THE VILLAGE OF ELK GROVE VILLAGE
HELD Ord APRIL 9, 1962
President James R. Gibson called the meeting to order at 8:19 Ph in the
Municipal Building in said Village and directed the Village Clerk to call
the roll. Upon the roll being called the following Trustees answered
"PRESENT" - Francis J. Dillon, Robert E. Hartshorn, Eugene V. Keith, Chas les
P. Smith, James R. Young, Charles J. Zettek, Jr.; "ABSENT" - none,
It was moved by Trustee Dillon and seconded by Trustee Keith that the minutes
of the regular meeting of April 2, 1962 be approved with the follic-,i.ng cor-
rections: page one, paragraph four, line three should read: "ceremony at
11 AM Tuesday, April 17, 1962.11; page one, paragraph nine, line one should
i read: "In reply to Trustee Keith's cp estion . .: .. . .. . . ."; and that the Board
dispense with the reading thereof. The motion was voted upon by acclamation;
whereupon the President declared the motion carried,
President Gibson gave the following report:
1. Requested the Board to submit, by April 20th, any suggesteJ candidates
for vacancies on the Zoning Board and Plan Commission; and asked that
Residents interested in being considered for these posts call or write
prior to April 20th.
2. Stated that a copy of the 1961-62 Reference and Year Book of DuPage
County will be available at the Village Clerk's Office.
3. Referred to the Judiciary and Planning Committee for their study and
recommendation a brochure entitled "A Planning Commission for Cook County" .
!�. Thanked the Elk Grove Gardeners Club for the planting design they created
for the Fire Station and Municipal Building and stated that a copy of the
design may be seen at the Clerk's Office.
Trustee Keith stated he will send copies of the planting design to nurseries
and landscape architects and request that they submit bids on same,
Attorney Hofert stated (1) that the requirement for a plat of survey following
completion of the foundations of buildings before superstructure is begun is
appropriately a part of the Building Code and/or Municipal Code; (2) that
Chapter 24 Section 7-1-10 of the Illinois Revised Statutes provides that
municipalities may annex streets or highways by adoption of an ordinance;
and recommended that once the portions of the streets or highways are ascer-
tained, that he be directed to draft an ordinance dnnexing these reads for
the purpose of regulation of traffic thereon; that the Village would derive
police powers over the streets and highways thus annexed. Mr. .`Iofert stated
that he has prepared a memo on the foregoing subject.
President Gibson requested a recommendation from the Public Safety Committee
j on the annexation of streets and highways.
Trustee Keith suggested that the Board deviate from the agenda for reading of
bids.
It was moved by Trustee Young and seconded by Trustee Dillon that the Board
authorize the Village Clerk to open and read the trenching and backfilling
bids. The motion was voted upon by acclamation; whereupon the President
declared the motion carried.
The following bids were then opened and read by the Clerk:
W. L. Hodes Trenching Service: 350 per lineal foot; 1:.,12.50 per hour each
machine(with operator)
X4.00 per hour for laborer
H. H. Haar Trenching Service: Dig and backfill trench six inches wide, 30
inches deep for 350 per lineal foot
Labor: N4.00 per man hour

It was moved by Trustee Young and seconded by Trustee Dillon that the
trenching and backfilling bids be referred to Conunittee. The motion was
voted upon by acclamation; whereupon the President declared the motion
carried.
It was moved by Trustee Young and seconded by Trustee Dillon that the Board
authorize the Village Clerk to open and read the Jeep bids. The motion was
voted upon by acclamation; whereupon the President declared the motion
carried.
The following bids were then opened and read by the Clerk:

!, Trustee Young stated that the Notice to Bidders on the Jeep CJ5 and FC150
did not include "or equal" since the Street Department had a preference for
this equipment.
Attorney Hofert stated that bid notices should specify "or comparable
equipment" since the omission of this phrase in the bid excludes other dealers
I who may wish to bid.
It was moved by Trustee Young and seconded by Trustee Dillon that the Board
reject the bids from Stavros Farm Equipment and John F. Uarlisch & Sons,, and
readvertise for a Jeep or comparable equipment. The motion was voted upon
by acclamation; whereupon the President declared the motion carried,

authorize the Village Clerk to open and read the Roller bids. The motion
was voted upon by acclamation; whereupon the President declared the motion
carried.

