THE PRESIDENT AND BOARD OF TRUSTEES OF THE'VILLAGE OF ELK GROVE: VILLAGE, ILLINOIS, HELD ON MARCH 23, 1959. President Charles A. Hodlmair called .the meeting. to order at 8:10' P.M. in the � Ira L. Rupley School in said Village 'And directed. the Village .Clerk to call the roll. 1 Upon 'the roll being called the following Trustees answered "PRESENT": FrankfR. Angelotti, Morgan P. Burke, 'James L. Carroll, Laurence F:` Grindei, Roger•&. - Paizer, and Leonard A. Scharringhausen- "ABSENT": None. Also :present at this meeting:" . Frank M. Opeka,,Attorney for- the Village; Eduard Clifford, Police Chief; R. J. Seitz of Public Service Company; Edward Fletcher., Consulting Engineer for the Village; and residents of the Village. Thereupon the President.-declared the motion -carried. The Village Clerk read a letter from the Plan Commission dated [-arch 16, 1959 and signed. by Jack C. Ptcnala, recommending .approval .-by the Village Board of the. Plat of Dedcation, -Elk Grove- Village Section 1 North, for a public street. It was moved by Trustee Scharringhausen and- seconded by- Trustee-Patzer that .the Plat of Dedication, Elk Grove Village Section 1 North, -for a �+public street, be approved. ' The ,motion was voted upon by acclamation`: Whereupon the President. declared the.motion carried. The Village Clerk read the.following letter from the Zoning Board of Appeals:. President and Board of Trustees March 16, 1959 Village of Elk Grove Village Gentlemen: As per your request a public hearing was held after notice in- the Elk Grove Herald, :Case #59-1, a Dr. Ronald E. Fox appeare—& .and - this board recommends that a variation of Zoning be granted to Dr. Fox, to perform his medical- practice at his residence,. 599 Scharring Cross Road, talk Grove Village, Illinois, .for'a period no longer than Thirty (30) days after-completion of the office space in the shopping center. Your Zoning Board of Appeals re- ' commends this variation for the- following reasons: 1. There are no doctors in practice at the present time in .the Village. 2. Provisions should be made for the public health and welfare`of the Village.' Case. #59-2 .. As per your request`a public hearing was held after notice in the Elk Grove Herald. Subject.matter 'of hearing was- the reclassification of' lands presently,Zoned I (Industrial-) under the original zoning ordinince.'to.=14-1 (Light) and M-2 -(-Heavy) Industrial: Your Zoning Board recommends.that all property in. the Hotpoint Area and Centex Industrial Palk Which previously=was classified I j,Indust'rial) be given :the �;=2. -,(-Heavy) Industrial classification..but 'that..its::present use'be .the same. 1: 3/23/59 is OL. I Your Zoning Board of Appeals recommends this change for the following reasons: - 1. It is the contention of this board that this reclassification is convincing of the public need and general desirability. , 2. Michala, Chairman It was moved by Trustee Patzer and seconded by Trustee Angelotti that Case #r'59-1 be referred 'to the Judiciary Committee for. further; study... .The motion was voted upon by acclamation. Whereupon the-. President declared`•the motion carried. i -It .was moved by Trustee .Scharringhausen and seconded by Trustee Grindel that the Board concur'in the recommendation of the Zoning Board of Appeals on Case-#59-2 and authorize the Attorney to prepare an ordinance re-classifying the property in the Hotpoint Area and Centex Industrial Park from I (Industrial) to M-2 (Heavy) Industrial•. The President asked that the roll be called on the motion, and upon the roll being .called the•following Trustees voted "AYE": Angelotti, Burke, Carroll, Grindei;! Patzer and Scharring- hausen; "NAY": None. Whereupon the President `declared the motion carried. The Village Clerk presented the Treasurer's Financial Statement for, the month of February; 1959, showing a cash balance on;hand of x$22,468.11 on.Mard' 1, 1959• The Statement was placed in the Village':Clerk's files. v Trustee Carroll, Chairman of the Finance Committee, presented four invoices to be approved for payment. Total amount 005.40. It was moved by Trustee Patzer and seconded by Trustee Grindel that the following invoices .be approved for payment: Mrs. Lucille Hallier - Clerical 'Work Re: Registrations 4hrs. @ X1.25• 5.00 The American Research & Testing ,Laboratories - Inv. M-2150 Examination of sample of meat for Police Dept. Marsh test :3.00 Strychnine identification . 45.00 £5.00 Paddock Publications, Inc., Publishing Ord ::No. 90 (Tsai Cab) 3"/12/,59 5$.40 Morton Salt Company, 2IV59 Inv. 08952 - Salt for Streets 234.00 TOTAL $305.40 i The President asked that the roll be-called on the motion and upon the roll being called the .following Trustees voted "AYE": Angelotti, Burke, Carroll, Grindel, Patzer, and Scharringhausen; "MAY": :done. Whereupon the President declared the, mb:tion carried. Trustee Carroll presented a Plat of Dedication which was received from- Por. R. J. Seitz of Public Service Company. The Plat of Dedication for Toane Rd. was., referre,d to .the High line Committee for study. y .President Hodlmair presented a report on the expiration dates of the streets and sidewalks guarantees as follows: RESOLUTIOPd_ No.. 3-58: Adopted and Approved June 9, 1958 Section 1 North - all streets, except Oakton Street accepted RESOLUTION No. 5-58: Adopted June 23, 1958 Approved..July •lk, 1958 - Qaktou .Street accepted. (July 14, -1958 is date of acceptance) 2. 