HELD ON APRIL 25, 1960
The Acting Village Clerk called the roll at 8:15 P.M. at the Ira L. Ruple y
School in said Village. Upon the roll being called, the fo 11mring Trustees
answered "PRESENT:" James L. Carroll, Francis J. Dillon, Robert E.Harts-
horn, Leonard A. Scharringhausen, Charles P. Smith; James R. Young; "ABSENT:"
President Charles A. Hodlmair.
Also present at this meeting: Edward Hofert, Attorney for the Village;
Edward Clifford, Police Chief; Edward Fletcher, Engineer for the Village;
James Gibson, member of the Plan Commission; Evan Stebbins, representing
Centex Construction Company, Inc.; Richard Hoffman, representing the Elk
Grove Herald; and residents of Elk Grove Village.
it was moved by Trustee Smith and seconded by Trustee Carroll
that Trustee Scharringhausen be appointed President pro tem for this meet-
ing in the absence of President Hodlmair. The Acting Village Clerk called
the roll on the motion and upon the roll being called the following Trustees
voted "AYE:" Carroll, Dillon, Hartshorn, Scharringhausen, Smith, Young;
"NAY:" None. Whereupon the Acting Village Clerk declared the motion carried
and Trustee Scharringhausen took the gavel.
It was moved by Trustee Carroll and seconded by Trustee Young that
the Minutes of a Regular Meetirg held on April 11 be approved as submitted
and that the Board dispense with the reading thereof. The motion was voted
upon by acclamation. -Whereupon the President pro tem declared the motion
carried.
Trustee Carroll submitted 13 invoices, totaling $669.01 to be approved.
It was moved by Trustee Carroll and seconded by Trustee Young
that the following bills be approved for payment:

The President pro tem asked that the roll be called on the motion and upon
the roll being called the following Trustees voted 1°AYE:" Carroll, Dillon]
Hartshorn, Scharringhausen, Smith, Young; NAY: None. Whereupon the Presi-
dent pro tem declared the motion carried.
Trustee Scharringhausen reported that the Fire & Police Committee asks to
request Mr. Paul Speer to determine the bonding power of the Village and
then to contact owners of the property located at Tonne and Landmeier, as
a step toward purchase of the property for a Village Hall site. Mr. Hofert
recommended that prior to contacting the owners, the Village order an in-
dependent appraisal of the property*
It was moved by Trustee Scharringhausen and seconded by Trustee
Dill3n that the attorney be instructed to look into the matter of acquisi-
tion of the site located at Landmeier and Tonne Roads and to contact Mr.
Paul Speer regarding purchasing negotiations. The President pro tem asked

Trustee Scharringhausen requested the Acting Village Clerk to read quota
tions for a fire- siren which c•;ere submitted to the Fire Department. The

Carroll that the Board accent the bid for fire siren submitted by Great

It was moved by Trustee Hartshorn and se•nnded by Trustee Young
that the fire siren bi0s be referred to the Village Engineer for further
study and in order to arr-1-e at an estimated cost of installation. (where-
upon Trustee Scharringhausen removed :._s prior motion and Trustee Carroll

Trustee Scharringhausen requested that Trustee Dillon meet with a representa-
tive of Del Bianco to initiate plans for the construction of a municipal
building,
Trustee Scharringhausen brought to the attention of the Board the fact that
Fire Chief Mergens has been taking tire off from his employment, with no
compensation, to meet with various persons relative to Fire Department busi-
ness. This matter was referred to the Fire & Police Committees
In regard to the extension of Ridge Avenue to Devon, Trustee Young reported
that this area has already been dedicated; the matter of surfacing and
curbing has yet to be resolved.
In regard to the extension of Charing Cross Road south of Elk Grove Boule-
vard, Mr. Young called upon Vir. Egan Stebbins who reported that construction
is scheduled for this S,-,ring and that he would be able to furnish Trustee
Young with a more definite Cate within the week,
Trustee Young requested tnat the Act=ng Vila ge Cleric read a proposed
resolution for designation of-arterial streets under the Motor Fuel Tax
Law.
It was moved by Trustee Young and seconded by Trustee Dillon that
the prior reading rule be waived and that Resolution #4-60, "RESOLUTION FOR
DESIGNATION Or ARTERIAL S"'�_ETS UINDER THE 14OTM PUEL TAX LAW," be adopted.
The President pro tem asked that the roll be called on the motion and upon
the roll being called the following Trustees voted "AYE:" Carroll, Dillon,
Hartshorn, Scharringhausen) Smith, Yoi:-ng; "NAY:" Hone. Whereupon the Presi-
dent pro tem declared the motion carried; the resolution will new be sub-
mitted to President Hodlmair for annroval.
Trustee Young reported that Basic Products Corporation, Centex Industrial
Park, has drawn up a tentative agreenent whereby the Village would grant
Basic Products the right to cons-eruct over a dedicated drainage ditch.
It was moved by Trustee Young and seconded by Trustee Carroll
that President Hedlr.air be authorized to execute agreement between the
Village of Elk Grove Village and Basic Products Corporation, with the in-
clusion of a rider providing for approval of construction plans and speci-
fications by the Village Building Inspector and the Village Engineer, and
providing for payment of any applicable building permit fees. TI-:e Presi-

