Hodlmair called the meeting to order at 8:06 P.M. at the Ira. L. Rupley school in said Village and directed the Village Clerk to call the roll. Upon the roll being called the following Trustees answered "Present:" James L. Carrcll, Francis J. Dillon, Robert E. Hartshorn, Leonard A. Scharringhausen, Charles P. Smith, James R. Young; "Absent:"None. It was moved by Trustee Carroll and seconded by Trustee Scharring- hausen that the Minutes of a Regular Meeting held on February 27, 1961, be approved as submitted and that the Board dispense with the reading thereof. The motion was voted upon by acc h mation; whereupon the President declared the motion carried. Engineer Fletcher reported having studied the Elk Grove Boulevard plan sub- mitted by Messrs. T. Hamilton and J. Snyder, stating that the plan has merit but fails to solve the problems, 4: Groundcover plants - difficult to get sufficient growth to prevent weeds fPom coming through, mostly due to damage by the salt used in snow removal operations. Even if good growth is attained, presents a problem of trapping debris. Rustic-type fence - has been opposed to tight fences; the type suggested here may meet qualifications. Grating on Culverts - Will present a problem in that it is impossible to design a grating which will deflect all the debris to allow proper drainage flow. Mr. Fletcher reported that the proper solution of the ditch lies in tiling same which will cast approximately y110,000. for the area from Victoria to Tonne Roadq of which the Village may be able to get 50% reimbursement from Motor Fuel Tax funds. Engineer Fletcher reported that he has written to the State Highway Department asking help in finding a source of revenue. At the request of Trustee Yorz,`,, the Village Clerk read his report, dated Ma rch 13, 1961, covering the Elk Grove Boulevard problem and suggested solutions, requesting that the Board authorize the Engineer to make a final study of the problem and that the Finance Committee make a study of the Motor Fuel Tax fund situation. President Hodlmair appointed Engineer Fletcher as Chairman of a special committee to coordinate efforts for the solution of the problems created by Elk Grove Boulevard design, and urged all persons interested assisting with the solution to contact Mr. Fletcher. President Hodlmair requested that the potential danger of a misturn into the ditch be considered along with the problems previously discussed. It was moved by Trustee Young that the Board concur in the appoint- ment of Engineer Fletcher as Chairman of a special Committee tj coordinate efforts for the solution of the problems created by the design of Elk Grove Boulevard. After further discussion, Mr. Young withdrew his motion. Engineer Fletcher indicated he would like to meet with the Committee, re- garding street lighting for Centex Industrial Park; that he is in contact with the Public Service Company regarding street lighting at Landmeier and Higgins; that the Tonne Read street lighting program plans are complete. Attorney Hofert, in reporting on the Pioneer Trust case, stated that he and Messrs. E. Lewy and C. Hodlmair approached the County Board regarding the intention of the Village to Appeal the decision of Judge Roberts and indi- cated the importance of the County appealing as well. Mr. Hofert stated that the County Board would have a meeting on this on March 1.4 and that he would report further to theVillage Board at the meeting scheduled for March 27. Attorney Hofert reported the a7 mpletion of ordinance drafts regarding (1) establishment of pension plan; (2) establishment of precincts and polling places for the municipal election; (3) providing for a special election for a recreation program. Mr. Hofert stated that the preparation of the latter ordinance was due to a petition having been signed by at least 10% of the electors of the Village of Elk Grove Village requesting such a program. At this time, Mr. Robert Beaupre, Chairman of the Park Committee, formally presented the said petition, bearing approximately 3LO signatures. -1- (Reg.) 3/13/61 Mr. Hofert reported having received a copy of a proposed consent decree, prepared by special counsel Mr. Herbert Stoffels in the Bolger case, which he has thoroughly discussed with Mr. Stoffels. The ordinance rezoning the property in question will be ready for the next Board meeting, if authorized by the Board. It was moved by Trustee Young and seconded by Trustee Scharring- hausen that the Board authorize Attorney Hofert to prepare an ordinance in the Bolger case, in compliance with the Judge's Decree entered. the Presi- dent asked that the roll be called on the mct'_"on and upon the roll being called the following Trustees voted "AYE:" Carroll, Dillon, Hartshorn, Scharringhausen, Smith, Young; "NAY:" None. Whereupon the President declared the motion carriad. Attorney Hofert reported that the objections to the special use of property located at Busse and Golf have been turned over