MINUTES OF THE REGULAR MEETING VILLAUk t,LCIIK'S OFFICE
OF THE BOARD OF FIRE AND POLICE COMNIISSIONERS
OF THE VILLAGE OF ELIC GROVE VILLAGE
HELD ON AUGUST 12, 2008
Chairman Shapiro called the meeting to order at 6:00 p.m. in the Charles J. Zettek Building,
901 Wellington Avenue, Elk Grove Village and noted for the record that the following were
present: Chairman Alan J. Shapiro, DDS, and Secretary E. Butch Ehrke, and Commissioner
Michael P. Kontek.
It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the
minutes of July 15, 2008 meeting be approved as submitted and that the Board dispense with
the reading thereof. The motion was voted upon by acclamation whereupon Chairman
Shapiro declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
1. Police Consultants, Inc., Invoice 5066 dated 7/21/08 in the amount of$1841.00
for multiple interview assessments for(73)police officer candidates.
2. Theodore Polygraph Service, Invoice 16674 dated 7/31/2008 in the amount of
$125.00 for polygraph evaluation of firefighter candidate.
3. Theodore Polygraph Service, Invoice 16665 dated 7/24/2008 in the amount of
$125.00 for polygraph evaluation of firefighter candidate.
4. Theodore Polygraph Service, Invoice 16681 dated 8/7/2008 in the amount of
$625.00 for polygraph evaluations for four firefighter candidates.
It was moved by Commissioner Ehrke and seconded by Commissioner Kontek that the Board
authorize the disbursement of funds for payment. The motion was voted upon by acclamation
whereupon the Chairman declared the motion carried.
CORRESPONDENCE
1. Memo from Chief Schmidt requesting the promotion of Ofc. James Lancaster to
the rank of Sergeant effective 7/28/2008.
2. Memo from Chief Schmidt announcing the appointment of Sgt. David Naumann to
the rank of Commander effective 7/28/2008.
3. Memo to Chief Schmidt requesting comments/constructive criticism for the final
probationary reviews of Probationary Ofcs. Dredge, Gottwald and Pelayo.
4. Memo to Village Clerk advising that the August 19, 2008 regular meeting has
been changed to August 12, 2008.
5. Memo to Village Clerk advising that the September 16, 2008 regular meeting has
been changed to September 9, 2008.
6. Memo from Chief Miller to F/F Peter Gutzmer appointing him to the rank of

7. Police Officer Eligibility List posted on August 1, 2008. This list contains the
names of thirty-two eligible candidates and will expire in two years.
8. Letter to Firefighter Peter Gutzmer congratulating him on his appointment to the
rank of Lieutenant.
9. Notice of Retirement from Firefighter Philip Haverland effective 8/11/2008.
10. Memo to Chief Schmidt requesting comments/constructive criticism for the six-
month probationary review of Probationary Ofc. Mosqueda.
11.Notice of Suspension to Police Officer for violating Rules and Regulations of the
Elk Grove Village Police Department, Section 26.1.1A, Rule 49 (Failure to appear
in court when required or scheduled).
12. Memo to Chief Miller advising that Fire Lieutenant Promotional Process will
commence one year from July 30, 2008.
13. Retirement congratulations letter to Firefighter Philip Haverland.
14. Letter of Retirement from Lt. John E. Forde effective July 29, 2008 after thirty
plus years of service to the Elk Grove Village Fire Department.
15. Letter of Congratulations to Lt. Forde.
OLD BUSINESS
1. None
NEW BUSINESS
1. Discussed the inclusion of Tonsorial Regulations in Police Officer Hiring Packet
and Fact Sheet to advise applicants of the Department's policy concerning tattoos
and body piercings. Dr. Shapiro motioned to not modify our applicant
requirements or fact sheet, but rather note the Department's guideline in our Hiring
Packet under the "Frequently Asked Questions" section. The motion was voted
upon by acclamation whereupon Chairman Shapiro declared the motion carred.
2. Discussed initiation of Sergeant Promotional Process. Chairman instructed
secretary to obtain Study List for the written examination.
ELIGIBILITY LIST/HIRING STATUS
1 Police Officer- no vacancies. Thirty-two names remain on the current eligibility
list scheduled to expire on August 1, 2010.
2 Firefighter—three vacancies; authorization to replace three. Forty-four names
remain on the current eligibility list scheduled to expire on January 18, 2010.
3 Police Sergeant Eligibility List—eight names remain on the current eligibility list
scheduled to expire on August 25, 2008.
4 Fire Lieutenant List—two names remain on the current eligibility list scheduled to
expire on June 24, 2009.

ADJOURNMENT
It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Shapiro
declared the motion carried and the meeting adjourned at 6:20 p.m.