Trustee Young reported on a request, from a church located in the Village,
asking permission to ercQt four metal signs (21x31 ) at various locations
within the Village, adve_. tis ing location of the church.
It was moved by Trustee Young and seconded by Trustee Smith that
the Board grant permission to the Met; o<tist Church for placeent of 4
metal signs as requested, waiving a~ applicable fens - subject to approval
of the Police Chief. Auer further o_iscussion, Trustee Young removed his
motion and Trustee Smith removed his second, and the matter was referred to
the Plan Co--emission.
Trustee Your_c reported on an inspection tour made by Trustee Young, President
Hodlmair, and resident A. Castle, following the heavy rain on April 16. The
more serious conditions existed at:

It was moved by Trustee Dillon and seconded, by Trustee Scharring-
hausen that the Board concur in the recommendation outlined in P1r. Frank
Scharringhausen's letter of April 25, 1060, and a~inoint Albert C. bulla as
Deputy Building & Electrical Ins_::cctor. The President pro torn asked that
the roll be called on t he motion and upon the roll being called the fol-
lowing Trustees voted "A` E+t:" Carroll, Dillon, Fartshorn, Scharringhausen,
Smith, Young; "FAY:" Yon^ . Whereupon the President pro tem declared the
motion carried'.
Trustee Smith remind,3d e-.er7,one that beginnir..g on May 9 the Board roll con-
vene in Ridge School. Trustee Smith presented tentative pla• s for land-
scaping the Village par'=s, consisting of approxi.,.Lely 51500.00 in trees
and shrubs.
It was moved by Trustee Smith that the Acting Village Clerk be
instructed to seek competitive bids for labor and materials connected with
the planting of shrubbery and trees outlined in the tentative plans sub-
mitted to the Board. The motion received no second and was removed by
Trustee Smit`?.
It was moved by Trustee Hartshorn and seconded by Trustee Smith
that the Board authorize an expenditu:-e not to exceed '1500.00 for land-
scaping North and Mica,-.T Parks in the Village of Elk Grove Village, said
expenditure to cover the items of shrubbery and trees listed on the
tentative plans submitted to the Board, The President pro tem asked that
the roll be called on the motion and upon the roll being called the fol-
lowing Trustees voted "AYE':" Hartshr,-n, Smith) Young; "NAY:" Carroll,
Dillon, Scharringhausen, The vctes being tied 3 "AYE'S" and 3 "PLAYS:" the
motion was lost= (The landscaping plans were subsequently returned to
Trustee Smith)
Trustee Smith reminded everyone of t'_-n Fireman's Ball on April 29. Trustee
Smith commended the residents in the Elk Grove Boulevard area for their ap-
proach in treating the T.Lairage probl.em connected with the ditch..
Mr. James Gibson, mom?ier of the Plan Commission; requested the Acting
Village Clerk to read a letter dated April 25, written by Harold Scharring-
hausen, Chairman of the Plan Commission, relative to approval of Section 9:

