President Charles A. Hodlmair called the meeting to order at 8:25 P.M. at the
Ira. L. Rupley School in said Village and directed the Village Clerk to call
the roll.
Upon the roll being called the following, Trustees answered "PRESEPdT'i: Frank R.
Angelotti, tdorgan P, Burke, James L. Carroll. Laurence F. Grindel, Roger J.
Patzer, and Leonard A. Scharringhausen; "Ai3SKIT": None.
Also present at this meeting: Jack C. Michala, Chairman of the Zoning Board of
Appeals; dward Clifford. Police Chief; John Corris, representing the .Elk Drove
Herald; and residents of the Village of Elk Grove Village.
It was moved by Trustee Patzer and seconded-by Trustee Scharringhausen
that the tiinutes of a Regular '.fleeting of the President and Board of Trustees
held on January 12. 1959 and the 'minutes of a Regular Meeting of the President
and Board of Trustees held on January 26. 1959, as submitted, be approved.. The
motion was voted upon by acclamation. rnereupon the President declared the
motion carried.
Jack lflichala, Chairman of the Zoning Board of Appeals of Elk Grove Village.
-reported that he attended the Cook County Zing Public Hearing held on January
29. 1959 in the Mount Prospect Village Hell. This meeting covered two rezoning
eases: Appeal No. 1988 and Appeal No. 2004.
Appeal No. 1988: the property involved consists of approximately, 20 acres..
located on the northwest corner of ?Amhurst Road and Oakton Street in 1,01k Grove
Township, to be rezoned from its present classification as the r(P�trraiiig)
District to the I-1 (Light Industry) District. Mr. Michala advised that the
Ohio Oil Company requested this rezoning to permit a tank farm.
Appeal No. 2004: The property involved consists of approximately 51 acres,
located on the west side of Lineman Road between Dempster Street and Algonquin
Road in Mk Grove Township, to be rezoned from its present classification as
the F (Farming) District to the B-1 •(Business) District. Hr... tfichala .advised
this rezoning- is requested to permit United Airlines to construct an office
building. This building will accomodate up 0 3,.000 employees. Jack Michala,
Chairman of the Zoning Board of Appeals of Elk Grove recommends that the Village
of Elk Grove Village offer no objection to the rezoning of the aforementioned
properties. Mr. Yiichala also requested the Tillage Board to vote on the above
rezoning cases and a letter of recommendation be sent to the zoning Board of
Appeals of Cook County and a copy of the letter sent to Cook County Clerk's
office.
.Itwas moved by Trustee Burke and seconded by •11rustee Scharringhausen
that the Board of Trustees accept the recommendation of the Zoning Board of
Appeals of the Village of Elk Grove Village to offer no objection to the
rezoning of the properties described in Appeal No. 1958 and Appeal No. 2004.
The motion was voted upon by acclamation. Whereupon the President declared the
motion carried.
The Village Clerk read'the following letter:

Your Plan Commission has met and recommends the following:
1. Take the necessary steps to revise the Official Plan.
2. To adopt a Subdivision Control Ordinance.
Your Plan Commission has made this recommendation for the following reasons:
1. Our Official Plan does not show all the newly annexed industrial
properties.
2. The Plan Commission has no standards to go by when asked to approve
plats of subdivision.
j. The present Official Plan does not show all existing streets and
public ground:s;ur;thin the corporate limits of the village.
4. The present. Of°icial Plan does not show all contiguous territory
within one azid "one-half miles beyond Village limits anti not
included in any ramicipality.

Gentlemen:
As per your request, a public hearing was held after notice la the
-E k Grove Herald. Subject matter of rearing. approximately Twenty
(20) Acres at the Southwest Corner of Landneier Road and Tonne Road.
The Great Northern Development Co. made application for rezoning from
that of its present classification of R-3 ,6,000 square foot single
family dvelling district to that of B-1 Business- District the approximate
20 Acres listed above. Your Zoning Board of Appeals refuses this
application for the following reasons:
1. Insufficient testimony was received, at the hearing.
2. This Board believes this rezoning would not be for the
general welfare of the community.
3. This Board believes this rezoning would not necessarily aid
'the health, safety or morals of the community.
Your Zoning Board of Appeals therefore returns the application letter
and -Plat of Survey with our recommendation. Your zoning ,Board of Appeals
also submits a petition of surrounding property owners with our
recommendation.