by the County Board to the County Zoning Board of Appeals, who have yet to make a final recommendation on the matter. Attorney Hofert reported that the individual involved in a suit over the terms of the solicitor's has indicated his agreement to comply, and recommended that the Village dismiss the suit. Attorney Hofert reported having met with the Police Chief, regarding Police-Press policy, and has an appointment to meet with the Press regard- ing same. The Village Clerk presented to the President and Trustees the names of all applicants for judging at the municipal election on April 18, listed in the order of their response to the request for help. It was moved by Trustee Young and seconded by Trustee Dillon that the Board appoint as Judges of Election for April 18 the first five applicants in each of the three precincts, with the sixth applicant in precincts 1 and 2 being approved as alternates for precincts 1, 2, or 3, subject to qualification by the Village Clerk. The President asked that the roll be called on the motion and upon the roll being called, the following Trustees voted "AYE:" Carroll, Dillon, Hartshorn, Scharring- hauser., Smith, Young; "NAY:" None. Whereupon the President declared the motion carried. Ths Village Clerk read a proposed ordinance entitled: "AN ORDINANCE CALLING FOR A REGULAR ELECTION OF OFFICERS OF THE VILLAGE OF ELK GROVE VILLAGE ON TUESDAY, April lit, 1961." I It was moved by Trustee Young and seconded by Trustee Dillon that the Board waive the first reading rule with respect to the ordinance just presented. The President asked that the roll be called on the motion and upon the roll being called the following Trustees voted "AYE:" Carroll, Dillon, Hartshorn, Scharringhausen, Smith, Young; "NAY:" None. Whereupon the President declared the motion carried. It was moved by Trustee Dillon and seconded by Trustee Carroll that Ordinance No. 161, entitled "An Ordinance Calling for a Regular Election of Officers of the Village of Elk Grove Village on Tuesday, April 18, 1961," be adopted. The President asked that the roll be called cn the motion and upon the roll being called the following Trustees votod "AYE:" Carroll, Dillon, Hartshorn, Scharringhausen, Smith, Young; "NAY:" None. whereupon the President declared the motion carried. It was moved by Trustee Dillon and seconded by Trustee Carroll that the Judges of Election appointed for the regular election on April 18 be paid the sum of $25.00 for the performance of such duty. The President asked that the roll be called on the motion and upon the roll being called the following Trustees voted "AYE:" Carroll, Dillon, Hartshorn, Scharring- hausen, Smith, Young; "NAY:" None. Whereupon the President declared the motion carried. The Village Clerk presented a proposed ordinance entitled "An ORDINANCE PROVIDING FOR A SPECIAL EIE CTION FOR A RECREATION.PROGRAM FOR THE VILLAGE OF ELK GROVE VILLAGE." -2- (Reg.) 3/13/61 It was moved by Trustee Dillon and seconded by Trustee Scharring- hausen that the Board waive the first reading rule with respect to the ordinance just presented. It was moved by Trustee Dillon and seconded by Trustee 5charring- hausen that Ordinance No. 162, entitled "AN ORDINANCE PROVIDING FOR A SPECIAL ELECTION FOR A RECREATION PROGRAM FOR THE VILLAGE OF ELK GROVE VILLAGE," be adopted. The President asked that the roll be called on the motion and upon the roll being called the following Trustees voted "AYE:" Cario 11, Dillon, Hartshorn, Scharringhausen, Smith, Young; "NAY:" None. Trustee Hartshorn reported having conversed with Mr. Black regarding acqui- sition of the water and sewer company, and that progress is being made. Trustee Scharringhausen reported that written specifications for a fire apparatus tanker have been completed, in accord with the Cook County inspec- ticn Bureau recommendations, It was moved by Trustee Scharringhausen and seconded by Trustee Carroll that the Village Clerk be authorized to advertise for bids for one 11000 gallon Fire apparatus tanker, bids to be opened at the regular meeting scheduled for March 27, 1961, and that specifications for same be available at the office of the Village Clerk. The President asked that the roll be called on the motion and upon the roll being called the following Trustees voted "AYE:" Carroll, Dillon, Hartshorn, Scharringhausen, Smith, Young; "NAY:" None. Whereupon the President declared the motion carried. Trustee Scharringhausen reported that the Fire and Police Commission have held the examination for lieutenant of police, as authorized by the Board, and have reported that Edward Clifford has complied with all the require- ments and will be promoted to the permanent rank of Lieutenant of Polico effective March 13, 1961. (Note: Later in the meeting, letter of confirma- tion from Messrs. Ahlgren, Einirg, and Finkler of the Commission was read.) Trustee Scharringhausen stated that this promotion makes available one promotion to Sergeant and reported