Gentlemen:
We submit herewith the Plat of Subdivision- 6f Section Nine (9).
We recommend its approval, with the following stipulations:
1. The dedication of public lands by the developer as
evidenced by the attached letter':
2. Approval by the Village Engineer of those specifications
applying to streets and sidewalks; curbs and gutters;
sewers and storm drains; grading, especially as it pertains
to drainage, surface run-(ffs and swales; storm drains; fire
hydrants; other engineering features as related to the
development.
With related to the above, we recommend that the Village
Engineer apply the standards as contained in the Proposed
Subdivision Control Ordinance, except wherein compliance
would impose undue hardship upon the developer based upon
engineering specifications already drawn.
3. That approval is granted on the basis that the Proposed
Subdivision Control Ordinance, when adopted, will apply
retroactively to this Section Nine in all instances ex-
cept for exceptions permitted in (2) above.

The Acting Village Clerk also read the attached letter referred to in Mr.
Scharringhausents letter) written by Evan Stebbins and dated April 25:
"Honorable President and Board of Trustees
Village of Elk Grove Village, Illinois
Gentlemen:
We have met with the Planning Board several times regarding the
acceptance of Section #9 in Elk Grove Village.
As a result of these meetings, it has been mutually agreed that
Section #9 is acceptable if the following additional sites are
dedicated for public use. These additional sites are shown on the
plan attached in red i (placed in Village Clerk's files).

Trustee Young brought out the question of drainage swales, as pointed out
to him by Mr. Fletcher. The Plan Commission suggested that the Village
appoint an independent consultant engineer to make a determination on the
question of length of swales, if Mr. Fletcher and the engineer for Centex
cannot come to an agreement.
It was moved by Trustee Young and seconded by Trustee Carroll
that the Board concur in the recormendation of the Plan Commission and
approve the plat of subdivision of Section 9 subject to the approval of
the engineering plans by the Village Engineer. The President pro tem asked
that the roll be called on the motion and upon the roll being called the
following Trustees voted "AYE:" Carroll, Dillon, Hartshorn, Scharring-
hausen, Smith, Young; "NAY:" None. Whereupon the President pro tem de-
clared the motion carried.
In the matter of the Subdivision Control Ordinance, a meeting of the Board
as a Committee-of-the-whole was set for Thursday, Nay 5. In the matter of
the Tonne-Holzhauser rezonings, Mr. Bolger reported that he has a meeting
scheduled with President Hodlmair for Thursday, April 28.

The Acting Village Clerk requested.that the Plan Commission make their
recommendation as to the sales price of zoning maps; the Plan Commission
reported that they recommend the Board establish the price.
It was moved by Trustee Scharringhausen and seconded by Trustee
Dillon that the Board establish a sales price of 50¢ each for the small
zoning maps and X2.00 each for the large zoning maps. The motion was voted
upon by acclamation. Whereupon the President pro tem declared the motion
carried.
The Acting Village Clerk reported that in response to the Village 's request
for trenching and backfilling bids, only one bid was received.
It was moved by Trustee Young and seconded by Trustee Scharring-
hausen that the Village continue to advertise for bids for trenching and
backfilling; such bids to be opened at the Regular Meeting of the President
and Board of Trustees scheduled for May 9, 1960. The motion was voted upon

