Mayor Craig B. Johnson called the meeting to order at 7:00 p.m.

A quorum was present.
2. INVOCATION
Reverend Hon Ho Lam, Light Bearer Community Church, delivered the Invocation.

3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Village Board Meeting held on
November 11, 2008 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
DARE Graduation -Mayor Johnson reported he had attended the DARE Graduation on
December 2, 2008 at Queen of the Rosary School. Trustees Lissner; Petri; Prochno and
Deputy Village Manager Matthew Roan were also present.
The Mayor explained he was unable to attend the DARE Graduation ceremonies at
Stevenson and Link Schools due to a schedule conflict.
November 23 2008 —The 11`h annual Holiday Tree Lighting ceremony was well
attended. A special fireworks display was presented and this was the first year the
Village provided live reindeer as part of the festivities. Mayor Johnson extended his
appreciation to the Board of Trustees, the Jewel Food Store, Wal-Mart Store, the Lioness
Club, the Elk Grove and Conant High School choir groups, and members of the Village
Staff who contributed to the success of the evening.
Airport - Mayor Johnson stated recent newspaper articles had featured information about
the airlines' reluctance to commit financial backing for the second phase of the O'Hare
expansion. Air travel has declined and the airlines have indicated it would be best if
Chicago downsized the expansion plan until the economy improves.
Tribune Reporter, Jon Hilkevitch, was recognized for his excellent reporting and analysis
of the problems facing the airlines and the lack of funding for the O'Hare expansion.
Mayor Johnson reported residents of Park Ridge, Des Plaines and Niles have been
complaining about airplane noise now that the new northern runway has opened at
O'Hare. The Mayor noted the Suburban O'Hare Commission warned those communities
years ago that that would be the case.
A special newsletter was mailed to Elk Grove residents recently that included the entire
Tribune article referenced above.

2008 Tax Levy - Mayor Johnson reported the Board would approve the 2008 Tax Levy
Ordinance under tonight's Consent Agenda and noted the General fund; debt service and
emergency management fund would be at a $64.00 decrease. It was also noted last year's
property taxes were reduced. There are no fee increases, services would not be cut and
there would be no layoffs or job cuts. The Mayor assured everyone the Village is in
excellent financial shape.
It was noted Elk Grove Village had purchased a sufficient amount of road salt to handle
whatever would be needed this winter.
Staff was commended for their efforts and for getting us set up for the tough times. The
Mayor stated he sympathizes with the communities that are going through tough financial
times and reiterated that Elk Grove Village is in good shape.
Town Center TIF District - Mayor Johnson reported the Village had announced the
special taxing district (TIF District) created for the Town Center at Biesterfield and
Arlington Heights Road will be shortened to 20 years instead of 23 years as was initially
planned. There is a surplus of$300,000.00 this year. Rebates will be distributed to the
participating taxing agents as follows: School District 59 will receive $95,000.00; High
School District 214 will receive $86,000.00 and the Elk Grove Park District will receive a
$26,000.00 rebate.
The Mayor reiterated his assurances that our Village is in good shape and we should be
very proud of that fact.
Trustee Lissner reported on his attendance on Friday, December 5, 2008 at the annual
Elk Grove Chamber and Greater O'Hare Association Volunteer Recognition
Luncheon. Trustees Franke, Petri and Prochno also attended the event. Trustee Lissner
mentioned that next year would be the -1 anniversary of the Greater O'Hare
Association.
Trustee Petri reported he attended the DARE Graduations at Queen of the Rosary
School and Stevenson School. Trustee Petri complimented the DARE Officers, with
special mention of the current DARE Officers, Carl Sabo and Ted Malek.
Trustee Czarnik pointed out that the holiday banners have been installed.
Trustee Feichter reported that last night a group of twenty to thirty volunteers,
spearheaded by the Character Community Coalition, worked for over two hours at the
Salvation Army Headquarters, located at 1000 Pratt, packing food boxes as part of the
Salvation Army's Christmas Food Pantry project. Volunteers from the Village staff
included the Assistant Village Manager, Beth Jacobson, the Deputy Police Chiefs, Dion
Zinnel and Michael Kirkpatrick, and Youth Officer Carl Sabo.
Trustee Feichter extended gratitude to Village Attorney George Knickerbocker for
serving as a Judge in the State Constitution competition held in Chicago, Illinois. Plan
Commissioner Fred Geinosky also participated in the event.
Trustee Feichter reported he attended the DARE Graduations at Link School and
Stevenson School. Trustee Prochno was also in attendance.
Trustee Prochno reported she attended the Link, Stevenson, and Queen of the Rosary
DARE graduation ceremonies. Trustee Prochno stated the DARE program is a
wonderful program and she is glad we support it in our community.
Trustee Prochno reported that on December 30, 2008 she and Trustee Franke attended the
50`h Anniversary service for the Lutheran Church of the Holy Spirit.
Trustee Prochno reminded residents that it would be appreciated if every homeowner
would shovel their sidewalks following snow or ice storms. Residents are not liable
contrary to rumors that if you shovel your sidewalk and someone slips and gets hurt the
homeowner would be liable. Trustee Prochno thanked all residents who have shoveled
and cleared the snow and ice on their property.