that the Fire and Police Commission has recommended that the Board approve certification of an additional Sergeant, making a total of two Sergeant classifications available, It was moved by Trustee Scharringhausen and seconded by Trustee Dillon that the Board request certification of one additional Police Officer to the rank of Sergeant. The President asked that the roll be called on the motion and upon the roll being called the following Trustees voted "AYE:" Carroll, Dillon, Hartshorn, ScharringYausen,Smith, Young; "NAY:" None. Whereupon the President declared the motion carried, Trustee Scharringhausen reported on a recent meeting of Niessrs. Clifford, Young, Scharringhausen and a representative of the County Highway Department regarding speed limits on the roads serving the Village and surrounding the Village. As a result of this meeting, Trustee Scharringhausen recom- mended that the Board authorize a traffic survey of the streets within and surrounding Elk Grove Village, said survey to take from 2 - 4 months. It was moved by Trustee Scharringhausen and seconded by Trastee Young that the Board approve an expenditure of not more than X11000. for a traffic survey of the streets within and surrounding the Village of Elk Grove Village Upon further discussion, principally regarding whether or not the Village could obtain Motor Fuel Tax funds to defray the costs of the survey, Trustee Sdharringhausen removed his motion and Trustee Young removed his second. The matter was then referred to Messrs. Scharring- hausen, Young, and Fletcher for study and report, Trustee Young reported having received various complaints from residents. due to Milburn Bros* snow plow having run over lawn areas. Trustee Young reported having been in contact with Milburn about this, and stated that Milburn has promised to top off these areas and reseed them, just as soon as the soil is workable. Trustee Young reported having received the Commonwealth Edison (Public Service) plans for T^nne road lighting, including 14 poles with lamps of 20,000 Lum. each, (or approximately 4 'times the power of the standard lamps throughout the Village) spaced 6001 apart, for a total monthly power cost of $118.06 ($8,60 each) . Trustee Young reported that additional easeinelt dedications will be necessary before the plans can be carried out. It was agreed that Trustee Young would work with Messrs. Hofert and Hodlmair on these details. With regard totrenching and bakcfilling on Section 7, Trustee Young reported that Hodes is awaiting equipment for the job and should be started by next week. -1i- (Reg,) 3/13/61 Trustee Dillon reported that the Jbard as a Committee is. planning to meet on Saturday, March 18, to decide some factors regarding the Magistrate's salary. Trustee Smith called for a report by the Police and Fire Commission and the Building and Streets departments regardirg insurance coverage for Vil- lage employees. Mr. Eining reported that the conclusion reached was that the desired coverage would be provided through a Blue Cross-Blue Shield plan, for the police officers, and that the Fire and Poli-;e Commission hal recommended that the Village pay 2/3 of the cost of such plan. Trustee Dillon indicated that th3 Building Department employees had indicated a preference for life insurance coverage, but would abide by the preference of the majority of the village employees. On the basis of this Trustee Smith recommended that the Committee recommend Blue Cross-Blue Shiell coverage for Village employees and that the Village bear 50% of the cost of such plan (about X1)000. per year). Trustee Smith also requested that Attorney Hofert give a written opinion as to whether or net the Board is authorized to spend corporate funds for this purpose. Trustee Smith reported that a group of Higgins Rcad residents had con- tacted him regarding the proposed rezoning of_property located north of Higgins, at which time he arranged for a meeting with Messrs. Bennett, Stebbins, Dillon, and Smith. The conclusion is that the principal concern of the residents is for screening protection frcm Higgins Road and the proposed development of the land for which the rezoning is requested. At this time the Chair recognized Mrs. Raymond Rice, 311 Higgins Road, who described the problems currently encountered by Higgins (and Evergreen St.) residents, such to be multiplied by the potential rezoning. At this time, it was arranged that Mr. Young would assist in the solution of this problem, along with Messrs. Smith, Dillon, and Stebbins, at a meeting to be held at Mrs. Rice's home on Wednesday, March 1!5. The Village Clerk presented and read a proposed ordinance entitled "AN ORDINANCE FOR THE ESTABLISHhENT OF A PQLICE PENSION FUND AND POLICE PENSION BOARD OF TRUSTEES." Attorney Hofert outlined the function of the proposed pension board of trustees and suggested that the ordinance be passed immediately, although appointment of the two Village-Board-appointed members