The Acting Village Clerk reported receipt of notice from the State Division
of Highways of March motor Fuel Tax allotment in the amount of $1,211.82
The Acting Village Clerk reported receipt of notice from the State Department
of Revenue of January Municipal Tax refund in the amount of 4;1,257.52.
The Acting Village Clerk read letter from Mr. F. Scharringhausen regarding
a plan-examining committee. This was referred to Trustee Dillon.
It was moved by Trustee Scharringhausen and seconded by Trustee
Dillon that the Board instruct the attorney to draft an ordinance outlining
a fee to be charged, and approval to be obtained, by the Village Engineer
for inspection of plans for all non-residential construction. The President
pro tem asked that the roll be called on the motion and upon the roll being
called the following Trustees voted "AYE:" Carroll, Dillon,Hartshorn;
Scharringhausen, Smith, Young; "NAY:" None. Whereupon the President pro
tem declared the motion carried.
The Acting Village Clerk read a letter from Evan Stebbins, dated April 14,E
addressed to the Board, relative to Village acceptance of streets and sewers
in Section 8, and requesting that the Board direct a letter to the Veterans'
Administration assuring acceptance upon completion of Section 8 in accord
with engineering plans and specifications.
It was moved by Trustee Young and seconded by Trustee Carrollthat
the Acting Village Clerk be directed to send a certified copy of. the minutes
approving Section 8, along with the letter drafted by Centex Construction
Company, to the Veterans' Administration. The motion was voted upon by
acclamation. Whereupon the President pro tem declared the motion carried.
The Acting Village Clerk presented a proposed ordinance previously presented
for -prior reading at the meeting of April 11, 1960„
It was moved by Trustee Scharringhausen and seconded by Trustee
Dillon that the Board pass Ordinance No. 132, "AN ORDI NANCE PERTAINING TO
THE CONSTRUCTION OF PUBLIC IMPROVENENTS BY PRIVATE CONTRACT AND AICNDING
SECTION 4 OF ORDINANCE NO. 118." The President pro tem asked that the roll
be called on the motion and upon the roll being called the following Trus-
tees voted "AYE:" Carroll, Dillon, Hartshorn, Scharringhausen, Smith, Young;
"NAY:" None. Whereupon the President pro tem declared the motion carried.
This ordinance will now be submitted to President Hodlmair for his approval.
The Acting Village Clerk brought up a proposed ordinance presented for prior
reading at the meeting of April 11, 1960.
It was moved by Trustee Scharringhausen and seconded by Trustee
Dillon that the Board pass Ordinance No. 133, "AN ORDINANCE ADOP^lING REVISED
OFFICIAL PIAN MAP AS PART OF OFFICIAL PLAN AND AiiENDING SECTION 3 OF
ORD INA NCE NO. 9." The President pro tem asked that the roll be called on
the motion and upon the roll being called the following Trustees voted "AYE:"
Carroll, Dillon, Hartshorn, Scharringhausen, Smith, Young; "NAY:" None .
Whereupon the President pro tem declared the motion carried. The ordinance

The Acting Village Clerk brought up the matter of a proposed resolution
presented for prior reading at the Meeting of April 11, 1560.
It was moved by Trustee Scharringhausen and seconded by Trustee
Dillonthat the Board adopt Resolution No. 5-60, entitled, "RESOLUTION
AUTHORIZING THE EXTENSION TO ELIGIBLE EMPLOYEES OF FEDERAL OLD AGE AND
SURVI71OR INSURANCE BENEFITS." The President pro tem asked that the roll
be called on the motion and upon the roll being called the following Trus-
tees voted "AYE:" Carroll, Dillon, Hartshorn, Scharringhausen, Smith,
Young; "NAY: " None. Whereupon the President pro tem declared the motion
carried. The resolution will now be submitted to President Hodlmair for
his approval.
The Acting Village Clerk read a letter from Laurin, Schultheis & Pepper,
Arlington Heights, the Certified Public Accounting firm which conducted
the Village audit last year, regarding audit of the Village records for
the fiscal year ending April 30, 1960.
It was moved by Trustee Carroll and seconded by Trustee Schar-
ringhausen that the Acting Village Clerk be directed to write to Laurin,
Schultheis & Pepper, Arlington Heights, authorizing theca to condcet the
audit of the records of the Village of Elk Grove Village for the fiscal
year ending April 30, 1960. The President pro tem asked that the roll be
called on the motion and upon the roll being called the following Trustees
voted "AYE:" Carroll, Dillon, Hartshorn, Scharringhausen, Smith, Young;
"NAY:" None. Whereupon the President pro tem declared the motion carried.
The Acting Village Clerk reported redeipt of sanitary analysis report from
the Cook County Dept. of Public Health, stating that water taken from
various locations within the Village proved safe to drink upon adequate and
continous chlorination.
The Acting Village Clerk reported receipt of certified copy of an Order
en tered by the-Illinois Commerce Commission on April 19, 1960, relative to
application of the Illinois Bell Telephone Co. for authority to revise the
metropolitan service offerings in the Arlington Heights, Elk Grove, Franklin
Park, Glenview, Oak Park, River Grove, Skokie, and Wheeling exchanges
(#46644.) This will be placed in the Village Clerk's files.
It was moved by Trustee Carroll and seconded by Trustee Dillon
that the meeting be adjourned. The motion was voted upon by acclamation.
