THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD CN AUGUST 3, 1964.
The Village Clerk called the meeting to order at 8:06 p. m. in the Municipal
Building in said Village end called the roll. Upon the roll being called
the following Trustees answered "PRESENT" - Eugene V. Keith, Ralph A. Lewis,
Ralston D. Malonek, George E. Mullen; "ABSENT" - Trustees Francis J. Dillon,
Charles J. Zettek, Jr., President James R. Gibson.
It was moved by Trustee Keith and seconded by Trustee Mullen that the Board
appoint Trustee Lewis to serve as Temporary Chairman at this meeting in the
absence of President Gibson. The motion was voted upon by acclamation,
whereupon the motion was declared carried.
At the request of the Temporary Chairman the Clerk read the following notice
dated July 31 , 1964 which notice had been delivered to the President and
each Trustee on July 31 , 1964:
"Pursuant to a request from President James R. Gibson, you are hereby
notified of a Special Meeting of the President and Board of Trustees
to be held at 8:00 P. M., Monday, August 3, 1964 in the Municipal
Building, Landmeier and Tonne Roads, for the purpose of discussing
the water sprinkling ban and authorizing a change in the water
sprinkling regulations of the Municipal Code.

Mr. George Majoros, Village Administrator, gave the Board a report on the
capacity of the three wells and two storage tanks. (The new well, d3, and
storage tank are not in service as of this date.)
The Board then discussed lifting the sprinkling ban as established by
Ordinance No. 344 and establishing restricted sprinklinp- regulations now that
the "Hotpoint" well is operating.
Trustee Dillon arrived - 8:29 p. m.
Mr. Majoros reported that Mr. James Clementi, Mater Department Foreman, has
recommended that sprinkling be banned on Monday, Wednesday, Friday and 'Sariday
and that unlimited sprinkling be allowed on other days.
Board members expressed apprehension that the above recommendation would
allow too great a use of the supply and not permit recovery of water to
the storage tanks, and that with this type of restriction the water pressure
would not be maintained at a desirable level at certain times of the day.
Trustee Lewis reported that President Gibson recommended that sprinkling be
permitted on alternate days (odd and even days determined by street address)
from 12 noon to 12 midnight.
It was moved by Trustee Keith and seconded by Trustee Mullen that an ordinance
be drafted on the sprinkling ban based on the following: that the hours for
'Y sprinkling be from 1.2 noon to 4 P. m. and from 9 p. m. to 12 midnight; that
the sprinkling days for persons living at odd numbered street addresses would
be Tuesday, Thursday and Saturday; sprinkling for those at even numbered
street addresses would be Wednesday, Friday and Sunday; and that no sprinkling
be permitted on Monday.

Mr. Majoros stated that he has the outline for an ordinance and suggested
that rather than a direction by the Board for the Attorney to draft an
ordinance, perhaps the ordinance could be adopted by using the outline which
he had.
The foregoing motion was withdrawn with the consent of the second.
Mr. Majoros suggested that a provision be contained in the ordinance whereby
property owners with new lawns could obtain a special permit to sprinkle up
to four hours every day for a period not .to exceed four weeks. Board members
accepted and agreed with this suggestion..
Mr. Majoros then read a proposed ordinance incorporating the proposal suggested
by Trustee Keith and the proposal for special permission for those with new
lawns.
It was moved by Trustee Keith and seconded by Trustee Mullen that the Board
waive the first reading rule with respect to the above proposed ordinance,
The motion was voted upon by acclamation; whereupon the Temporary Chairman
declared the motion carried.
It was moved by Trustee Keith and seconded by Trustee Mullen that the Board
adopt Ordinance No. 346 entitled "AN ORDINANCE ESTABLISHING WATER SPRINKLING
RESTRICTIOINS IN THE VILLAGE OF ELK GROVE VILLAGE AMENDING SECTIW 22A.701
OF THE MUNICIPAL CODE OF THE VILLAGE OF ELK GROVE VILLAGE". The Temporary
Chairman directed the Clerk to call the roll on the motion. Upon the roll
being called the following Trustees answered "AYE" - Dillon, Keith,: Lewis,
Malonek, Mullen; "NAY" - none; "ABSENT" - Zettek. Whereupon the Temporary
Chairman declared the motion carried.
It was moved by Trustee Malonek and seconded by Trustee Mullen that the
meeting be adjourned. The motion was voted upon by acclamation; whereupon
the Temporary Chairman declared the motion carried, and the meeting adjourned
at 9:05 P. m.