It was moved by Trustee Young and seconded by Trustee Dillon that the roller
bids be referred to Committee. The motion was voted upon by acclamation;
whereupon the President declared the motion carried.
Engineer Fletcher stated that the State highway Department has approved the
igravel base on Ridge Avenue between Walnut Lane and Devon Avenue.
Building Inspection Scharringhausen gave a report for the month of March
1962 as follows: 19 permits issued, value u1,343,646.00, fees y;4,113.40-

It was moved by Trustee Dillon and seconded by Trustee Keith that the Board
approve an expenditure of ":35.00 for membership dues for 1962 in the LBuildirg
Officials Conference of America, Inc. The President directed the Clerk to
call the roll on the motion and upon the roll being called the following
Trustees answered "AYE" - Dillon, Hartshorn, Keith, Smith, Young, Zettek;
"NAY" - none. Whereupon the President declared the motion carried.

j Mr. R. Schwartz, of A. J. Del Bianco & Associates, stated that they have gone
over the "check list" for the Fire Station, Municipal Building and Street
Department garage, and (1) are submitting a certificate for payment to Freeman
Abbott Plumbing and Heating, (2) that 4,1800 is being withheld from W. F.
Fitzsimmons & Co. payment, (3) that request for payment to National Heat and
Power is being withheld pending their completion of items on punch list. The
foregoing was referred to Committee.
Mr. Schwartz also stated (1) that the bids received on the plexiglass for the
railing in the lobby of the Municipal Building were too high and that the
size of the panels will be reduced and bids will beresubmitted; (2) that they

will change the plot plan to provide a line of parking on the crest side of
the Municipal Building and will square off the parking area around the
kennel; and that they will request bids on this additional paving as well
as a separate bid on additional gravel for auxiliary parking.
The Police Department report for the month of March 1962 was read by the Clerk.
Treasurer James E. Ryan presented a Statement of Cash Receipts and Disburse-
ments for 1'-larch 1962 showing the following: Cash Balances - Bond Acc6unt.

Mr. Ryan requested permission to establish an account at the LaSalle National
Bank to be used as a depository for money earmarked for specific purposes.

Attorney Hofert stated that such a procedure is customary and recommended,
from a legal standpoint, that it be done.

It was moved by Trustee Dillon and seconded by Trustee Keith that a "Special
Account" be opened at the LaSalle national bank to be used as a depository
for money earmarked for specific purposes. The motion was voted upon by
j acclamation; whereupon the President declared the motion carried.

Mr. Ryan stated that at the last meeting in April he will present to the Board
the new financial record keeping procedures and recommendations for the next
I fiscal year.
Trustee Smith requested that each Standing Committee Chairman remind Citizens
! Committee Chairmen to transmit to Mr. Fleming, Budget and Estimate Committee,
by Friday April 13th, their budget needs for the year 1962-630
Trustee Smith presented 22 invoices for a total payment of ,1,015.36 from the
General Corporate Account and 1 invoice for ~,200.20 to be paid from riotor
Fuel Tax funds. (Itemization will be filed in the Clerk's Office.)
i It was moved by Trustee Smith and seconded by Trustee Hartshorn that the
j Board approve payment of 22 invoices totaling y,,1,015.36 from the General
Corporate Account and 1 invoice for '0200.20 from Motor Fuel Tax funds. The
President directed the Clerk to call the roll on the motion and upon the
roll being called the following Trustees answered "AYE" - Dillon, Hartshorn,
Keith, Smith, Young, Zettek; 9JAY" - none. whereupon the ?resident declared
the motion carried.
Trustee Keith reported that the Flan Commission has no report on County Docket
337 since the hearing has been continued indefinitely at the request of the
petitioner.
Trustee Zettek stated that a meeting of the Board and members of the Civil
j Defense Commission has been scheduled for Wednesday, April 11, 1962 at 8 Pm.
Purchasing Committee Chairman S. Worcester read a report of that Committee
which outlined suggested procedures for Village purchasing. (This report
will be filed in the Clerk's office.)
Trustee Dillon suggested that before approval, Board members study this pro-
posal and submit any recommended changes in the procedure and/or form.
Mr. R. Altergott, Chairman, Traffic Safety Committee, stated that this Com-
mittee will meet April 17th to prepare recommendationsregarding traffic
conditions at certain intersections and that a report on the Traffic Police
j Administration Training Program for September 1962-June 1963 will be made to
the Board in two weeks.
The Clerk read a letter from Tom T. Hamilton, Chairman of the Aviation
Committee, stating that arrangements have been made for the President, Board
members and interested committee chairmen or representatives to observe

aircraft handling and controlling operations at O'Hare International
Airport tower in order to become better acquainted with procedures,
limitations and regulations concerning air space. Plans were made to
arrive at O'Hare at 9 A14 Saturday, April 14th.
The Clerk read a letter from Nr. Evan W. Stebbins, Centex Construction
Co. , which stated that the general contractors working in the Industrial
Park area are covering the streets with dirt, debris and other foreign
matter making the streets impassible at times. Pair. Stebbins stated that
Centex is now making arrangements to clean all cluttered areas but re-
quested Village cooperation in the enforcement of exist=_gig ordinances
in keeping these areas clean.

