A) Consideration to hold the Regular Village Board meetings in 2009 on the 2nd and 4th
Tuesdays of the month except as follows:
• March - Add March 17, 2009 Committee of the Whole Meeting for Budget
Purposes.
• June - Hold one Regular Village Board Meeting to convene on June G
• July- Hold one Regular Village Board Meeting to convene on July 14.
• August - Hold one Regular Village Board meeting to convene on August 18.
• November - Hold one Regular Village Board meeting to convene on November 1'0.
• December- Hold one Regular Village Board meeting to convene on December 8..
(This schedule follows the past practice of the Village Board to only hold one
meeting during the months of June, July, August, November, and December).
B) Consideration of a request (attached) from Elk Grove High School to waive fees in the
amount of $50.00 to hold their annual homecoming parade on Thursday, October 2,
2008, at 6:00 p.m.
(The parade route will begin on Lions Drive to Middlebury Lane; right on
Middlebury Lane to 'Victoria Lane, left on Victoria Lane to Ridge Avenue, left on
Ridge Avenue to Tower Lane, left on Tower Lane to Elk Grove Boulevard, and left on
Elk Grove Boulevard towards Lions Drive and turn right.

(It has been the past practice of the Village Board to grant fee waivers for
governmental and non-profit organizations.
(A report from the Assistant to the Director of Finance, recommending approval,
is attached.) I
C) Consideration to award a purchase off the State of Illinois purchasing contract to
Bradford Systems Corporation of Bensenville, IL for the purchase of three (3) high-
density mobile shelving systems to be used in the new Administration & Public Safety
Complex in the amount of S 122,790.26.
(The location of the three (3) systems will be the Village Clerk's vault, the Police .
Department's evidence storage area, and the general file storage area to be located in
the lower level.
(The Village was able to purchase a partially used system for the lower level,
which will result in a cost savings of 512,848.16.
(The addition of the high-density mobile shelving systems will increase the
file/storage capacity within all three (3) locations. It is estimated that these systems can
provide up to three (3) times the capacity of conventional filing and shelving systems in
the same amount of floor space.
(A report from the Deputy Village Manager, recommending approval, is attached.
(Funds are included in the budget for the new Administration & Public Safety
Complex for this purchase.)
D) Consideration of the following:
• to award a purchase contract to Advent Systems, Inc. of Elmhurst, IL for the
installation of audio/video equipment for the Council Chambers renovation project
in the amount of $270,532.00, of which $110,000.00 is funded by the Cable
Television Fund and $160,532.00 is funded by the Capital Projects Fund; and
• to increase the Cable Television Fund budget in the amount of S25,000.00.
(MTI solicited and received six (6) pre-qualification packages for trade bidders.
The Village received three (3) bid proposals for renovation work.
(The lowest bidder was subsequently interviewed to verify that the scope of work
included in their bid proposals was in compliance with the plans, specifications, and
contract documents.
(Included in this scope of work is the replacement of the current EGTV camera
system in the Council Chambers.
(It is anticipated that work on this project will begin following the last October
Village Board meeting.
(The increase in the Cable Television Fund covers the video production upgrades
for the Elk Grove Park District, as well as the addition.of the 4`h camera in the Council
Chambers.

E) Consideration to adopt Resolution No. 46-08 (attached) authorizing the Mayor and
Village Clerk to execute a Ground Lease Agreement between the Village of Elk Grove
Village and Denali Spectrum Operations, LLC (Cricket Communications Inc.).
(This item authorizes the execution of a ground lease with Cricket
Communications to co-locate cellular antennas onto the existing Sprint monopole
located at the Meacham Fire Station. The antenna and lease follows all Village
guidelines, policies and standards.
(Terms of this agreement include a one-time contribution of $10,000.00 and a
$25,500.00 annual payment increased 4% per year over the twenty-year term of the
agreement.
