President Charles A. Hodlma it called the meeting to order at 8:10 P.r:. at the Ira L. Rupley School in said `tillage and directed the Village Clerk to call the roll. Upon the roll being called the following "Trustees answered "PI SENT": Frank R. Angelotti, Morgan P. Burke, James L.: Carroll, Roger J. Fatzer, and Leonard A. Scharringhausen; "ABSENT": Laurence F. Grindel. also present at this meeting: Frank ?'. Opela, Attorney for the Village; Jack C. Michala, Secretary of the Plan Commission; Richard Hoffman, repre- senting the Elk Grove Herald; and residents of the Village of Elk Grove Village. It was moved by Trustee Scharringhausen and seconded by Trustee Carroll that the Minutes of a Regular meeting of the President and Board of Trustees held on February 23, 1959 and the Minutes of a.Special Meeting of the President and Board of Trustees held on February 27, - 1959, as submitted, be approved. The motion was voted upon by acclamation. iibereupon the President declared the motion carried. I Mr. Michala, Secretary of the Plan Commission, stated that he had checked into procuring an up-to-date plan map of the Village. The cost of such a map would be *250.00 to $300.00 and the size would be approximately 81 x 61 . It would be made in such a way that additional sheets showing annexations to the Village could be attached to the map, and thereby the Plan Commission can have a complete map of the area surrounding the Village and aid them in decisions concerning additions to the Village. Mr. Michals stated that the Plan and Zoning Committees would like authority to order such a map. It was suggested that more bids be obtained. before final decision be made to purchase a map. Mr. Michala also reported that the formal objections to the Trailer House Court and the filling station at the corner of Biesterfield were filed at the Zoning Hearing which was held on February 26, 1959. Letters of protest stating reasons for objections must be filed by March 10. � It was moved by Trustee Carroll and seconded by Trustee Burke that � the Attorney be authorized to write letters of protest with respect to the application. for a gas station at Biesterfield and Arlington Heights Roads and the Trailer House Court on Higgins Road near Oakton. The President asked that the roll be called on the motion and upon the roll being called the following i Trustees voted "AYE": Angelotti, Burke, Carroll, Patzer, and Scharringhausen; "NAY": done; "ABSENT": Grindel. Whereupon the President declared the motion carried. The President stated that in the afternoon a Committee went to the Home and Garden Flower Show to accept a plaque from the Home Builders Association of :. Chicagoland, who voted Elk Grove Village "The Most Progressive Villagers. Trustee Carroll, Chairman of the Finance Committee, presented and read' ten j (10) invoices .to be approved for payment. The total amount of the invoices is $813.58• It was moved by Trustee Burke and seconded by Trustee Scharring- hausen that the following invoices be approved for payment: 1• 3/9/59 I Industrial Office Supply Co. - 2/23/59 - #26736 ?gasters for Minutes 8.55 Illinois Bell Telephone. Police Car 1111.18 Motorola - Inv. #47590 - 2/25/59 - Maintenance 1 Mobile - ?March 7.70 Public Service Company - 3/2/59 - Street Lighting - February 711.36 TOTAL . . . $813.56 The President asked that the roll be called on the motion and upon the roll being called the following Trustees voted "AYE": A ngelotti, Surke, Carroll, Patzer, Scharringhausen; "NAY": None; "ABS %1T": Grindel. whereupon the President declared the motion carried. Trustee Patzer presented the engineering plans for Section III, and recommended approval by the President and Board of Trustees. It was moved by Trustee Patzer and seconded by Trustee Scharringhausen that the engineering plans for Section III be approved subject to the approval of the temporary Engineer for the Village. The motion was voted. upon by acclamation. Whereupon the President declared the motion carried. Trustee Scharringhausen, Chairman of the Fire and Police Committee, presented the Police Activity Report for the month of February. This was placed in the Village Clerk's File. Mr. Opeka reported on the meeting with the Fire Protection District Corudttee regarding the disconnection of the Village from the Mount Prospect Fire Protec- tion district. Nothing may be done by the Village toward forming a fire depart- ment until the disconnection from the other protection is completed. After � disconnection the Mount Prospect Department would give service up to two years � or until the Village can take care of fire protection itself. i Trustee Burke presented and read a recapitulation of building Permits issued during the month of February, 1959, from Frank F. Scharringhausen. This report was placed in the Village Clerk's files. President Hodlmair submitted the names of Morgan P. Burke, as Chairman, Leonard A. Scharringhausen and James L. Carroll to constitute the Public Vehicle Commission to serve for one year as set forth by Ordinance No. 90, "AN OtUINANCE licensint- and regulating Taxi Cabs". It was moved by Trustee Carroll and seconded by Trustee Patzer