3/23/59 RESOLUTION No. 6-58: Adopted and approved October 8, 1958 Section 1 South - From and including Crest Avenue and :food- crest Lane eastib Wildwood Road except Landmeier Road. By Motion at Meeting of 11/24/58- "That the Village accept the public improvements in the west half of Section I South except -the sidewalk around the school property". Trustee Scharringhausen, Chairman of the Fire and Police Committee, stated that ' ' the Comrmttee had inquired into-the cost of an Intoximeter and an Inhalator for the Village. The Intoximeter costs approximately �35.•OO and*:the '1fi&lator approximately 6600.00. The Fire and Police Committee requests permission to ti purchasethese two pieces of equipment for. the Village. It was. moved by Trustee Burke and seconded by 'Trustee Scharringhausen that the Fire and Police Com,,mi tee be authorized to purchase the Intoximeter.-,.', 'and Inhalator for approximately $635.00. The President asked that .the roll be called on the +Dtion, and upon the' roll being called the following Trustees voted "AYEa: Angelotti, Burke, Carroll, Grindel, Patzer and Scharring2iausen;" 'PAY": None. The matter of hiring another policeman was eferred to'the F33°e and ' Police Committee for further study. t 7 ' I Trustee Scharringhausen- also stated that a school crossing guard was,,needed to fill the vacancy left by 1".14artens.. a A discussion followed;regarding.itacations for Village employees. ' Trustee Patzer presented and read a proposed ordinance entitled, "AN ORDI NCE repealing Ordinance No. 51, passed Larch 10, 1958.11A • C I `It was moved by Trustee Patzer and seconded by Trustee Scharringhaasen that Ordinance No. 93, "AN•1011DINANCE repealing Ordinance No. 51, passed March 10, 1958•",. be adopted. The President asked- that the roll be called on themotion and upon the roll being called the following Trustees:spoted'"AYE": Angeiotti, Burke, Carroli, Grindel, Patzer and Scharringhausen; °NAY": Noue. Whereupon -the President declared:'-the motion carried. The Village Clerk read ,a letter from the State of Illinois, Depart:aent of, Revenue,.. Springfield, Illinois dated March .102 1959 signed by Richard J. Lyons, Director of Revenue, advising that the amount of $313.77 Mould •be remitted to the,`Vil3age for. the Municipal Tax collected for the month of December., 1958- The Village Clerk read a notice from the State of Illinois,: Department of Public . Works and Buildings, Division of Highways, dated March 14,' 1959 regarding the Motor..Fuel TaxiAllotment.'for the month-of February 'in the amount of X51,:2$5.82. The Village Clerk .read Approval No.. 134-1959 dated March: 10, 1959. received from. the State of Illihois, :Department of Public Health, Division of Sanitary Engineering, approving plans and specifications for the proposed improvements"to ioaterworks; including-watermain extension, for Elk Grove Village Section III. This-'approval was placed in the Village files. The Village Clerk read Approval No. 135-1959 dated March 10, 1959 received from , the State of Illinois, Department of Public Health, Division of Sanitary Engineer- ing,, approving plans and: specifications for the proposed improvements to water- works; including watermain extiension, for Elk 'Gro#e Village Section VII. This approval- was placea.in the Village files. The Village Clerk read a letter from the Church of the Good Shepherd dated'March 239 1959 and signed by James R. Gibson, Church Council Chairman, requesting t4a't a. policeman be assigned to the Rupley School on Sunday mornings- to'.dir.ect traffic caused by the church services (Church of the Holy Spirit and Church of-:the Good Shepherd) held in the .school. 3.: 3/23/59 I The matter of obtaining. a policeman to direct traffic, in front of the Rupley School on Sunday morning was referred to the Fire and Police Committee. - .The Village Clerk read a letter from the Elk Grove Village Homeowner's Assn. dated.N,arch ", 1959-and signed by Burt Person,. President, regarding the bad road conditions. - I It was moved by' Trustee Burke and seconded by Trustee S'charringhausen that the Streets. and Sewers Committee write a letter -to the County Commissioner requesting repair of the streets. The motion;was voted upon by acclamation. Whereupon the President declared the motion carried. . i The Village Clerk read a letter from 'the Elk Grove Village Homeowner's Assn. li dated March 14, 1959 and signed by Burt Person, President, commending the Village for their prompt and efficient snow removal during the past winter. The Village Clerk read a memo from Illinois Municipal Weague regarding the Legislative Bulletin sent to the Clerk df- each member msnicipality. Additional . copies of the Bulletin will be supplied- hereafter for a charge of $5.00 each. The Electoral Board met according to law and all -were present whowere involved. After due discussion the decision was unanimous to sustain. all the;:minting petitions, therefore, the names of the candidates -objected to would.Appear on, the ballot. kr. Hartshorn, A Village resident., rose to request help in .passing:, out leaflets to advertise the Easter Egg Hunt to be held on March. 28;in BussetiWoods. President Hodlmir introduced to the Board of Trustees the new-Temporary Consult- . i ing Engineeii for the Village, Mr. Edward Fletcher. ' It was moved by Trustee Angelotti and seconded by Trustee Grind`el that the meeting adjourn. The motion Was voted' upon `by a..cclamation.