could be named by the new Villaga Board of Trustees after the election on April 18. Attorney Hofert stated that the election of two members by the Police Department would be conducted on April 20, and that the other member provided for to complete the five-member board would not be elected uptil there are bene- ficiaries of the Fund. It was moved by Trustee Smith and seconded by Trustee Scherring- hausen that the Boerd waive the first reading rule with respect to the ordinance just presented. The President asked that the roll be called on the motion and upon the roll being called the following Trustees voted "AYE:" Carrell, Dillon, Hartshorn, Scharringhausen, Smith, Young; "NAY:" None. Whereupon the President decla.ed the motion carried. I It was moved by trustee Smith and seconded by Trustee Dillon that Ordinance No. 163, entitled "An Ordinance for the establishment of a Police Pension Fund and Police Pension Board of Trustees" be adopted. The Presi- dent asked that the roll be called on the motion and upon the roll being called the following Trustees voted "AYE:" Carroll, Dillon, Hartshorn, Scharringhausen, Smith, Young; "NAY:" None. Whereupon the President declared the motion carried. The Village Clerk reported receipt of three sealed bids for street sweeper. It was moved by Trustee Young and seconded by Trustee Dillon that the Village Clerk be authorized to open the bids for street sweeper. The Village Clerk reported receipt of notice from Department of Revenue, State of Illinois, reporting I11unbipal Sales Tax refund for the month of December, 1960, in the amount of 0,656-59. The Village Clerk reported receipt of notice from Division of Highways.. State of Illinois, reporting Motor Fuel Tax allotment for February, 1961, in the amount of $2,740.60. The Village Clerk read a letter addressed to Mr. Hofert, from Chapman & Cutler (dated 3/13/61), as follows: "This is to advise you in regard to the zoning matter discussed today on the telephone./Citizens Waycinden Company is a private-owned water and sewer utility organizaed to serve an area lying principally north of Algonquin Road and east of Busse Road in Elk Grove Township. In its service area is a new office building of United Air Lines situated at the intersection of Dempster Street and Linneman (Church) Road. For the purpose of providing adequate water pressures, the Company proposes to erect a large water standpipe on property adjacent to the Commonwealth Edison right-of-way on the west side of Linneman Road ap- proximately 650 feet north of Dempster street. The erection of this standpipe and the attendant pumping station requires a special use permit from the County Board for this purpose and application for such special use permit was filed with the Cook County Zoning Board of Appeals and processed by such Board under Docket No. 11.16. A hearing was held on this application at the Mt. Prospect Village Hall last Wednesday night, March 8th, at which time we presented the case on behalf of Citizens Waycinden Company. At the conclusion of the hearing a representative of the Village of Elk Grove asked for the usual 15 days within which to file objections so that the matter could be taken up with the Board of Trustees of his Village. / Our client is working on a very tight schedule in regard to the fabrication and erection of the standpipe in order that it may be in service by the time United Air Lines has completed its building. We do not believe that the erection of this structure can have any effect upon the Village of Elk Grove and/or its inhabitants or its fubure growth, but leave this to the discretion and judgment of your Villags Board. We do, however, ask that in the event it is determined that the Village of Elk Grove has no objec- tion to this project, that Walter Popjoy, Secretary of the Cook County ! Zoning Board of Appeals, be so notified promptly in order that the requested special use may be processed to the County Board as soon as possible./ we wish to thank you for your cooperation in this matter. /s/ John N. VanderVrieg James Gibson, member of the Zoning Board of Appeals of the Village of Elk i Grove Village, present at this meeting, stated that he would investigate the matter and inform Attorney Hofert if there is no objection. In this case, Attorney Hofert agreed to write the requested letter to Mr. Popjcy in accord with Mr. Gibson's recommendation, and will then request that the Village Board confirm his action. The pending reappointment of Messrs. H. Scharringhausen and J. Gibson was discussed, and tYB Attorney advised that such appointment could not be made on a temporary basis. Upon President Hodlmair's request that the Board confirm his appointmert of these two members, Trustee Smith stated that he would first like an opportunity to discuss same with Mr. Gibson. The matter was then deferred to the next meeting of the Board. It was moved by Trustee Young and seconded by Trustee Carroll that the meeting be adjourned.