6. CONSENT AGENDA
It was moved and seconded that the Consent Agenda of the December 9, 2008
Regular Village Board Meeting be approved as presented.

A. Clearbrook Group Home, 1833 Bangor Lane/waive fees— Approve a request to
waive the permit fees for the installation of a fire sprinkler and alarm system in
the amount of$110.00.
B Elk Grove Instrumental Music Association/waive fees—Approve a request to
waive the fees for the sale of Christmas Trees at 500 Elk Grove Boulevard in the
amount of$200.00.
C. Elk Grove Lions Club/waive fees—Approve a request to waive the temporary
Class A Liquor License for a Trivia Contest to be held at Queen of the Rosary on
Saturday, January 17, 2009 in the amount of$2,900.00.
D. Watson Furniture Group. Poulsbo. WA - Award a professional service contract
for two (2) Watson Dispatch Workstations in an amount not to exceed
$46,064.05 from the Houston-Galveston Area joint purchasing contract.
E. Administration & Public Safety Complex - Award a balancing Change Order in
the amount of$23,343.00 for seventeen (17) Change Orders per MTI's memo to
Elk Grove Village dated December 1, 2008.
F. Powell Tree Care. Elk Grove Village - Award a service contract as the lowest
responsive and responsible bidder for the 2009 Parkway Tree Trimming
Program in an amount not to exceed $92,250.00.
G. Civiltech Engineering. Itasca. IL - Award a professional service contract for
engineering services for the Busse Road Street Lighting Improvement
Project in an amount not to exceed $169,949.00.
H. CDW-G. Vernon Hills. IL - Waive the formal bidding process and award a
purchase contract off the State of Illinois contract for the purchase of Cisco
network infrastructure equipment for the Administration & Public Safety
Complex in the amount of$171,947.43 from the Capital Projects Fund.
I. Civiltech Engineering. Itasca. IL - Award a professional service contract for
engineering services for the Arlington Heights Road and Devon Avenue
Intersection Improvement Project in an amount not to exceed $322,739.00.

J. MTI Construction Services. LLC. Elgin. IL - Authorization to increase an
existing purchase order for construction services performed for the construction
of the Administration & Public Safety Complex in the amount of$500,000.00 for
a total purchase order in the amount of$3,500,000.00 from the Capital Projects
Fund.
K. Fiscal Year 2009-2010 Property Tax Levy—Adopt Ordinance No. 3190 entitled,
"AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF
TAXES FOR THE CORPORATE AND MUNICIPAL PURPOSES OF THE
VILLAGE OF ELK GROVE VILLAGE FOR THE FISCAL YEAR

11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FRANKE
Rain Barrels—Trustee Franke encouraged residents who were interested in getting on the
list for the rain barrel program should go to the Village website and complete the interest
form.
Christmas Trees—During the first two weeks of January 2009, residents can include their
Christmas trees with their trash for recycling. Do not put the trees in a bag.

