President Charles A. Hodlmair called the meeting to order at 5:20 P.M. at the
Ira L. Rupley School in said Village and directed the Village Clerk to call
the roll.
Upon the roll being called the following Trustees answered "PRESENT": Frank R.
Angelotti, Morgan P. Burke, Janes L. Carroll, Laurence F. Grindel, and Roger J.
Patzer; "ARSE-NT": Leonard A. Scharringhausen.
Also present at this meeting: Frank N. Opeka, Attorney for the Village;
Edds'rd Clifford, Police Chief; Richard Hoffman, representing the Elk Grove
Herald; Frank Scharringhausen; Building Comissioner; George Scharringhausen,
Village Treasurer; E. N. Fletcher, Engineer for the Village;Trustees elect
James R. Youhg, Robert E. Hartshorn and Charles P. Smith; William M. Glab,
Police Magistrate; Mars. Flemir�;, Chairman of the Library Conamittee and other
members of the Elk Grove Village Junior roman's Club; and residents of the
Village of Elk Grove Village.
It was moved by Trustee Grindel and seconded by Trustee Carroll that
i the Minutes of a Regular Meeting of the President and Board of Trustees held
on April 27, 1959, as submitted, be approved. The motion was voted upon by
acclamation. *Thereupon the President declared the motion carried.
A petition for annexation received by the Village Clerk on Fray 9, 1959, was
presented and read to the President and Board of Trustees: Now come the
I petitioners LOUIS A. PiO�: and VIVThN L. -MOR, his wife., and represent unto the
corporate authorities of the Village of Elk Grove Village, Cook County, Illinois,
that they are the sole owners of record of the land and territory hereinafter
described, located in the County of Cook and State of Illinois, and that there
are no electors residing thereon; and that said land and territory is described
as follows:
Lot 6 in Branigar's Forest Vi%. Homesites, a subdivision
' of part of Section 28, Township 41 North, Range 11, East
of the Third Principal Meridian according to the plat
thereof, recorded. September 9, 1955, as Document 16356261,
in Cook Bounty, Illinois.
Your petitioner further represents that:
(1) Said above described land and territory is not within the
corporate limits of any municipality: _
(2) Said above described land and. territory is contiguous to
the Village of Elk Grove Village, Illinois.
(3) Said above described land and territory has no electors and
inhabitants residing thereon.
The Village Clerk read a letter from Jack C. ;-tichala, Chairman of the Plan
Commission recommending that the Village Board approve the annexation of the
property of Louis A. Mor mentioned in the above petition.
The Village Clerk read a proposed ordinance entitled "Ail ORDINANCE annexing
Lot 6 in Branigar's Forest View Homesites to the Village of Elk Grove Village,
Illinois".'
It was moved by Trustee Grindel and seconded by Trustee Angelotti
that Ordinance No. 98, "AN ORDI-MNCE annexing Lot 6 in Branigar's Forest View
Homesites to the Village of Elk Grove Village, Illinois", be approved. The
President asked that the roll be called on the motion and upon the roll teing
called the following Trustees voted "AYE": Angelotti, Burke, Carroll, Grindel,
Patzer; "NAY": None; "ABSENT": Scharringhausen. F,'rereupoh the President
declaring that the ordinance having received the votes of two-thirds of the
j corporate authorities, declared the motion carried and the ordinance passed
1 and approved same in open meeting by affixing his signature thereto.

The President read the Treasurer's Financial Statement for the month of
April, 1959, showing a cash balance on hard of X271616.98 on May 1, 1959.
Trustee Patzer asked that the President assign someone to take care of the
parkways until such time as a committee can be appointed.
A. discussion followed regarding the restoration of the parkways.
It was moved by Trustee Burke and seconded by Trustee Grindel that
Iir. Frank Scharringhausen, the Building Commissioner, be authorized to proceed
with the restoration of the parkway damages with funds available for that
purpose and to act until such time as a committee is appointed to carry on
the functions. The President asked that the roll be called on the motion,
and upon the roll being called the following Trustees voted "AYE": Angelotti,
Burke, Carroll, Grindel, Patzer; "ABS)+NT": Scharringhausen; "N?'iY": None.

