PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF ELK GROVE VILLAGE
HELD ON APRIL 2, 1962
President James R. Gibson called the meeting to order at 8:13 PM in the Municipal
Building in said Village and directed the Village Clerk to call the roll. Upon
the roll being called the following Trustees answered "PRESENT" - Francis J.
Dillon, Robert E. Hartshorn, Eugene V. Keith, Charles P. Smith, James R. Young,
Charles J. Zettek, Jr. ; "ABSENT" - none.
It was moved by Trustee Zettek and seconded by Trustee Young that the minutes
of the regular meeting of March 26, 1962 be approved as submitted and that the
Board dispense with the reading thereof. The motion was voted upon by acclama-
tion; whereupon the President declared the motion carried.
President Gibson gave the following report:
1. Requested Trustee Zettek to arrange a meeting of the Board with the members
of the Civil Defense Program to discuss the current status and future plans
of this program.
2. Quoted an excerpt from the Newsletter published by the Illinois Board of
Economic Development regarding construction planned in Centex Industrial Park
by General Bathroom Products Corp.
3. "I refer the Illinois Rabies Control Law to the Judiciary Committee with the
request that they recommend any necessary changes in Chapter 17, Article II,
of our Municipal Code to bring it in conformation with the State Act".
Trustee Keith stated that Mr. Epstein, of General Bathroom Products Corp, has
invited the President and Board members to attend their groundbreaking ceremony
!, ceremony at 11 Alii Tbuosday, April 17, 1962.

Trustee Zettek stated that no action will be taken on arranging a meeting on
I� the C. D. program until the Civil Defense members request such a meeting through
the proper channels.
Trustee Dillon called the attention of the Board to an article in the March 1962
issue of the Illinois Municipal Review regarding certain authority given school
boards on traffic signals beyond municipal limits. This was referred to Trustee
Zettek for forwarding to the Board of Education, School District No. 59•
Trustee Dillon called the attention of the Board to another article in the Review
which reads as follows: "Senate Bill 583 amends the law to permit any munici-
pality to annex any territory contiguous to it even though the annexed territory
is dedicated or used for street or highway purposes under the jurisdiction of the
Department of Public Works and Buildings or a county or district highway depart-
ment if no part of the annexed territory is within any other municipality. The
only change is that previous ownership by the Department of Public Works and
Buildings, the county, or district highway department was not mentioned".
i Attorney Hofert was requested for a recommendation regarding annexation of streets
or highways which are contiguous to the Village.

In reply to Trustee mics: question concerning possible reasons for County Board
President Duffy calling for a committee to promote the orderly growth of suburbs,
j Attorney Hofert stated that the County is concerned over its powers in outlying
areas. They recognize that some areas are not subject to municipal jurisdiction
and they are trying to make an orderly transition of their powers to someone else.
Trustee Smith presented 19 invoices totaling $1,323.53 to be paid from the General
Corporate Fund and 1 invoice for $286.80 from Motor Fuel Tax funds. (Itemization
will be filed in the Clerk' s Office. )

It was moved by Trustee Smith and seconded by Trustee Young that the Board approve
i payment of 19 invoices totaling $1,323.53 from the General Corporate Fund and' l
invoice for $286.80 to be paid from Motor Fuel Tax funds. The President directed
the Clerk to call the roll on the motion and upon the roll being called the
following Trustees answered "AYE" - Dillon, Hartshorn, Keith, Smith, Young, Zettek;
"NAY" -'-- none. Whereupon the President declared the motion carried.

The Clerk read a report dated April 2, 1962 from the Judiciary and Planning
Committee recommending that the proposed ordinance establishing a Youth Commission
not be adopted but that a resolution be adopted.
Trustee Hartshorn read a draft of a proposed resolution establishing a Youth
Advisory Committee.
It was moved by Trustee Dillon and seconded by Trustee Hartshorn that the Board
authorize the Attorney to draft a Resolution along the lines submitted by the
Judiciary and Planning Committee. The President directed the Clerk to call the
roll on the motion and upon the roll being called the following Trustees answered
"AYE" - Dillon, Hartshorn, Keith, Smith, Young, Zettek; 11NAY" - none. 14hereupon
the President declared the motion carried.
Regarding the Zoning Board of Appeals recommendation that the setback ordinance
be amended "to include a plat 'of survey or plotting of building after completion
of foundation before any superstructure is placed on the foundation", 1=ustee
Hartshorn stated that following discussion by the Judiciary Committee, it is the
Committee's recommendation that the zoning ordinance be amended to require a
plat of survey at completion of the foundation before superstructure is placed
thereon.

Attorney Hofert stated that in the case of amending the text of the zoning ordinance,
it is necessary that the Zoning Board sit as a Zoning Commission_, hold a public
hearing on the tentative ordinance and then report their recommendation to the
'I Village Board.
trustee Hartshorn stated that since other changes in the zoning ordinance are
contemplated, this recommended change could be held until such time as the other
changes are referred to the Zoning Board for a hearing.
It was moved by Trustee Dillon and seconded by Trustee Hartshorn that the Board
i instruct the Attorney to prepare a tentative ordinance amending Ordinance No. 20,
As Amended, according to 'the recommendations of the Judiciary & Planning Committee.
The President directed the Clerk to call the roll on the motion and upon the roll
being called the following Trustees answered "AYE" - Dillon, Hartshorn, Keith,
Smith, Young, Zettek; "NAY" - none. Whereupon the President declared the motion
carried.

I Trustee Keith suggested steps be taken to enforce the requirement that garbage be
placed in covered containers. The Board requested Trustee Keith to draft a warning
notice to be given violators for a limited period of time prior to enforcement.
The Clerk read a letter from Mr. Jerry Frey requesting permission to place six
permanent metal directional signs at locations shown on an attached map, said
signs to contain the following information: "Lutheran Church/Christus Victor/
Arlington Heights Rd./Chas. Fisher, Pastor". The Clerk was requested to inform
Mr. Frey that the Village Sign Ordinance is being revised and that action on this
request will be withheld until the revisions are completed.
The Clerk reported receipt of the minutes of the March 14, 1962 meeting of the
Civil Defense organization which will be circulated to the Board members for
reading.
i The Clerk reported receipt of 21 entries in the Elk Grove Village official flag
i contest.
It was moved by Trustee Keith and seconded by Trustee Zettek that the Board authorize
an expenditure of $247.83 for the purchase of a Norelco dictaphone and transcribing
mac'-ine with 1 microphone and 6 tape magazines, to be paid from the Bond fund. The
I President directed the Clerk to call the roll on the motion and upon the roll being
called the following Trustees answered "AYE" - Dillon, Hartshorn, Keith, Smith,
jYoung, Zettek; "NAY" - none. Whereupon the President declared the motion carried.
It was moved by Trustee Dillon and seconded by Trustee Young that the meeting be
adjourned. The motion was voted upon by acclamation; whereupon the President
j declared the motion carried, and the meeting adjourned at 9:02 PM.