Public Works Foreman P. Tomasino, was instructed to write a memo to
Chief of Police Clifford, with a copy to Trustee Zetteh, indicating areas
in question and the sections of the Code that pertain to keeping streets
free of debris, and the Police Department can then issue tickets in terms
of the ordinance violated.
During discussion of the above matter, Mr. Tomasino brought to the
attention of the Board the fact that excavations are being made in
'i streets in order to bring in utilities to new plants under construction
and that many times the surface of the street is not restored to its
original condition. Following examination of the Code it was found
that an existing ordinance requires a bond and a cash deposit in an
i unspecified sum before a permit is to be issued for the excavation of
any street. The Judiciary and Planning Committee was requested for a
recommendation on this section of the Code - Chapter 11 Article 3.

At Trustee Young's request, the Clerk read the following letter from
Mr. Stebbins to Mr. Young:
"On March 21, 1962, you wrote a letter requesting Centex Construction
Company consider substituting the funds which we agreed to spend for the
erection of a stockade fence along Higgins Road for the maintenance and
repair of Higgins Road.
Please be advised that Centex Construction Company hereby agrees to give
to the Village of Elk Grove Village $3,000. , to be used for the maintenance
and repair of Higgins Road. This amount was the cost of the installation
of a stockade fence along this road and it is understood that thistotal
� . amount will be used for the maintenance and repair of Higgins Road only.
4 If this meets with your approval, please let me know and the money can
be put in escrow at your request. "
President Gibson expressed thanks, on behalf of the Village, to Centex
Construction Co. and Great Northern Development Co. for their generosity.
The Clerk read a letter from Mir. L. J. Warren, 221 Clearmont Drive,
thanking Board members for the recent Newsletter.
The Clerk reported receipt of a report dated April 4, 1962 from the Cook
County Dept. of Public Health stating that sanitary an,-,lyses of samples
of water taken from various locations within the Village have indicated
that the water was safe to drink.
j The Clerk read a proposed resolution, prepared by Attorney Hofert, com-
mending the Lions Club for their efforts in entering a float in the St.
Patrick's Day Parade in Chicago on March 17, 1962.
i It was moved by Trustee Hartshorn and seconded by Trustee Young that the
Board adopt Resolution No. 4-62, a resolution of congratulations to the
i Lions Club. The President directed the Clerk to call the roll on the
motion and upon the roll being called the following Trustees ans:.!ered

Whereupon the President declared the motion carried.
It was moved by Trustee Keith and seconded by Trustee Hartshorn that the
Board approve the Elk Grove Cancer Fund Drive (American Cancer Society)
beginning April 22 and ending April 28, 1962. The motion was voted upon
by acclamation; whereupon the President declared the motion carried.

It was moved by Trustee Dillon and seconded by Trustee Young that scav-
enger licenses be re-issued for the year 1962-63 to Harrington Trucking
Co. , Roy Strom Refuse Removal Service, Inc. , Van Der Nolen Disposal Co. ,
Monarch Disposal Co. , Arc Disposal Co., Inc. The motion was voted upon
by acclamation; whereupon the President declared the motion carried.
Oresident Gibson named Trustees Young, Hartshorn, Dillon and Smith as
members of a Committee to discuss and prepare a recommendation on the
contents of a letter received from the Law Offices of Axelrod, Goodman
and Steiner.
Trustee Keith stated that the judges of the Elk Grove Village official
flag contest are: A. Mostardo, J. Denney, Mrs. A. Sove, President,
Gibson, Trustee Keith; and that J. Brumm and Mrs. R. Kirk also w-1 11 be
asked to be judges of the flag entries.
It was moved by Trustee Hartshorn and seconded by Trustee Dillon that
the meeting be adjourned. The motion was voted upon by acclamation;
j whereupon the President declared the motion carried, and the meeting
') adjourned at 10:10 FM.