that the Board of Trustees concur in the appointment of Morgan P. Burke, Chairman, Leonard A. Scharringhausen and James L. Carroll, members, of the Public Vehicle I Commission to serve for one year. The President asked that the roll be called on the motion and upon the roll being called the following voted "AYE": Trustees ! Angelotti, Burke, Carroll, Patzer, Scharringhausen, and President Hodlmair; "NAY": None; "ABSENT": Grindel. Whereupon the President declared the motion carried. President Hodlmair appointed Vincent Gagliano to the inspection committee of streets and sidewalks. This is the final appointment to this committee. Other appointments were made at meetings of February 9 and February 23, 1959. It was moved by Trustee Scharringhausen and seconded by Trustee Carroll that the Board concur in the appointment of Mr. Vincent Gagliano to the inspection j committee of the streets and sidewalks. The motion was voted upon by acclamation. Whereupon the President declared the motion carried. 2• 3/9/59 I The Village Clerk reported on the Registration taken in the Village March 2 and 3, 1959. There were 479 registrations on these d2ys which were added to the 813 previously registered in the Village. More registrations will be received from° the County Clerk's Office as registrations will be accepted by the County Clerk until March 23, 1959. The Village Clerk stated that Ex. Robert F. r er-,ing, a candidate for the office of Village Trustee, has filed objections to the nominating petitions of the following candidates: INDEPF.ITDENT PIONLER PARTY Roger J. Patzer Loren Edgard Lowing Charles P. *Smith Philip John Nash John J. Radzie, The "Objector's Petition" "Petition for Nomination" and "Statement of Candidacy- Statement of Loyalty" of the above named candidated were sent by Registered Mail.to Charles A. Hddlmair, Chairman of the Municipal Officer's Electoral Board. Mr. Opeka explained the Municipal Officer's Electoral Board consists of the Village President, Village Clerk and a senior member of the Board, and upon receipt of the objector's petitions, President Hodlmair gill call a meeting of the Electoral 'Board, said meeting must be held not less than three days nor more than five days after receipt of the objector's petitions. Mr. Opeka further stated the County Sheriff must deliver a summons to each candidate to appear at the meeting. President Hodlmair appointed senior member of the Board of `trustees, Leonard A. Scharringhausen to the Municipal Officer's Electoral Board. The Village Clerk read a letter from the Great Northern development Co., Inc. dated March 9, 1959, signed by Evan W. Stebbins, submitting for approval a plat of dedication for a public street of the westerly 45 feet as measured at � right angles, of Lot 2 (except the northerly 33 feet thereof, as measured at right angles) in Schnell's- division being a Subdivision in Section 21, Town- ship til North, Range 11, east of the Third Principal Meridian in Cook County, Illinois. ! It was moved by Trustee Carroll and seconded by Trustee Patzer that the plat of dedication be referred to the Plan Commission for study. The motion was voted upon by acclamation. Whereupon the President declared the � motion carried. The Village Clerk read a letter from the Auditor of Public Accounts enclosing i a copy of a bulleting entitled "Municipal Audit Reports". The bulletin out- lines certain required features of audit reports. The letter and bulletin were placed in the-Village Clerk's files. I The Village Clerk read a notice of a Seminar for Safety to be held on April 30, '!ay 1 and 2 in Springfield. The notice v.-as given to Trustee Scharringhausen for the FYre and Police Commission to study. It was moved by Trustee Burke and seconded by Trustee Scharringhausen that Mr. Ed Fletcher be made Consulting Engineer for the Village until May 1, 1959 with a compensation not to exceed $25.00 per month and will require that he attend one meeting per month. The President asked that the roll be called and upon the roll being called the following voted "AYE": Trustees Angelotti, Burke, Carroll, Patzer, Scharringhausen, President Hodlmair; "NAY": Mone; "ABSE+vT": Grindel. TW.'hereupon the President declared the motion carried. President Hodlmair stated that a complaint was received about the odor coming from the garbage dump located between Bisner Rd. and Highway 53, south of Cosman Rd. There was a request from a home owner living near the dump asking. . if the Village can help him get rid of the smoke and filth caused by the garbage dump. Several home owners in the Village also voiced complaints- of 0 the odor and smoke caused by the garbage dump. I I 3. 3/9/59 f President Hodlmair asked the Board as a Com-iittee-of-the-Whole to make a study of this problem. Several associations :will help in an attempt to alleviate the health problem. The President and Board of Trustees as a Committee-of-the-Whole are to meet at 3:00 F.M. Tuesday, 14arch 10, 1959, to inspect the garbage dump. It was moved by Trustee Angelotti and seconded by Trustee Burke that this meeting be adjourned to Tuesday, March 10, 1959, at 4:00 P.114. The motion was voted upon by acclamation.
