PRESIDENT AND BOARD OF .TRUSTEES OF
THE VILLAGE OF ELK GROVE VILLAGE,
,ILLINOIS, EW ON FEBRUARY 23, 1959•
President Charles A. Hodlmair called the meeting to order at 5:1:0 P.M. at the
Ira L. Rupley School in said Village and directed the Village Clerk to call
the roll.
Upon the roll being called the following Trustees answered "PnSENT": Frank R.
Angelotti, James*L. Carroll, Laurence F. Grindel, Roger J. Patzer, and Leonard
A. Scharringhausen; •AB SSHT": Morgan P. Burke.
Also present at this aseting: Frank M. Opeka,. Attorney for the Vil.l. ge;. Jack C.
Michala, Secretary of the Plan Commission; FAvard Clifford, Police Chief; R. J.
Seitz of Public Service Company; Frank Sebarringhausen, Acting Building Supt,
Edward J. McCabe of DeSoto B. McCabe & Associat@s; Richard Hofftoan. representing
the Elk Grove 8erald; and residents of the Village of Elk Grove Village.
It was moved by Trustee Scharringhausen and seconded -by Trustee Grindel
that the Minutes of a Regular Meeting of the President and Board of Trustees held
on February 9. 1959, as submitted, be approved. The motion was voted upon by
acclamation. Whereupon the President declared the motion carried..
Jack Michala, Chairman of the Zoning Board of Appeals of Elk Grove Village,
reported that he had received three County Zoning Legal Not ice- of Public Hearing
in Elk Grove Township.. hearings to be held on February 26. 1959 at 8:15 P-M- at
the Mount Prospect Village Hall, Mount Prospect, Illinois.
Mr. Opeka stated that the Village should immediately goon record with reference
-to the property to be used for a house trailer court to either accept or refum"
It was ,coved by Trustee Anigelotti and seconded by Trustee Carroll that
the President and Board of Trustees of the Village of Elk Grove object to- the
rezoning for Special Use for a House Trailer Court, the property, (approximately i
10-1/2 acres) located on the west side of Higgins Road, approximately 1423 feet
south of Oakton Street in Elk Grove Township and ask for- leave until March 10,
1959, to submit a formal objection. The motion was voted upon by acclamation.
`,hereupon the President declared the motion carried.
The property locate& on the southwest corner of Central Road and Busse Road in
Elk Grove Township is not in the one and one-half mile radius of the Village
therefore the Village has no jurisdiction over this rezoning. The notice of the
rezoning of the property located on the southwest corner of Arlington Heights Road
and Biesterfield Road in &lk Grove Township was to be turned over to the property
owners for consideration.
Trustee Carroll, Chairman of the Finance Committee, presented and read five (5) i
invoices to be approved for payment. The total amount of the invoices $70.01.

The President asked that the roll be called on .the motion and upon the roll being
called the following Trustees voted "AYE": Angelotti, Carroll, Grindel, Patzer.

the motion carried.

Village write a letter to the Veterans-Administration-that the Village will
accept for maintenance the streets and.parks within the Village as each Section
thereof -has been satisfactorily completed and accepted by. the Village. The

motion vas voted upon by acclamation. Whereupon the President declared the
motion carried.
Trustee Grindel. Chairman of the Streets and Severs Committee., presented the
engineering plans for Lunt Avenue Centex Industrial Park Improvements. and
recommended approval to the President and Board of Trustees.
It was moved by Trustee Grindel and seconded by Trustee Pat.zer that
the Village approve the engineering plans for Lunt Avenue Improvements. The
motion was voted upon by acclamation. Whereupon the President declared the
motion carried.
Trustee Grindel, also presented engineering plane for Section 7, and recommended
approval by the President and Board of Trustees.
It was moved by Trustee Grindel and seconded by Trustee Scharringhausen
that the Village accept the engineering plans for Section 7 in Elk Grove Village.
The motion was voted upon by acclamation. Whereupon the President declared the
motion carried.
Trustee Grindel than presented the engineering plans--for Tonne Road Improvements
and recommended approval by the'President and Board of Trustees.
It was moved by Trustee Grindel and seconded by Trustee Angelotti that
the Village approve the engineering plans for Tonne Road Improvements subject to
necessary annexations of land and streets. The motion was voted upon by
acclamation. Whereupon the President declared the motion carried.

Trustee Grindel then presented the Plat of Section 3 Village of Elk Grove.
I.t was 'moved by Trustee Scharringhausen and seconded by Trustee
Angelotti that the Plat of Section 3 Village of Elk Grove be -referred to the
Plan Commission for study and report before adjournment of this meeting. The
motion was voted upon by acclamation. "Whereupon the President declared the
motion carried.