The Village Clerk read a letter from Mr. E. N. Fletcher, the Engineer for the
Village, dated May 8, 1959, regarding an inspection made by Mr. Fletcher,
Trustee Burke and Building Commissioner Scharringhausen. Said inspection of
the four lots referred to Mr. Fletcher for investigation at the meeting of
April 27, 1959 revealed lot grading and storm crater drainage to be substantial
with one exception.; at 217 and 255 Holly Lane the back yard is graded so it
slopes tot:ard the houses for a distance of 15 feet from the house. This creates
a water pocket around the foundation wall. Mr. Fletcher recommends that this
back yard be regraded so water will flow away from the building. Also tiare
is a. high spot in the easement ditch line just north of 255 -Holly Lane which
should be corrected.
The Village Clerk then read another letter from Mr. E. N. Fletcher, dated
May 8, 1959, regarding an inspection made of the drainage in-Section 1 South
and other sections north and east of this section where lot grading has been
completed. One problem was drainage around the sharp bends at the cul de sacs,
another was back yard flooding at 20 and 2h Wild*rood. In general, Mr. Fletcher
found the site grading is good. and some 'g.f the trouble will be eliminated when
lawns and trees have been planted.
Mr. Edward Clifford, Chief of Police, read the list of police activities for
the month of April, 1959. This was placed in the Village Clerk's files.
The President announced that the Village had a third policeman, Mr. William
Carroll, who started ?tay 1, 1959.
Trustee Burke presented and read a recapitulation of Build-Ing Permits issued
during the month of April, 1959, from Frank F. Scharringhausen. Total fees
$519.00. This report was placed in the Village Clerk's files.
The President stated that, for interested. residents, the Village is still
working on the problem of the garbage dump a mile and a half west of the Village.
The Village Clerk stated that there were two applications for Peddlers and
Hawkers licenses and these would have to have .Board approval before the permit
could be issued. A discussion followed regarding the issuance of the permit
for sale of food from the moving vehicles. This matter was referred to the
Finance Committee.
The Village Clerk stated that registration in the Village has re-opened and
will close on September 21. Registration is held at the Village Clerk's home
during office hours: Tuesday 7:00 to 9:00 P.P4. and Wednesday 1:00 to 5:00 P.M.
Trustee Elect Charles Smith gave a report on his trip to Springfield which was
made in order to be present during the Senate debate on the Trailer Park Tax
Bill before Congress.
President Hodlmair read a letter of t1ha nks to the out-going Trustees; Frank R.
Angeiotti, Laurence F. Grindel, and %oger J. Patzer. The President thanked
them for their good work in helping to start the Village.

It was moved by Trustee Angelotti and. seconded by Trustee Grindel
that the meeting adjourn sine die. The motion was voted upon by acclatoation. I
k'hereupon the President declared the motion carried. The meeting adjourned
sine die at 8:50 P.M.
President Hodlmair introduced the three new Trustees: Mr. James R. Young,
Mr. Robert E. Hartshorn, and '4r. Charles P. Smith.
Police Magistrate, William M. Glab, administered the oath of office to each
of the new Trustees and each of the Trustees signed an oath of office which
was filed with the Village Clerk.
President Hodlmair called the meeting to order at 9:elc P.I . and directed the
Village Clerk to call the roll.
Upon the roll being called the following Trustees answered "P=RESENT": Morgan P.
Bunke, James L. Carroll, Robert E. Hartshorn, Charles P. Smith, James R. Young;
"ABSENT": Leonard A. Scharringhausen.
It was moved by Trustee Carroll and seconded by Trustee Burke' that
George F. Scharringhausen be re-appointed as Village Treasurer. The President
asked that the roll be called on the motion, and upon the roll being called. the
following voted "AYE'": Trustees Burke, Carroll, Hartshorn, Smith, Young;
President Hodlmair; "AIA'": done; "ABSENT": Scharringhausen. Whereupon the
j President declared the motion carried.
The Village Attorney stated that by direction of. the Village Board he had
prepared an ordinance establishing a Fire and Police Commission.
A discussion followed regarding the Fire and Police Commission.
The President recommended that the ordinance be passed and appointments to the
Commission made at a later date.
It was moved by Trustee Burke and seconded by Trustee Carroll that
Ordinance No. 99 "Aid OR1DINA4110E establishing a Fire and Police Commission" be
passed. The President asked that the roll be called on the Notion, and upon
the roll being called the following Trustees voted "AYE": Burke, Carroll,
Hartshorn, Smith, Young; "ABSaIT": Scharringhausen; "AsAY": Mone. Whereupon
the President declared the motion carried.

Trustee Hartshorn gave a report on the visit made by the Trustees to the Solar
Electric Company plant. This company is moving to the Village in June or
July of 1960.
The President stated that he would like to see a Park Commission established
in the Village. A discussion followed regarding the Park or Playground &
Recreation Commission.
President Hodlmair place Trustee Smith in charge of the Trustees as a Special
Committee-of-the- Thole to study the possibility of a Playground and Recreation
Commission.
It was moved by Trustee Burke and seconded by Trustee Fartshorn that
the Goard concur in the appointment of Trustee -Smith as Chairman of the Trustees
as a Special Committee-of-the-t>hole. The motion was voted upon by acclamation.
Whereupon the President declared the motion carried.
The Village Clerk then read a letter from the Elk Grove Junior Woman's Club
signed by Kathryn Fleming regarding; the establishment of a village library.
The letter was accompanied by a petition containing 388 signatures.
Airs. Fleming explained more of the plans of the Library Cors;ittee upon the
request of President Hodlmair and the Board of Trustees.
It was moved by Trustee Smith and seconded by Trustee Young that
the Board authorize the Attorney to prepare the necessary resolutions calling
for a special election to be held on July 18, 1959, for the library tax and
six Trustees for the Library Board. The President asked that the roll be called

on the motion and upon the roll being called the following Trustees voted
"AYE": Burke, Carroll, Hartshorn, Smith, Young; "ABSUM: Scharringhausen;
"NAY": hone. Whereupon the President declared the motion carried.
The Village Clerk stated that she had received three County Zoning Legal
Notice of Public Hearing in Elk Grove Township, hearings to be held on May 21,
1959, at 7:30 P.;il. at the tit. Prospect Village Nall, Mt. Prospect, Illinois.
The Village Clerk read a letter from Centex Construction Co. signed by
Robert C. Smith regarding the Tonne Road Sidewalk Escrow.
This letter was referred to the Engineer for the Village, E. N. Fletcher.
It was moved by Trustee Hartshorn and seconded by Trustee Burke
that the meeting adjourn. The motion was voted upon by acclamation. !-,;here-
