He i provided an overview of why the Village is looking into the subject of"Idling Zones,' in areas of the Village, especially around schools and park district facilities. At the Village Board meeting on July 15, 2008, the Mayor made a commitment to make Elk Grove Village a ! "Green Community". As part of that commitment, the Mayor called for areas of the Village to be designated ''No Idle Zones". No idle zones are usually areas where cars are only allowed to idle their engines for short periods of time, in most cases no longer than 5 to 10 minutes in a 60 minute 1 period. Recycling & Solid Waste Committee Chairman, Jeff Franke continued the overview of idling laws and regulations and the reason for the meeting. The Committee members had reviewed a lot of information and regulations regarding no idling zones. They were now seeking input from school and park district representatives on how regulations would affect their operations, and what they i were doing at their respective locations to control engine idling of buses and cars. 1 Board of Health & Community Services Chairman, Jim Christie, who also drives a bus for School i District 59, stated that the State of Illinois already regulates idling of large vehicles, such as buses. i i Furthermore the additional electronic equipment makes it hard to shut off buses without draining the battery. Ken Stiff from Elk Grove High School stated that they already designate no idling zones around the school. The representative from school district 54 stated that lights on the buses must remain on at times and this requires the engine be running. School District 59 also has a no idling policy for buses. Schools-police themselves because idling buses around some schools create diesel fumes, which get drawn into classrooms. Buses sometimes idle if they are arriving from a previous route schedule and have a short wait for their next route assignment at the school. Deputy Police Chief. Mike Kirkpatrick stated that State of Illinois Code requires large vehicles to shut down when the temperatures are between 320 F and 800 F. Trustee Nancy Czarnik felt that an idling ordinance with penalties would be difficult to enforce. It j was her recommendation that the Village provide an informational and educational program to residents on the fuel saving benefits of not idling their cars. I Tammy Miller.from the Elk Grove Park District stated that the park district has a "no idling" policy for district vehicles. Residents who idle during drop-offs or pick-ups would be difficult to police. I Michael Cavallini, Director of Health & Community Services asked if signs requesting residents not i to idle cars would be feasible? ' f Debbie Ancona, Assistant Superintendent of School District 54, stated that signs would be difficult to post around certain schools such as Mead Junior High School because parking is not allowed i around the school, and parents are not allowed to pull into the parking lot when school buses are present. Trustee Chris Prochno stated that "no idling' education could be provided during driver's education classes at the high schools. Trustee Prochno went on to say the Village needs to look at other non enforceable ordinances. School District 54 will address ''no idling" recommendations at their safety meetings. It can also be part of the school PTA meetings and curriculum nights. Michael Cavallini suggested that the Village run a contest similar to the recycling program and Smoke Free Elk Grove for school aged children to come up with logo and/or message to promote the 'no idling'program. Children could also design a Village vehicle sticker with a"no idling" theme. It was the consensus of the Committee members to recommend that the ''no idling" program be i educational and informational, not restrictive. The educational component will include the following: • Placing information in the Village Newsletters and school newsletters, and on the Village website, Village Community Events Sign and Elk Grove High School Electronic Sign. • Developing an informational flyer regarding idling for distribution at schools, park district facilities, Library, and other public places. It would also be distributed during driver's education classes. • Having police officers distribute the flyers to drivers of idling vehicles at schools and park district facilities • Running a contest for students to develop a logo and/or slogan for a Village-wide "No Idling Program" • Running a program or public service announcements on Channel 6. The Committee members also agreed to meet again if necessary before making a presentation at the Committee of the Whole meeting on September 9, 2008. Respectfully submitted: Michael J.
