MINUTES OF A SPECIAL MEETING OF. .
THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF ELK GROVE VILL.9GE
HELD CN MAY ;18. 1964, I
The Village Clerk called the meeting to order at 7:05 p; M. Upon the roll
being called the following Trustees answered "PRESENT" Francis J. Dillon,
Ralph A. Lewis, George E: -.Mullen; Charles J, Zettek,Jri ; "ABSENT" - Eugene
V. Keith, Ralston D. Malone' k# President James Ri Gibson
It was moved by Trustee Dillon and seconded by Trustee Mullen that the Board
appoint Trustee Zettek to serve as Temporary Chairman at this meeting in the
absence of the President. The motion was voted upon by acclamation; whereupon
the Clerk declared the motion carried.
Trustee Dillon requested agreement of the Board in bringing up two matters
not on the agenda. There were no objections.
It was moved by Trustee Dillon and seconded by Trustee Lewis that the Board
authorize publication for bids for pruning and spraying of all trees north
of Landmeier Road, bids to be opened at the regular meeting of May 28, 1964.
The Chairman directed the Clerk to call the roll on the motion and upon the
roll being called the following Trustees answered "AYE" - Dillon, Lewis,
IYiullen, Zettek; "NAY" - none; "ABSENT" - Keith, Malonek, Whereupon the i
Chairman declared the motion carried.
It was moved by Trustee Dillon and seconded by Trustee Lewis that the Board
authorize a publication for bids for trenching and backfilling for 1964, bids
to be opened at the regular meeting of June 4, 1964. The Chairman directed the
Clerk to call the roll on the motion and upon the roll being called the following
Trustees answered "AYE" - Dillon, Lewis, Mullen, Zettek; "NAY" - none; "ABSENT"
Keith, Malonek. Whereupon the Chairman declared the motion carried.
The Clerk announced the appointment of Mr. Tom Rettenbacher to serve as Deputy
Clerk for the portion of this meeting when the Village Clerk would not be in
attendance.
The Temporary Chairman, Trustee Zettek, announced that Trustee Keith's employer
requested his services out of town and Mr. Keith sent his regrets for his absence. i
The Chairman made the following statement:
"This is a Special Meeting of the Village Board which was announced at the
last Regular Meeting. The purpose of this Special Meeting is to hear
witnesses to be presented by Realty Company of America re —ding a Planned
Unit Development. Prior to starting, following are the ground rules under
which this hearing will operate: The rules of order applicable to all Board
meetings will prevail; consultants and experts in the employ of the Realty
Company of America may give their statements to the Board on the following
basis - each person will be limited to one hour for his statements, only
longer at the discretion of the Board; Attorneys or spokesmen for interested
parties, other than Realty Company of America and members of the Board may
question the Realcoa employees as follows; each person will be limited to
five minutes, total time devoted to such questions will not exceed 20
minutes; Realcoa employees or agents may question Realcoa employees for no
more than five minutes; the Chair will rule on the propriety of any state-
ment or question. It is to be recognized that this is a Special Meeting of
the Board wherein audience participation is permitted but here, for this
hearing, only at the discretion of the Board. However, no demonstration
of approval or disapproval will be permitted. This meeting does not
constitute a hearing, accordingly no objections or other practices common
to quasi-judicial proceedings will be recognized."
Trustee Malonek arrived at the meeting -7.17 p: m. .
The Village Clerk left the meeting, and the Deputy assumed the Clerk' s duties.
There followed a presentation by officials, employees of, and witnesses for
Realty Company of. America regarding a Planned Unit Development. A court reporter's

transcript of this testimony will be on file in the Village Clerk's office.
.At 9:55 p• m. the Chairman declared a recess.
The meeting reconvened at 10:20 p: mi with all Trustees present except Mr. ileith.

A second recess was called at 11 :45 P. m. . The meeting was reconvened by the
Chairman at 11 : 55 p. m. with all Trustees present except.Mr. Keith.
It was moved by Trustee Lewis and seconded by Trustee Dillon that the meeting
be adjourned. The motion .was voted upon by acclamation; whereupon the Temporary
Chairman declared the motion carried, and the meeting adjourned at 1 :05 A. V.. .
