Village. Trustee Smith read a report from ter. Opeka, in response to a letter re- ceived from fir. Frank Hines regErding Ordinance No. 58, Dog Ordinance, I ' It was moved by Trustee Smith and seconded by Trustee Burke that the Board authorize the Attorney for the Village to amend Section 3 of j Article 2 of Ordinance Ido. 58. The President asked that the roll be called on the motion and upon the roll being called the following Trustees voted "AYE:'+ Burke, .Carroll, Hartshorn, 'Scharringhausen, Smith: "NAAY0 Mone; ' "ABSEW:" Young. Thereupon the President declared-' the motion carried. Mr. Berger, insurance agent, offered some information Frith reference to insurance coverage for the Village. President Rodlmair appointed Trustee Carroll as Chairman of a Special Committee to investigate the insurance needs of the Village. It was moved by Trustee Burke and seconded by Trustee Carroll that the meeting, adjourn. The motion was voted upon by acclamation.