Jack C. Miebala, Secretary of the Plan Commission, presented the Plat of
Annexation with a letter of recommendation that an ordinance annexing the land
and territory described in the petition for annexation of the Chicago Title and
Trust Company, under Trust No. 39909, read by the Village Clerk at the meeting
held on January 12, 1959, be adopted.
It was moved by Trustee• Scharringhausen and seconded by Trustee marke
that Ordinance No. 99 "All OR7J'ii MICE annexing certain lands to the Village of
.Elk Grove Village, Illinois", (the land and territory described in the petition
for annexation presented and read at the Regular Reeting of the President and
Board of 'Trustees .of the Village of Elk Grove Village, held on January 12, 1959.
The petitioner, Chicago Title and Trust Company,. an Illinois Corporation, as
Trustee under `:.'rust No. 39909 being the sole owner of record of the described
land and territory for annexation to the Village of B31k Grove Tillage) be
adopted. _ l'he President asked that the roll be called for a vote on the motion
and upon the roll being called, the following Trustees voted aAyE".: Angelotti.
Burke, Carroll, Grindel, Patzer and Scharringhausen; "NAY": None.. Whereupon
the President declaring that the ordinance having received the votes of two—
thirds of the corporate authorities, declared said motion carried and the

The Village Clerk read a letter dated February 6. 1959, from E. L. Trendel and
Associates, Inc., 1723 F. Verde Avenue, Arlington Heights, Illinois, requesting
the annexation of real estate to the Village of Elk Grove Village. A
preliminary subdivision plat, "Isle Lake Subdivision, Unit Iw_ waz also enclosed.
The above letter and plat of subdivision was referred to the Plan Commission for
study and recommendation.
The Village Clerk read the Treasurer's Pinancial Statement for the month of
January, 1959. shoring a cash balance on hand of A23,009.50 at February 1, 1959•

Trustee Grindel, Chairman of Streets ed Sewers Committee, discusEed with the
Board of Trustees the opening and cleaning of the 40 sewer inlets throughout
the Village.. Many of the inlets are clogged with ice and snow.
It. was moved by Trustee Scharringhausen and.. seconded by Trustee
Patzer that the Streets & Severe Committee be authorized to have the 40 sewer
inlets opened and cleaned. and a sum not to exceed $200.00 'to be expended..

The Village Clerk received Pe mit No. 10-17376 from the Department of highways
of the State of Illinois, for the construction of street returns kaovn as
Wildwood Road, Ridgewood Road, Forest Lane, and Oakirood Drive onto State Road
and Higgins Road in 111-k Grove Village. This was -placed in the Village file.
President tiodlniir appointed an inspection committee to determine the condition
of the streets and sidewalks in the Village and check the result of the winter.
Breather. Frederick Thulin, Charles Bonner and Frantz Scharringhausen were
alrnointed to serve on this committee under the supervision of Laurence F. Grindel,
Chairman. A budget not to exceed u100.00 is to be used for whatever technical
advice will be needed.
It vias moved by Trustee Burke and seconded by Trustee Carroll that the
Board of 'trustees concur in the appointment of Frederick nhulin, Charles Bonner
and Frank Scharringhausen as members, and Laurence F Grindel as Chairma..n of the
inspection_ committee of the streets and sidewalks, with a budget not to exceed.

Trustee Burke presented and read a recapitulation of Building Permits isaved
during the month of January, 1959, from Prank F. Sc_harringhausen. This report

:she Village Clerk advised receipt of a petition, February 2, 1959, for a
referendum as to whether or not a fire and police commission should be created,
the referendum to be voted upon at the Village Election to be held on April
21.. 1959•
In th-e absence of Prank i .. Cpeks, Attorney for the village., President Hod1mair
asked Mr. Richard Ahlgren to speak on the subject of a, lire and Police Commission.
Air. Ahlgren advised, if approved, the three—man commission will have the
resaonsibility of airing Fire and Police Officers and administering a pension
funs- amoung other duties.
It was moved by trustee Angelotti and seconded. by Trustee Grindel
that the meeting adjourn. The motion was voted upon by acclamation.
Whereuraon the President declared the meeting re&111arly adjourned. The