President Hodlmair appointed .hr. Karl F. Marshall to the inspection committee of
streets and sidewalks. Other appointments were made at the meeting of nbraary
9. 1959•

It van moved by Trustee Grindel and -seconded by Trustee Pater that the. �
Board of Trustees concur in the appointment of lir. Earl F. Marshall to the
inspection committee of the Streets -and sidewalks. The motion was voted upon by
acclamation. Whereunon .the President declared the motion carried.
Trustee Scharringhausen, Chairman of the Fire and Police Committee, reported on =. !
the parking at the "No Parking" signs during church,-services at the Ira L.. Rq),,JgY- '
School on Sundays. A discussion followed regarding;,-they various gays. to ,remedy
the situation of parking in the "No Parking. ares ,s.
It was moved by Trustee Grindel and seconded by Trustee Sabarringhanaen
that -the attorney be authorized to prepare an amendment to the 0akton. Street
Ordinance .on the recommendation of 'the Street and Severs Committee and the Fire
and Police Committee. The President asked that the roll be called on the motion,
and upon the roll being called the following Trustees voted "AYE": Angelotti,
Carrell. Grindel. Patzer 'acid Scharringhausen, "NAY": None. Whereupon the
President declared the motion carried.
A discussion followed regarding the snow removal ordinance.

It was reported that the Building and Police Departments have moved .to their new
location at 780 Tonne Road, Elk Grove Village.

The Village Clerk read a letter from the United Air Lines dated February-13. 1959•
Eby Mrs. Marion.Ro. Herzog, requesting a brochure on the Village of ilk Grove
supplying its history,, industries, population,, limits and any other pertinent
'information about the Village. The Village Clerk gave copies of this letter to
President Hodlmair and Trustee Angelotti, Chairman of the Public Relations
Committee in order that the above request may be granted.
The Plan Commission returned from their meeting to study the Plat of Section 3.,
and recommended that the Board accept the Plat of Section 3 -as submitted.
It was moved by Trustee Grindel and seconded by Trustee .Carroll, that :the
Plat of Elk Grove Village - Section 3 be approved and .the,Predident and.-Clerk be
directed to sign the plat.. The motion was voted.upon by acclamation. Vfhereupon
the President declared the motion carried.
President Hodlmair asked the Board's approval of the' appointment of,Rcg4r-J:"
Patzer as Village Representative on the Northeast.Regiaaal Planning commission.
It vas moved by Trustee Sche ringhausen and seconded by Trustee -Grindel
that the Board approve the appointment of Roger J. ?atter. as Villege� 8eprosentati*e
on the Northeast Regional Planning Commission., The President asked that the, roll
be called on the motion -and upon the roll being called the following Trustees and
President Hodlmair voted "AYE": Trustees Angelotti, Carroll, Grindel.: Patzei and
Saharringhausen;. .Presideni Hodlmalr; "NATO: Nonethereupon the President
declared the motion carried.
The Village Clerk presented a resolution establishing the election precincts.;
designating polling places and appointing Judges for the regular. election to:be
heldApril 21. 9 - The Village Clerk recommended that each Judge receive
. 1 ry9.
$15.00 compensation._
It was moved by Trustee Schesringhausen and seconded by Trustee Patzer
that the compensation for the Judges of Election of the regular municipal electYon
on April 21, 1959, be established at .$15.00 each. The President asked. .that the roll
be called on the motion and upon the roll being culled the following Trustees i
voted "AYE": Angelotti. Carroll, Grindel, Pater and Scharringhausen;. ."9AYe::. Bone. i

The Village Clerk read the following names of the Judges of Election to be �

It was moved by Trustee Pataer and seconded by trustee Carroll .that.'
Resolution 3-59. "RESOLUTION establishing election precincts, designating
polling places and appointing Judges for the r$gular election to be held
April 21, 19590,- be adopted. The President asked that the roll De called on
the motion, and upon the roll being .called the following Trustees voted "AYEA::
Angelotti,. Carroll, Grindel, Patser and Scharringhausen; "NAY"; None, `
Whereupon the President declared the motion carried.
Mr. Opeka asked if the Village had access to voting booths for the polling places.
He advised that four booths and one ballot box was necessary for .each polling
place. If the ballot box is not a large one, then two boxes will be needed.
President Hodlmair stated that the ballot boxes used by the. Village are large
enough to accommodate the votes at each polling place.