Leaves - Trustee Franke reminded residents that they should no longer put leaves in the
curbs or in the street. Residents can bag the leaves and keep them until spring or drop
them off in one of recycling bins located at one of the storage buildings behind the
Landmeier and/or Meacham public works buildings.
12. INFORMATION COMMITTEE - TRUSTEE PROCHNO
Trustee Prochno announced the tree lighting ceremony is currently being featured on
Channel 6. Residents can phone Channel 6 at 847-357-4260 for the dates and times of
the program.
Trustee Prochno reported she had been contacted by a resident who had received a red
light ticket but did not have computer access and was unable to view the video prior to
the set court date. Trustee Prochno passed this information on to the Village Manager
who proceeded to come up with a solution to the problem.
Village Manager Rummel explained that from now on red light citation recipients would
be able to view a"red light video" at the Elk Grove Library or at the Police Department
at 321 Bond Street. A notation will be placed on the red light citations informing
residents of this service. After viewing the video and violation, the person can make a
determination as to whether they want to pay the fine or appeal the citation in court.
Trustee Prochno thanked the Village Manager for his efforts and speedy response to the
problem.
13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION
TRUSTEES LISSNER/PETRI
b. Devon Avenue & Arlinizton Heights Intersection Improvements - Trustee Petri
reported contracts were approved on tonight's Consent Agenda for the Arlington Heights
and Devon intersection improvement project.
f. Lighting Improvements on Busse Road from Touhy to Mark Street - A professional
service contract was awarded on the Consent Agenda for the Busse Road Street Lighting
Improvement Project.
Additional lighting in the Business Park has been installed and some of the lights have
been activated. Commonwealth Edison will complete activation of the remaining lights.
That should complete any planned lighting.
The Nerge and Meacham light poles should be delivered by December 12, 2008 and will
be operational by the end of the year.
Consent Agenda Items L. and M. adopted Resolutions determining Class 6B status for
two properties in Elk Grove Village.
e. Master Plan to revitalize the Business Park—Trustee Petri announced a presentation of
the master plan would be scheduled for the Plan Commission and Village Board towards
the end of January 2009.

15. PARADE COMMITTEE - TRUSTEE CZARNIK
Hometown Parade—The 2009 parade theme is "Star-Spangled Salute to America." The
parade will be held on Saturday, June 20, 2009.
Meeting Schedule—The next meeting of the Parade Committee will be held on Monday,
January 5, 2009 at 5:30 p.m. in the Chernick Conference Room.

a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER
Regional Cable Group - Trustee Lissner reported he attended a meeting of the
Regional Cable Group held in Buffalo Grove on Friday, November 21, 2008 to
discuss the renewal of the Comcast franchise agreement. Representatives of
Buffalo Grove, Elk Grove Village, Hoffman Estates, Palatine, Rolling Meadows
and Comcast attended the November meeting.
Meeting Schedule—The Regional Cable Group will meet again in Buffalo Grove
on Friday, December 12, 2008.
b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK
Holiday Family Program — The program is completed and donations will be
distributed on December 22, 2008.
The Food Pantry is being used more than in the past, and residents were asked to
remember to donate, especially in the month of February when the next food drive
will take place.
Spirit Award—Nomination forms can be obtained at the Village Hall, Elk Grove
Library, Pavilion or Jarosch Bakery. The latest spirit award winners will be
featured in the coming months on Channel 6's ''In the Grove" program.
Josephine Acino, Rob McCracken and Frank Lamoczek are the latest recipients of
the Spirit Award.
Meeting Schedule—The next meeting of the Health and Community Services
Board has been scheduled on Wednesday, January 21, 2009 at 7:00 p.m. in the
lower level of the Charles J. Zettek Municipal Building.

g. ADMINISTRATIVE/PUBLIC SAFETY COMPLEX CONSTRUCTION—
MAYOR JOHNSON
Mayor Johnson reported the construction of the new facility is on time and well
under budget.
The Mayor stated the renovation of the Council Chambers should be completed in
time for the next Village Board meeting in January.

Mayor Johnson asked for any comments from the Board. There were none.
The Mayor wished everyone, on behalf of the Village Board; a very Merry Christmas, Happy
Holidays and Happy New Year. It was noted the next Board meeting would take place in five
weeks.
AUDIENCE— 7:31 p.m. - Richard Muck, 146 Essex Road, commented on the following:
a. The dog park was built too hastily. The Mayor explained that the dog park was not under the
Village's jurisdictional control and all questions should be directed to the park district at the
public meeting held each month.
b. The plantings around fire hydrants impede the Fire Department from finding the hydrants.
The Mayor said it would be so noted and the Village would review the location of the plantings.
c. There were no provisions made to protect the trees along Salt Creek during the soil erosion
project. Mr. Muck noted that several trees were dead or dying and will eventually end up in the
creek. The Mayor noted the Public Works Director would review this in the spring and would
inspect and tag the trees.