It was moved by Trustee Grindel and seconded by Trustee Angelotti that
the Attorney for the V1114e be authorized .to prepare the necessary resolution or
ordinance to take over the construction .and reconstruction and maintenance of
Tonne Road within the Village of Elk Grove Village. The President asked that the,
roll be called on, the motion and upon the roll being called. the,foll:owing Trustees
voted 'aAYS".: Angelotti;. Carroll, Grindel.. Patzer and Schar
rnghausen;' "HAY": Hose.
"ABSENT": Burne. Whereupon the President declared the motion carried.

The pillage Clerk read a letter dated- February 10.. 1959: from DeSoto B: McCabe
& Associates,- stating that the improvements in Pratt Blvd., from Route 93 to
York Road Blvd. from Pratt Blvd. _north to the railroad'and in Scott
Street within the Higgins Road Commercial. Subdivision had been satisfactorily
completed and recommending •that. the-Viilage accept the above improvements for
mainienance �upon receipt from Centex Construction Company, Ince,,.of a :ggaraaty for
: a period .of .one year against faulty workmanship or materials,. .exclusive of
ordinaiy- depreciation.
It was moved by Trustee Scharringhaiisen and seconded .by Trustee
Angelotti that tae Attorney-be authorized to prepare a resolution -in.==ection.
with the acceptance of the improvements of Prasz B2vd... from Route 83 to York Road
and Nicholas Blvd. from Pratt Blvd. north to the railroad and in Scott Street
within the Higgins Road Commercial Subdivision. The President asked that the rail
be called on the motloae and upon the roll being called the following Trustees.

Whereupon the President declared the motion carried.
The Village Clerk presented and read a letter dated February 21! 1959,, _f'rom DeSoto
B. McCabe & Associates regarding the-improvewmts in Sections 3 and .7 and.Ton$s
Road. This matter van taken care of-earlier in the peeting..
The Village Clerk read a letter dated February 10 .1959, from DeSoto B. McCabe
& Associates, regarding a Plat of Vacation of part of the 50'' drainage.dedication
serving a portion of Centex Industrial Park. Frank Opeka stated that the Village
had no Jurisdiction over this matter. A discussion followed after which Mr. Opeka
said he would check on this natter and report at the next meeting.
The Village Clerk read a letter from the State of Illinois, Department of Revenue,
Springfield,- Illinois, dated February 10. 1959.. signed by Richard.J. Lyons,-
Director of Revenue, advising that the amount of $1,215.88 'would b'e remi:tted. to
the Village for the Municipal Tax collected for the month of Hovembdr, J.959.
The Village Clerk read a notice from the State.of Illinois, Department of Public
Works and Buildings. Division of Highways, dated February 12, 1959, regarding the
Motor Fuel Tax Allotment for the month of January in the amount of $1.0,549.1o..
The Village Clerk read a letter from the Cook County Department :of Public Health,
dated February 16, 19599 regarding water samples., The notice declared the water
safe to drink.
The Village Clark read a letter from the Girl Scout Council. of Northwest Cook
County dated January 5, 1959t signed by Ruth Crawford, Chairman of the •Fiaance
Committee, regarding the 1959 Girl Scout Cookie Sale to be conducted April 10
through April 24s, 1959. The Council requests official Village approval of the
Cookie Sale in the Pillage of Elk Grove Village.
It was moved by Trastee Seharringhaasen and Seconded by Trustee Angelotti
that the Village grant permission to the Girl Scouts of America to conduct the
Cookie Sale in the Village of Elk Grove Village, April 10 through April 24. The
motion was voted upon by acclamation. Whereupon the President-declared the motion
carried.

Elk Grove Village. As you -know, we have been serving gratuitously
since the inception of the Village, and we believe the Village is
now in a position-to appoint an engineer in .the capacity of Village
Engineer for the purpose of review and inspection of streets and
drainage improvements.- j

Company in design, stake-out; and supervision of improvements within
the Village. If we can be of further sergice -to the Tillage in any

to date, such as Zone Yap, Village Map.. and :Master Plasis, will be
furnished to the Village free upon request,
It has been a pleasure serving as your first Engineers, and we trust
that we may be of some help in furthering the aims of the Village
in Basking this the outstanding Village in Illinois, of which we may

Aagelotti that the Village of Elk Grove Village accept the resignation-of DeSoto
Be McCabe & Associates aa Engineers for the Village. The President asked that

It was moved by Trustee. Scharringhausen and seconded by Trustee X351.
that the Board concur in the appointment of the Baard. of Trustees as a Cu�i.t-tea
of-the Mole to consider applications for the appointment for Billage -&Cineer or
Engineer for the Village. The motion was voted upon-by acclamation. Whereagon
the President declared.the motion carriede,
